 Background:

OVERALL PURPOSE     

Working as an important member of a diverse team who are committed to serve the world’s most vulnerable with practical and compassionate care. The WASH Manager has a vital role to play in improving access to safe water and sanitation for the target population, and improving hygiene behavior.This involves effectively managing the assigned WASH project(s) in line with the objectives, budget and timeframe laid down in the proposal(s). The role also includes enhancing beneficiary participation, managing and training local staff and planning and initiating new WASH projects / proposals

 

PROJECT OVERVIEW     

Based in Khartoum Office, the WASH Manager will be responsible for designing, implementing, monitoring, evaluating and reporting water, sanitation and hygiene activities funded by international donors. All projects must be in coordination with the relevant local authorities and the relevant UN Clusters. Project activities could include the design, construction and rehabilitation of community water systems; household toilets; hygiene activities; WASH in health facilities; water safety planning and WASH in Schools, water for livestock, ground water recharging and Integrated water resource management (IWRM).



 
 Duties and responsibilities:

    1. Technical WASH Management
  • Be responsible for the implementation, management, supervision and support of the assigned WASH project(s) in line with the activity plan and timeframe of the relevant project proposal(s) and any applicable national and international guidelines and standards
  • Participate in the technical assessments WASH needs in collaboration with interagency team, and use the findings to plan activities in the agreed locations
  • Prepare, Compile and/or review BoQs with costs and designs/technical drawings for all water and sanitation structures, hygiene activities and water safety planning projects 
  • Manage and supervise the quality of construction of all water and sanitation structures, ensuring good maintenance and sustainable processes are put in place. The needs of disabled, elderly, women and children should be taken into account in all project designs
  • Ensure accurate and timely reporting of WASH project activities to donors, WRS and the eligible stakeholders
  • Ensure the water supply infrastructures have strong water governance systems (water user committees, water tariff, financial management & documentation, maintenance, WASH supply chain, etc.)
  • In collaboration with the MEAL team, ensure that regular monitoring and evaluation are conducted both against project objectives and to ensure the quality of the program, with reports being made to the relevant donors and stakeholders
  • Work towards the continual improvement of the processes and the technical implementation of the WASH programs
  • Facilitate and support the field office WASH team and partners to adopt integrated water resource management (IWRM) approaches alongside with the emergency WASH services.
  • Provide input into the integration of beneficiary participation, feedback and accountability in all aspects of the project
  • Ensure accurate and timely reporting of activities for internal and external reports (e.g. monthly, quarterly and final reports) as requested by managers and donors
  • Assess existing water, sanitation, and hygiene promotion activities in the assigned area(s) and recommend actions to be taken. This should include activities, costs and timescales.
  • Input into the development of the new projects and/or donor proposals as requested by managers and the MEAL team
  • Ensure the ground water monitoring, water quality monitoring systems are in place
  • Facilitate the field office WASH team to effectively apply WASH database to track progress of the WASH constructions or service delivery process
  • Facilitate and support the field team to integrate the ground water recharging systems and infrastructure works alongside with the water supply infrastructure
  • Facilitate and support the water supply infrastructure for livestock (Haffirs, open wells, etc.) 
    1. Quality Assurance (Management)
  • Promote and use the WRS operating procedures, ensuring that all standardized formats are used and guidelines are followed
  • Implement, as far as is possible within operational constraints, relevant policies and standards relating to WASH service delivery including national, and international (e.g. Sphere and HAP) standards, donor guidelines and other good practice
  • Filing and archiving of all required records and documents for the assigned WASH project(s) according to the requirements of WRS, donors and relevant local authorities
  • Tracking achievement of the assigned WASH project outcomes within the budget and the agreed time frame

 

    1. Capacity building of the WASH team
  • Manage and oversee the assigned WASH team including recruitment, day-to-day management, development and training, appraisals, etc.
  • Hold regular team meetings with the assigned WASH team, reviewing team and individual objectives against project actives, budget and timeframes, ensuring team members are kept informed of issues relevant to their work and providing an opportunity for feedback
  • Ensure the assigned WASH team members receive relevant and appropriate training in order to develop their personal and professional skills, knowledge and understanding. This may be through on-the-job training and taught sessions
  • On occasions of working with casual labor (including hiring, coordinating workload and payment) to achieve specific, time-bound tasks
    1. Financial Management
  • Management of the relevant aspects of the WASH budget for the assigned WASH project(s) including Working with the Area managers to plan and manage WASH budgets and periodic planning for cash needs to execute the assigned WASH project(s)
  • Coordinate and oversee petty cash requirements of the assigned WASH team, ensuring all required paperwork is completed accurately and in a timely manner
  • Participate in budget/activity revisions when need arises
  • Monitor and review budget expenditures for the WASH projects supported by various donors
  • Ensure pipeline resources (in-kind) previsions of WASH supplies from donors are received, distributed and utilized
  • Use the budget variance analysis reports (BVR) as a tool to monitor the under/over spending of budget and support the field offices to take corrective actions
    1. Coordination with operations
  • Facilitate the correct and timely ordering (within budgetary constraints) of all necessary WASH supplies and equipment for the assigned WASH activities, ensuring minimum stocks are maintained and items are stored and distributed correctly
  • Participate in the tender process of WASH constructions or procurements to ensure quality of the service/material purchases.
  • In collaboration with operations team assess the technical capacity and eligibility of contractors based on the donors’ and WRS standards and policy.
  • Ensure the careful use, regular servicing and appropriate replacement of all WASH equipment, within budgetary constraints, for the assigned project(s)
  • Lead the payment request process by contractors starting from measurement of the executed activities (take – off-sheet), reviewing the payment request alongside with the contract agreements, the work quality and endorsing the payment requests with accountability, to help the finance, operations and area managers/Country Director authorize the payments to the eligible contractors.
    1. Communication, Coordination and representation.
  • Develop and maintain appropriate, regular, transparent and supportive communication structures with the assigned WASH team, WRSfield officesWASH coordinators/officers and other relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials, UN agencies and other NGOs)
  • Represent WRS at relevant state and country level WASH coordination meetings involving local .authorities, UN agencies and other NGOs
  • Provide updates, feedbacks, replies of emails to communities, stakeholders, donors, WRS leadership, etc.
  • Any other reasonable duties related to the above areas
    1. OTHERS

 Minimum Qualification, Skills and Experience Required:

  • Qualification - BSc in Water / Environmental Engineering or Management or Civil Engineering or Hydrology / Geology; MSc in Water / Environmental Engineering or Management or Civil Engineering or Hydrology / Geology
  • Work experience: 7 years’ post-qualification professional experience in a WASH INGO context; Management experience in a WASH context
  • Language: fluency in English (written, spoken)
  • IT: computer literate with good working knowledge of Microsoft Excel, Word and Outlook; Experience using GIS and KOBO software
  • Team building: team-player with good inter-personal skills; Good communicator, able to pass on information; efficiently; Willingness to support others and to share workload; Aptitude for community mobilization and capacity-building; Organized and good at planning; experience in training WASH staff, stakeholders and partners
  • Adaptability: Capacity to work under pressure and manage personal stress levels; Able to work effectively in a wide variety of situations; Creative, open-minded, flexible, self-learner; Able to cope with basic living conditions in the field and during field trips
  • Technical expertise: Technical WASH skills within a humanitarian setting; Knowledge of SPHERE standards; Experience of water system rehabilitation, including solar systems and chlorination; Ability and willingness to manage project implementation; Good report writing skills; Problem solving ability; Planning, assessment and analytical skills; construction management, engineering, water, Hygiene & Sanitation.

 


Working Conditions.

  • This position is based in Khartoum, overnight stays in the field (WR established bases) are mandatory for this position. Monthly travel to and from filed sites is expected.
  • Operating environment is extremely volatile, with security restrictions in force.
  • Normal working hours are 8:00 am to 4:00pm, Sunday to Thursday. When in the field the hours may at times be adjusted in the light of the prevailing emergency situation being addressed or as required by the supervisor or job description. Total working hours per week is 40 hours.
  • Spend over 90% of the contract period in the field.

 

Important Employee Information

WR forbids any smoking, drinking and substance abuse by its staff during working hours.

The staff is expected to treat the supervisor and other WR staff, community and visitors with respect.

Under no circumstance shall the staff entertain personal visitors within the WR compound. (EXCEPT AS APPROVED BY IMMEDIATE SUPERVISOR)
