 Background:

Job Summary:

CRS with funding from USAID Bureau of Humanitarian Assistance (USAID/BHA) is implementing  ‘The Recovery in Sudan for Improved Nutrition and Growth III (RISING III) project’ in five states of Darfur, Sudan. This project aims to enhance food and nutrition security year-round for 28,600 vulnerable households in 92 communities of Darfur. RISING III also seeks to reduce existing and potential conflict between livelihood and ethnic groups by strengthening communities’ ability to prevent, mitigate and respond to disputes over access to, control over and use of natural resources. CRS is seeking anNRMProject Officer to support implementation of livelihoods activities in East Darfur.Proposed NRM interventions include conflict mitigation, disaster risk reduction, early warning systems and natural resource management.

 

As an NRM technical and programmatic officer for RISING, you will facilitate the achievement of project objectives in East Darfur, responsible for delivering high quality NRM interventions, coordinating and reporting on project activities and providing technical guidance and advice to staff and implementing partner(s) advancing Catholic Relief Services’ (CRS) work serving the poor and vulnerable. Your coordination and relationship management skills will ensure that best practices are applied, and the project constantly works towards improving the impact of its benefits to those we serve. You will be responsible for ensuring high quality NRMactivities working alongside other POs responsible fornutritionand livelihoodsinterventions.



 
 Duties and responsibilities:

Project Design

  • At the field level, coordinate needs assessments for proposal development involving staff, targeted communities, local partners and government stakeholders.
  • Assist the Program Manager (PM) and other Country Program (CP) members to develop a standard list of costs for the sector and optimal staffing levels and ratios.
  • Provide information for business development tools such as problem, gap, stakeholder, conflict and risk analysis.

 

Project Management, Implementation and Development

  • Organize and lead the implementation of all assigned project activities related to NRMas outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.
  • Support Communities to implement quality and effective NRM plans that meet community priorities
  • Ensure community NRM structures such as Community Based Conflict Resolution Mechanisms, DRR/EWS committees and their support platforms at locality and state levels are functioning and effective.
  • Monitor and report any challenges and/or gaps identified to inform adjustments to plans and implementation schedules. Assist partners in their efforts to reflect on project experiences.
  • Complete project documentation for assigned activities. Assist with identifying information for case studies and reports on promising practices.
  • Compile reports into detailed monthly and quarterly work plans for activities according to the project targets, timeframe and budget.
  • In collaboration with the project team and Monitoring and Evaluation Officer, monitor and evaluate the impact of programming, track activities and provide suggestions to the  PM based on evidence on how to refine activities if changes are required.
  • Compile weekly and monthly activity updates with support for the documentation and dissemination of project achievements, challenges, lessons learned and best practices.
  • Represent CRS to community leaders, communities, local authorities, government officials, NGOs as well as Sectoral Coordination meetings as needed.
  • Collaborate closely with line ministry and local partner staff
  • Work closely with the Logistics, Administration, and Finance departments, initiate and complete proper CRS financial and procurement procedures to ensure punctual and efficient delivery of services and project implementation.
  • Always Ensure compliance with CRS Security protocol ,
  • Perform additional tasks as requested by the Program Manager and CRS Management

 
 Minimum Qualification, Skills and Experience Required:

Education and Experience

  • Bachelor's Degree in Natural Resource Management or other closely related field required.
  • Technical experience as an engineer a plus.
  • Minimum of 2 years of work experience in project support for an NGO or INGO, in the field of Livelihoods.
  • Additional education may substitute for some experience; additional experience may substitute for some education.
  • Experience working with local partners, participatory action planning, community engagement and provision of technical support.
  • Experience monitoring projects and collecting relevant data related to nutrition.
  • Strong verbal and written communication skills, able to operate with local partners, local leaders and local communities.
  • Ability to deliver training and capacity building.
  • Experience using Microsoft Windows and Office packages (Excel, Word, PowerPoint).

Required/Desired Languages: Fluency in English and Arabic required.

Travel Required: Based in East Darfur. Frequent travel between project locations in East Darfur required.

 

Key Working Relationships

  • Supervisory: provide guidance and support to NRM staff from local partners.
  • Internal: Senior Program Officer,Area Managers, Program Manager Taadoud/RISING, Chief of Party, Project Officer Livelihoods, MEAL SPO.
  • External: local partnerproject staff, representatives of the Humanitarian Aid Commission (HAC) and relevant line ministries.
