Summary:

These Terms of Reference are for a consultancy from August to October 2021 (three months), working 2 days per week. The consultant will be a Sudanese national who will provide technical advice and support to the CSF, based on their strong technical expertise on conflict sensitivity and long-term applied experience within the aid sector in Sudan. The consultancy will work closely with the CSF team.

The Conflict Sensitivity Facility works with donors, UN, INGOs, NNGOs and civil society in Sudan to develop and test innovative ways for aid to better fit the local context, minimize unintended harm and build our positive contributions. With initial funding from the FCDO, the facility, managed by Saferworld, builds on lessons learnt from a successful multi-donor approach in South Sudan that has been operating since 2016

The Conflict Sensitivity Facility (CSF) provides technical analysis, services and advice in support of integrating conflict sensitive principles and practices into donor strategies and donor-funded programming in Sudan. Conflict sensitivity is a programming approach that emphasises strong contextual analysis and programmatic flexibility to minimise aid’s negative consequences and maximise positive impacts. Conflict sensitivity is particularly important in volatile, conflict-affected contexts where inadequate understanding of conflict and political dynamics can lead to donors and implementing partners inadvertently exacerbating the conflict.

Consultancy:

Objectives of the consultancy:

• Provide in-house technical advisory support on conflict sensitivity (theory and practice) to the programme, specifically:

• As applied to the context of Sudan, particularly in regards to challenges for aid practitioners, to inform CSF approaches
• In a mentoring role for other members of the CSF team to support their work
• Providing complementary support to implementation of CSF activities i.e. through the strands of capacity building support, analysis and knowledge, and convening and outreach.

• Advise on targeted engagement with key Sudanese and international stakeholders, including:
  • Play a leading role in advising on the implementation of the NNGO mentorship programme in Sudan
  • Facilitate relationship and network building, and advise on further ideas and tailored approaches specifically with the national Sudanese aid community
  • Advise CSF donors, UN and NGO partners on contextual elements of conflict sensitivity.

• Support overall strategic development of the CSF, including:
  • Advise on wider planning and strategic thinking, including support for communications.
  • Active participation in MEL processes.
  • Provide guidance on risks and opportunities to inform CSF planning and strategy.

• Proven technical understanding of conflict sensitivity.
• Strong background in applied practical experience, including work within the aid sector (NGOs, UN, donor).
• Strong advisory and mentoring skills
• Ability to work independently and collaborativly
• Availability on a regular weekly basis as agreed with the CSF.
• Excellent written and oral communication and presentation skills in English and Arabic.
• Proficient in Microsoft Word and Powerpoint
• Advanced degree in relevant area, or commensurate work experience.

Location of work:

• This consultancy will be based at the CSF’s office in Khartoum. The consultant will be required to provide relevant documentation
• Occasional travel to locations within Sudan may be required.

Timeframe:

• The consultancy will entail up to 24 days of work, to be completed by 30^th October 2021.
