 Background:

PURPOSE:

 

The Project Manager (PM) will have the overall responsibility of managing the implementation of the strengthening Local Communities Resilience to Climate Change Programme in Kassala, including planning, coordination, implementation, monitoring, and reporting.

The PM will work under the direct supervision of the branch programme manager in close coordination and collaboration with the relevant programme team at SRCS-HQ level.

 

In addition, s/he will be supported by technical team members of the field and technical officers who will be responsible for the day-to-day coordination and supporting overall programme management with the support of the programme volunteers.

 

Moreover; the PM is required to assist SRCS in maintaining close coordination with relevant government ministries, agencies and departments including other stakeholders at the state level.



 
 Duties and responsibilities:

MAIN DUTIES AND RESPONSIBILITIES:

1.Project management and technical support.

  1. Manage the project implementation in support of the field team, including design, planning, monitoring and reporting.
  2. Contribute in supporting field teams and communities in integrating Climate Adaptation planning into local communities’ natural resource management.
  3. Contribute to supporting the implementation of a multidisciplinary range of adaptation initiatives that combine climate-resilient livelihoods and rehabilitation, protection and sustainable management of local communities natural resources (forest, farmland, and rangeland); rehabilitation and construction of potable water system and conservation; adaptation of renewable and cost-effective energy power supply system for water facility; ecosystems diversity; and awareness-raising on and support to early warning early response mechanism.

  5. Contribute to the process for identifying relevant technical assistance in programme selection, implementation, and monitoring of new innovations (technical know-how from universities, agriculture extension, weather agency, etc.)   
  6. Mentor and coach technical Officers, Field Officers, and volunteers in order to achieve the ultimate goal of the project, as required.
  7. Perform regular analysis of mapping out key tasks for project implementation and interventions to address and discuss with SRCS-HQ level programme team.

 

2.Planning, monitoring, evaluation, and reporting

  1. Work with the project team and partners’ staffs on monitoring and evaluation of activities related to the programme outputs and outcomes as required in the programme monitoring plans. 
  2. Collaborate/coordinate with SRCS-HQ PMER department on PME activities of the project. 
  3. Facilitate gathering and communicating lessons learned and good practices from the project in climate change adaptation in local communities.
  4. Receive and review project progress reports submitted by the project field and technical officers.
  5. Contribute to the development of monitoring tools and maintain records by writing monthly, quarterly and annual reports to the Branch Programme Manager and SRCS HQ.
  6. Carry out regular field monitoring visits to verify project activities and discuss emerging issues and problems with stakeholders in the field.
  7. Contribute to baseline and/or end line assessments, review, lessons learned workshop of the project.
  8. Maintain implementation on track and monitor the progress of the project.
  9. Deliver feedback to other project stakeholders at the state level.
  10. Contribute to the development of new funding proposals and/or extended project proposals.
  11. Participate in and contribute to SRCS branch annual planning process.
  12. Prepare for and participate in regular progress planning meetings with the line manager, and at other staff meetings as appropriate.
  13. Organize and conduct one-to-one progress and planning meetings with the project staff and volunteers reporting to the Project field and technical Officers.
  14. Where appropriate, attend internal/external meetings and workshops relevant to the project work as agreed with line Manger.
  15. Undertake any other tasks in agreement with the line manager.

 

3.Coordination and Networking:

  1. In close coordination and collaboration with the branch programme manager, support SRCS’ in maintaining and coordinating external relations and partnerships with Locality and State stakeholders, including relevant line ministries and agencies of the government of the state and other stakeholders of the SLCRCC programme.
  2. In close coordination and collaboration with the branch programme manager, establish and coordinate relations and partnerships with relevant PNs and national stakeholders of the SLCRCC programme.
  3. Support SRCS branch to coordinate and collaborate with state and locality institutions (e.g. High Council on Environment and Forest National Council), and other relevant networks as a sustainable platform for policy analysis and coordination as well as engagement on climate change. 
  4. Coordinate inputs from technical and field officers, and key stakeholders to produce and agree on annual work plans for project implementation.
  5. Support and supervise the development of links between the stakeholders and the project team.
  6. Facilitate dialogue between stakeholders at the state level through meetings and individual interviews.

 

4.Capacity Development and Team Management:

  1. Lead and support the capacity building of the SRCS branch (and other stakeholders as appropriate) in climate change adaptation as well as gender and diversity. 
  2. Contribute to supporting the SRCS branch to carry out an assessment of the adaptive capacity of the target communities for climate vulnerability, hazards, and climate uncertainty involving key stakeholders at communities’ levels.
  3. Enhance the capacity of SRCS volunteers to deliver the quality implementation of the SLCRCC programme by co-facilitation of training in cooperation with the project technical officers.

 
 Minimum Qualification, Skills and Experience Required:

Qualifications:

  • University degree (Bachelor) in agriculture, environment, community/rural development, economy, management,or any other relevant area.

 

Experience of:

  • Working with NGO’s with field-based humanitarian operations, environmental and agricultural fields.
  • Project management, minimum 5 years working experience.
  • Working with NLRC project management and processes is preferred.
  • Knowledge of Kassala is preferred.
  • Practical application of participatory approaches, volunteer management, and community mobilization.

 

Skills in:

  • Project planning and management.
  • Knowledge and interest in climate-related issues and vulnerabilities
  • Strong facilitation skills and knowledge about adult learning methodologies
  • Experience of supervision and mentoring of staff and volunteers.
  • Effective verbal communication skills, adaptable to suit exchanges with a wide range of stakeholders, from migrants to Ministry officials.
  • Building effective and supportive relationships internally and externally.
  • Computer skills including word processing, spreadsheet packages, and report writing.
  • Conflict management and problem-solving.
  • Team building.

  • English and Arabic, other languages an advantage
