Nonviolent Peaceforce (NP) is a dynamic, international non-governmental organisation. We work to reduce violence and protect civilians in countries affected by violent conflict and its aftermath through unarmed civilian protection (UCP) and by helping to transform the world’s response to conflict situations. NP implements programming through the deployment of trained, unarmed, civilian protection teams to the field.

 

NP established presence in Sudan in February 2022. Initial programming will be in the Darfur states with field teams in El Fasher and El Geneina to reach other communities affected by violent conflict and displacement. Programming is founded on unarmed civilian protection and is thematically focused on protection in displacement, child protection, gender-based violence protection and inter-communal violence reduction.

 

 

JOB PURPOSE

 

The Consultant Logistics and Safety and Security Officerwill work directly with the NP West Darfur team in overseeing all logistics functions for NP in West Darfur. S/he will manage and maintain the El Geneina and Kerenikoffice and guesthouse and support all operations functions to enable the programmes team carry out programme implementation efficiently and safely. This includes including logistics, procurement, fleet management, and IT, safety and security analysis and guidance, as well as support to administrative functions.

 

The Logistics and Safety and Security Officer will work with the Logistics Manager and Country Safety and Security Advisor in the development, implementation and maintenance of effective logistical systems to support the programming of NP in West Darfur and feed into safety and security analysis and guidance. The Consultant interacts with all other functions as well as the field-based program teams.

 

 

ABOUT YOU

 

We are looking for an experienced logisticianto support NPs start-up in West Darfur. You will have experience in collecting and analysing information on security and providing guidance to programme staff on safety and security.You will be from or currently living in the Darfur Region, preferably from West Darfur and will have strong links, relationships and networks within local communities.



 
 Duties and responsibilities:

 

  1. Commitment to NP Principles
  • Demonstrate a commitment to NP’s mandate and principles
  • Serve as a community role model for peaceful co-existence and nonviolence, and maintain a positive image of the organisation in the community at all times

 

  1. Procurement:
  • Make sure that procurements are done in line with NP’s policies
  • Maintain procurement database and ensure procurement paperwork is complete and that all approvals have been obtained before purchases are made
  • Be responsible for the either direct procurement or follow up of procurement
  • Conduct market assessment and bid analysis when required

 

  1. Sub-Office & Guesthouse Management
  • Play a leading role in the identification of sub-office and guesthouse space, bid process, contracts and set up.
  • Support the oversight of rehabilitation and upgrading of NP premises
  • Ensure safe and well-maintained and stocked premises for office and guesthouse purposes.
  • Support NP Safety and Security Staff in upgrading NP premises to meet security and operational standards.
     
  1. Asset Management
  • Properly record and tag all assets and inventory in line with NP policies and procedures.
  • Contribute to the WD asset register, asset cards and personal issue forms up to date with information of where each asset is/who it has been issued to.
  • Perform a monthly asset check for WD

 

  1. Fleet Management
  • Support the identification of vehicles and drivers (rental) including tracking of leases and payments.
  • Ensure that all vehicles have log books, and that all drivers and staff are filling them every journey
  • Ensure that all vehicles have: spare tire, first aid kits, emergency tool kit, emergencycontact numbers, and internal vehicle numbers and that drivers carry out regular vehicle checks
  • Monthly compilation of vehicle log-sheets.
  • Schedule vehicle use to meet programmatic and operational needs.

 

  1. Administration & Operations
  • Support with administrative procedures with the HAC and the Labour Office in West Darfur
  • Provide support to Admin/HR Manager with implementation of NP administration and HR policies and systems
  • Support to recruiting process including travel, orientation and onboarding
  • Assess needs and recommend software and IT solutions, and support the resolution of IT issues that arise.

 

  1. Safety and Security
  • Support the team in safety and security analysis and monitoring
  • Security information gathering, collation and dissemination from a range of local sources
  • Maintain close contact with all relevant stakeholders to develop a network and build relationships with key actors – NGOs, INGOs, UN and government agencies, security forces and other armed actors
  • Contribute to security context analysis and daily security updates and rapidly communicate relevant security information, analysis and recommendations to staff
  • Support the Country Safety and Security Advisor in ensuring adherence to SOPs, contingency plans and risk assessment documentation and thatNP work is consistent with agreed safety and security policies and procedures

 

  1. Other
  • Perform any other work-related duties that may be assigned
  • Be available to work evenings and weekends, in both planned and emergency situations
  • Be available in any field site as needed by the organisation

 
 Minimum Qualification, Skills and Experience Required:

  1. Education, Knowledge, Experience and Skills

 

  • EITHER - Bachelor’s degree or equivalent
  • OR 3+ year’s work experience in the NGOsector
  • Minimum of two years’ experience in logistics. Experience in start-up is an advantage
  • Experience in monitoring, analysing and collecting safety and security information and providing guidance on safety and security within the NGO sector
  • Demonstrable understanding of donor compliance
  • Strong understanding of markets in West Darfur
  • Strong commitment to the safety and security, and the protection, of civilians
  • Ability to set priorities, solve problems and analyse data
  • Flexibility, reliability and stress resilience
