Restoring Family Links (RFL) Field Officer

 Background:

The International Committee of the Red Cross (ICRC), an impartial, neutral and independent organisation striving to protect and assist the victims of war and internal violence, has been working in Sudan since 1978. The ICRC is looking for an enthusiastic and motivated person to fill the position of Restoring Family Links (RFL) Field Officer in Khartoum.

Purpose:

Restoring Family Links Field Officer, actively contributes to the implementation of ICRC tracing activities in Sudan, follows up and supports the implementation of the RFL program in assigned SRCS branches and direct implementation of RFL programme where needed.



 
 Duties and responsibilities:

  • Contributes to analyses of the security, socio-economic, cultural and political environment in which the ICRC is working, shares relevant information with team members and reports any changes in the situation.
  • Contributes to the design and implementation of projects.
  • Collects, compiles and translates RFL-related information, paying due attention to staff risk management requirements.
  • Analyses data and contributes to written internal reports; assists in institutional exercises relating to planning, budgeting, and monitoring programmes.
  • Helps to prepare, report on and follow up on internal and external meetings.
  • Develops and maintains contact with municipal/regional authorities, local/regional National Society branches, the local population, and suppliers.
  • Advises on, discusses, and contributes to the drafting of the quarterly plan of action (PoA), ensuring that RFL needs are met in the best possible way and program functioning is taken into consideration
  • Supports and monitors activities agreed upon in the quarterly PoA (field trips, workshops, reporting, other activities planned) and ensures reporting on the activities carried out by the SRCS RFL team
  • Effectively manages tracing mail to and from the respective SRCS branches, feeds the data team and the tracing delegate with the statics of RCMs and reports relevant observations to his/her direct supervisor
  • Proactively suggests corrective and capacity building measures related to the quality and quantity of the work carried out by the SRCS RFL team in the branches, thus ensuring partnership and transfer of tools and competence
  • Manages the bill clearance of the branches under his/her responsibility, closely monitoring bills presented and crosschecking with operational information from the branch throughout each quarter
  • Performs any other protection related task requested by the direct supervisor as per operational needs.
  • Provides support to other protection activities during heavy workload.

 
 Minimum Qualification, Skills and Experience Required:

  • Bachelor’s degree or equivalent higher education degree in a humanitarian area, socio-economic development, humanitarian law, human rights, or equivalent field
  • 3-5 years’ previous professional experiences in the field of humanitarian, social, political, or economic sciences or similar position, experience with the ICRC or another humanitarian agency an asset
  • Good knowledge of the assigned environment and its cultural aspects.
  • Excellent command of English and Arabic.
  • Computer literacy
  • Readiness to spend 50% to 70% of the time in the field and willing to travel in all parts of the country
  • Very good inter-personal and team leadership skills.
  • Very good knowledge of the ICRC mandate and ability to speak about it with a wide range of interlocutors.
  • Ability to work remotely in an independent way.
  • Driving License and succeeded in the ICRC driving test.
  • Skilled in the following competencies: Leadership, Accountability, People management, Teamwork & Collaboration, Representing the ICRC, Beneficiary & Client focused.
