 Background:

GENERAL OBJECTIVES

  • The Logistics Officer is overall responsible for all logistics activities in the capital and or/ field (procurement, fleet, storage, equipment’s, premises, management and / or supervision of staff) and actively contributes to operational implementation of security management
  • The Logistics Officer is responsible for all related procurements strictly following donors’ and Kit log guidelines. In addition, the Logistics Officer will update the entire equipment list, supervise vehicle fleet and office maintenance to ensure an efficient response to all programmes.


 
 Duties and responsibilities:

Objective 1: Supply Chain

  • Executes procurement process from quotation request till payment
  • Ensure ACF procurement procedures and donor requirements are respected
  • Have all procurement documentation ready on time for verification by Logs Manager
  • Liaise with technical departments for technical validations as / when required
  • Execute proper organization and archiving of documentation for purchases following internal procedures according to Action Against Hunger Kit Log.
  • Ensure accountability, transparency, and due diligence as per ACF Principles and Code of Conduct/Code of ethics.
  • Provide daily inputs to Logs Manager for updating PFU and CFU

 

Objective 2:  Vehicle fleet management.

  • Ensure full compliance of ACF security rules for drivers (seatbelt use, speed limits, daily reporting, etc.).
  • Monitor vehicle maintenance and fuel consumption in accordance with Kit Log (logbook, fuel usage etc.)
  • Support Logs Manager for proper follow-up of fleet administrative tasks (insurance, permits).

 

Objective 3: Equipment management & office maintenance

  • Ensure the proper labelling and use, the optimal state, proper maintenance, storage, and repair for equipment (computers, printers, photocopy machines etc).
  • Update Equipment list on regular basis (take inputs from Logs Manager regarding equipment allocation as required)

 

Objective 4: Management of staff

    • o Logs Officers are expected to be the functional Logs referent for Logs Assistants at base levels
    • o Line manage Khartoum security guards and ensure proper training and refreshers training (on ACF Logs and safety and security procedures and protocols)

 

Objective 5: Security Management

  • Support in operational implementation of security management
  • Monitor and report any incident related to security to Logs Manager

 

Objective 6: Additional responsibility:

    • o Ensure team spirit and motivation within ACH team
    • o Travel frequently to the different mission bases for capacity building and implementation suport
    • o Any other Logistic and administrative duties assigned by the Logs Manager
    • o Fulfil any duties that are inherent to the position and requested according to mission needs and context.

 
 Minimum Qualification, Skills and Experience Required:

Qualification and technical specific knowledge

  • Graduate in Logistic, Engineering or any other similar field related to the job.
  • Desirable ACH procedures and KIT Log V3.

 

Previous Experience

  • Minimum 4 years previous experience in the field of logistic in humanitarian sector with an international INGOs or UN and stock management would be an asset.
  • Good background about the preparation of budget and financial reports.

 

Personal requirement:

  • Professional and transparent, team spirits and good communication skill, organize and rigorous, ability to quickly integrated and working environment.
  • Proved team-work experience and of coordination of staff under its supervision.

 

Language Skill:

  • Good written and spoken on communication skill in both English and Arabic

 

Computer skill:

  • MS Office very strong command. Advanced level of Excel.
