Background: Scope of Work: Gender and Protection consultant Duration: 15th Aug to 14th Nov 2021
The purpose of this consultancy (15th Aug to 14th Nov 2021) is to provide short-term support the implementation of protection and gender activities under PROSPECT (partnership programme to provide Education, Child Protection, WASH and Health and Nutrition Services for Forcibly Displaced Persons and Host Communities in Eldeian and Asalaya localities) project that is funded by UNICEF and implemented by CRS. The consultant will oversee and participate in the implantation of Protection and Gender activities and report directly to the Senior Project Officer – for the project – Eldaien office.

CRS works to save, protect, and transform lives in need in more than 100 countries, without regard to race, religion or nationality. CRS’ relief and development work is accomplished through programs of emergency response, HIV, health, agriculture, education, microfinance and peacebuilding. CRS Sudan provides emergency assistance throughout Sudan, with core funding from WFP, USAID/BHA, and UNICEF. Key sectoral areas for CRS Sudan include food security, livelihoods (on-farm, off-farm and non-farm), nutrition, health, peacebuilding and natural resource management. CRS Sudan manages the financial and procurement needs of the Sudan INGO Forum, based on close coordination with INGO Steering Committee. PROSPECT Project – East Darfur: PROSPECTfunded by UNICEF and CSO is targeting 390,000 vulnerable people with severe needs in East Darfur: 80,000 IDPs; 30,000 returnees; 110,000 refugees; and 170,000 host residents. 40% are women/girls, 35% men/boys, and 25% children. The project aims to provide Education, Child Protection, WASH and Health and Nutrition services for forcibly displaced persons and host communities in El Daien and Assalaya localities in East Darfur. The project will carry the following activities:

Duties and responsibilities: Job Summary Protection and Gender officer position responsible for providing technical support to implement gender &protection activities under PROSPECT, this is included not limited to the following :
- Work closely with the project senior project officer SPO, Logistics, Administration, and Finance departments, initiate and complete proper CRS financial and procurement procedures to ensure punctual and efficient delivery of services and project implementation. - Contribute to the Protection team's information management component which: provide disaggregated data on populations of concern. - Support a consultative process with government counterparts at local levels, partners and persons of concern to develop and implement approaches that address the key protection priorities that designed in the project.
- Organize and train both formal and informal the national partners & community groups for effective implementation of protection & Gender components under the project. - Facilitate capacity building/skill upgrading training of the local partners in relation to the activities promoted in the project. - Actively participate in all project monitoring visits, assessments and evaluations. and regular filed visits to each village at a schedule agreed upon with the project SPO. - Support and contribute to build a coherent integration among the various sectors of the project. - Complete all reports in a timely manner. - Maintain regular information flow with the project SPO.
Coordination and Communication Coordinate the promotion of protection standards ensuring that the intervention is fulfil mainstreaming protection. Coordinate the implementation and monitoring the implantation ensuring that identified protection needs, including an Age, Gender and Diversity (AGD) approach, are adequately addressed. |

Key Deliverables
The consultant and Senior project officer will discuss and agree on additional deliverables during the consultancy start-up.
Relationships and Responsibilities This consultant will be supervised directly by the project senior officer SPO, with maintaining close coordination with SPOs, UNICEF – protection focal point, the project national partner and line government.
Guiding documents Upon contractual agreement, CRS will share with the consultant any relevant project documents.
Safeguarding The Consultant, as is the case for all CRS staff and consultants, must ensure that CRS Safeguarding Policy is followed at all times.
Consultant’s Materials Consultant agrees to share all documents developed under the consultancy with CRS.
