 Background:

Procurement and Logistics Coordinator is responsible for coordinating and leading procurement and logistics of International Aid Services (IAS) by spearheading the purchasing process from selecting suppliers to ensuring optimization, as well as provide guidance on sourcing and procurement processes both at National level and field level in accordance with organizational policies and procedures.

 

 



 
 Duties and responsibilities:

Operational Effectiveness

  1. Ensure procurements are implemented in line with donor agreement and requirements and in accordance with IAS policies and procedures.
  1. Develop and implement systems to improve transparency by operationalizing anti-fraud procedures and policies related to operation.
  1. Carry-out regular inspections and spot-checks, both on systems and on-going work, propose policy and or procedural recommendations.
  1. Maintaining risks register for the department.

 

Logistics and Supply chain Management

  1. Provide the technical oversight and ensure proper supply chain management practices and procedures are in place and maintained according to IAS guidelines and Procedures.
  1. Manage the procurement process in accordance with IAS policies and procedures, in a transparent, accountable, efficient and cost-effective manner.
  1. Provide planning support and advice to programme Coordinators making procurement requests, identify optimum supply routes, and maintain continuous overview of procurement needs.

 

Representation

  1. Proactively engage with suppliers, partners, local authorities, other NGOs, clusters and any other stakeholders, in order to plan, organize, and schedule joint procurement (e.g., WFP and UNICEF), distribution of goods and material.

 

Staff Management

  1. Ensure both procurement officer and logistics assistant as well as other staff under supervision are adequately trained and create possibilities for capacity building, mentoring and coaching.
  1. Provide cross training to field staff in charge of procurement as far as procurement and Logistics procedures are concerned to ensure operational effectiveness.
  2. Manage and motivate staff under supervision in accordance with HR procedures and policies to ensure that they maintain the highest standards of accountability and professionalism through appraisal, goal setting, performance review, producing development plans among others.

 

Assets and Inventory Management

  1. Maintaining detailed records of drilling rigs and compressor servicing and inspection, analyze such data to increase operational efficiency.
  1. Ensuring strict servicing and maintenance times of Drilling rigs and compressors to minimize downtime and ensure operational effectiveness.
  1. Ensure proper stock and warehouse management as per IAS’s policies and procedures.

 

Staff safety

  1. Ensuring appropriate risk analysis, mitigation measures and security planning, and in producing/ updating location-specific security plans.
  1. Act as a sounding board for talking through security-related issues. Ensure staff are familiar with security procedures through inductions for new staff, organizing security awareness camps, translation of security materials in Arabic, etc.
  1. Compile reports about particular security incidents, events, or updates about important issue for operation both state and National Level

 

Others

  1. Perform any other duties assigned by Supervisor.

 


 
 Minimum Qualification, Skills and Experience Required:

Minimum education, training and experience requirements to qualify for the position:

 

  • Bachelors’ Degree in Procurement or Economics, Business Management or any other related field with training in procurement, logistics and supply chain management.
  • Strong analytical and organizational skills; demonstrated ability to work both independently and within a team, assess priorities, and manage multiple activities with attention to detail, meeting tight deadlines under pressure.
  • Excellent problem-solving capacity, with demonstrated ability for considerable analysis and sound judgment to find solutions in a complex environment with shifting and competing priorities.
  • Excellent cross-cultural communication (both oral and written) and interpersonal skills demonstrated by ability to interact professionally with culturally and linguistically diverse staff, stakeholders, clients and consultants
  • Strong understanding of procurement concepts.
  • Highly skilled in MS Office – Excel in particular.
  • Strong oral and written skills in English

 

Minimum work experience required for this position:

 

  • At least 3 years of work experience as a Senior Procurement Officer, or Procurement and Logistics Coordinator with national or international NGOs preferred
  • Interpersonal, management and conflict resolution skills.
  • Knowledge of sourcing and procurement techniques as well as a dexterity in “reading” the market
  • Strong negotiations and networking skills
  • Good knowledge of supplier or third-party management software
  • Strong in decision-making and working with numbers
  • Experienced in collecting and analyzing data
