Chemonics International is hiring for a new USAID program that aims to support civil society organizations and independent media to advance key transition priorities. The implementation of this program requires a highly integrated and dynamic team approach to creative, coordinated, and effective program implementation in order to meet the program’s objectives.

 Background:

The USAID/Office of Transition Initiatives (OTI) Transition to New Sudan (TNS) program aims to support the consolidation of Sudan’s democratic transformation through activities that 1. enable the civilian-led government to demonstrate progress on key transition processes; 2. strengthen civic engagement; and 3. expand independent media. TNS is expanding programmatic activities into Darfur, South Kordofan, and Kassala states. The Program Development Officer (PDO) will report directly to the Chief of Party (COP) or her designee and will work closely with a Grants Officer, Procurement Officer and Monitoring, Evaluation and Learning Officer to spearhead programmatic design and development to achieve TNS objectives.

 



 
 Duties and responsibilities:

  • Spearheads program development and serves as the main interlocutor for partner organizations
  • Engages with stakeholders to identify and conceptualize potential activities that respond appropriately to the current political situation and established program goals and objectives, including developing grants, short-term technical assistance (STTA), and other support
  • Prepares, presents, analyzes, and evaluates activity concepts, applications, and grant agreement/award documents to ensure consistency with program priorities, goals, and objectives
  • Develops and finalizes multiple grant and other activities on an ongoing basis, in a fast paced and highly evolving environment, including writing background sections, theories of change, and implementation plans, while working closely with OTI and project management, as well as with project partners
  • Provides technical assistance to grantees and potential grantees, as required, during the grant preparation and implementation phases, working closely with the grants team and other program staff
  • Provides input into the development of the program strategic framework, objectives, and proposes concepts for yellow light
  • Serves as the focal point of each Grants Management Unit, ensuring internal communication among GMU members, and as the focal point for communication with external parties
  • Spearheads identification and engagement with potential partners at the ground level
  • Travels around the region to facilitate activity design, development and technical implementation
  • Communicates with senior program management and USAID counterparts on program needs as necessary
  • Closely follow political, social, economic and humanitarian context developments throughout in the regions  and keep the TNS/CMT and OTI informed
  • Provide and oversee timely and accurate activities' deliverables and reporting;
  • Other duties as assigned by the COP and CMT

 


 
 Minimum Qualification, Skills and Experience Required:

  • At least 3 years of experience in design, development, and management of donor-funded projects at the community level
  • Bachelor’s degree required and Master’s degree in a relevant subject area preferred
  • High level knowledge of Sudanese political and social events and the ability to strategically
  • Strong relationship- building, monitoring and evaluation, and report writing skills
  • Thorough understanding of political context and ability to think creatively in conceptualizing relevant grant activities
  • Fluent Arabic and strong English language skills required
