 Background:

SUDO is an independent, secular, nongovernmental, non-partisan and non-profit making organization established in April 2001 and dedicated to the promotion and the protection of human rights, peacebuilding, support human basic services and development. SUDO works with vulnerable and needy individuals and communities at the grassroot level, irrespective of their social, ethnic, and religious backgrounds or political affiliation.

SUDO is registered as a national NGO with the Humanitarian Aid Commission of the Ministry of Humanitarian Affairs and is regulated according to the Humanitarian Aid Commission Act since its establishment on April 21, 2001.  Since then, SUDO has grown to become one of the leading Sudanese NGOs, with a head office in Khartoum and 13 well established field offices in Khartoum, South, North, West, Centeral and East Darfur States and West, North and South Kordofan States, in addition to Blue Nile, Kassala, Red Sea and Al-Gadaref states. In addition to these offices, we have focal points in all the other states in Sudan



 
 Duties and responsibilities:

Duties and Responsibilities:

The MEAL Officer will have the following duties and responsibilities.

  •  Ensure timely and accurate reporting against the monthly IPTTs (Indicator Performance Tracking Tables) for all projects, supporting the Field Manager to run IPTT Review Meetings and compile/ follow up on action points.
  • Conduct DQA for all grants in the field office - monthly.
  • Ensure accurate data collection of Programs Mapping.
  • Promote accountability to beneficiaries by conducting accountability assessments and support program staff to develop information sharing materials. As per CHS standards promote beneficiary participation (adults and children) in project activities and in all M&E activities.
  • Set up complaints, feedback and response mechanism to ensure that the community has a chance to give feedback to SUDO and partners about the project.
  • Develop output and outcome level data collection tools (as per project M&E plans), roll-out with staff and partners. Ensure tools are used to collect timely data for all project.
  • Undertake regular visits to field sites to support on monitoring. Using quality checklists conduct bi-monthly monitoring visits to monitor the quality of implementation of SUDO (and partners). Enter the results in the database and debrief program staff.
  • Establish and support the implementation of a data management system to inform planning, implementation, monitoring and evaluation.
  • Ensure that all project staff and staff of implementing partners understand the project logframe, indicators and targets.
  • Carry out monitoring activities for the project, building on routine project monitoring to introduce quality and outcome monitoring.
  • Contribute to the design of MEAL plans for all new projects and attend grant opening meetings.
  • Be available and willing to support all programme staff on any aspect of MEAL, specifically on baselines, evaluations, monitoring quality and outcome, and overall assessment of progress against targets.
  • Create calendar to track M&E assessments, surveys, and baselines for the program.
  • Support with the development of TORs for external consultants as needed.
  • Support the writing of donor reports and ensure reported data is accurate.
  • Ensure that lessons learned and good practice case studies from reviews and evaluations are recorded, communicated to the team and taken into account in implementation.
  • As needed, translation of any necessary documents for the field team.

 
 Minimum Qualification, Skills and Experience Required:

Education.

  • A Bachelor’s degree in development or other social sciences.

Experience

  • At least three years of relevant professional work experience in monitoring and evaluation, preferably both quantitative and qualitative research methods.
  • Experience in working in complex and volatile contexts
  • Experience in mobile data collection tools and using Kobo.

Skills:

Should possess high levels of the below skills to perform well in the role:

  • Demonstrated experience developing and managing data-intensive monitoring and evaluation systems and methodologies, using online and offline tools.
  • Experience in designing surveys, databases and conducting statistical data analysis. Advanced knowledge of Microsoft Excel and working knowledge of Microsoft Access and statistical programs (STATA, SPSS).
  • Strong understanding of donor logical frameworks and performance measurement.
  • Familiarity with theories of change and experience in design, implementation and reporting on theory-based rigorous end-line evaluations,
  • Proven ability to write clear and concise reports; excellent analytical, presentation, communication and reporting skills.
  • Commitment to service, strong communications skills, ability to be punctual and ensure timely reporting, proactive, a good team player, and ability to work under difficult conditions in the field.

Language Requirements

  • Good spoken and written Arabic and English.
