The United Nations High Commissioner for Refugees is seeking for qualified candidate to fill the following post:

 Background:

Sudan Operation has refugees, asylum seekers, refugee returnees as well as internally displaced persons ( IDPs). For south Darfur, there are refugees, asylum seekers  and returnees and IDPs. South Darfur State in Sudan has been  experiencing (and continues to experience) intercommunal violence which leads to displacement of many people. Hotspots include Gereida, East Jebel Marra, Kass, and  Mershing localities. Following the these recurrent displacements, the State has the biggest number of  IDPs in the country (close to 700,000 individuals), living in 14 recognized IDP camps and subsequent IDP gatherings. With updated policy on UNHCR's IDP engagement (Sept 2019), in 2020, 2021 (and onward) the operation in Sudan and FO Nyala is putting more focus on the protection of IDPs and IDP retunees.

 

The individual contractor will operate in the above described IDP context. S/he will participate in assessment missions in both affected and displacement ares some of which are located in remote areas, far from the capital city of South Darfur where UNHCR office is located with a possibility to overnight in these remote areas.As CBI associate, s/he will conduct field mission in areas where the selection of cashs grants beneficiaries are located, in CERF selected localities (including hotspots like East Jebel Marra).



 
 Duties and responsibilities:

-Manage the use, maintenance and technical support of databases used in the cash-based interventions.

-Generate statistical reports based on the standard reporting formats and ad-hoc reports, charts and tables as required by the management.

-Prepare and administer accurate lists of beneficiaries for the regular assistance through bank ATM/IRIS system in line with the procedures established by the office.

-Assist in developing and administering UNHCR Regular CBI database.

-Assist in the monthly reconciliation and refund process for the cash assistance project.

-Assist in preparing detailed reports and breakdown of the cash assistance provided to the refugees. 

-Cross-check databases to ensure that all beneficiaries are active cases.

-Keep cash lists updated and free of duplications and ensure delivery of cash assistance to beneficiaries in a timely manner.

-Maintain relationships with partners to facilitate the flow of information between databases,

-Assist with the training of internal staff and partners on how to use the database,

-Execute best practice in data protection standards and help to positively influence others,

-Inform and act on the reports and messages that are received from various units on different vulnerable cases in respect to financial assistance.

-Support in the co-ordination with different partners and focal points on lists of beneficiaries reflecting situation of cash assistance.

-Undertake missions and field visits to bank service provider to monitor the cash project.

-Represent UNHCR at the cash-assistance related meetings.

-Liaise with internal stakeholders and partners.

-Develop improvements to the database and related workflows.

-Direct incidents and problems to the supervisor when they cannot be resolved at their level.

-Perform other related duties as required.

 

Monitoring and Progress Control   

 

- Number of quality reports / updates on preparations for Cash grants distributions to selected beneficiaries as per existing SoPs and other guidelines on CBI

-Number and quality of coordinated vericication of the list of selected CBI beneficiaries as well as

-Number of quality statiscal reports produced  on shelter cash distributionwith the implementing partner, security, financial insitution and number of beneficiaries reched

-Number and quality cash distribution post monitoring reports produced together with NFI/ES partner

-Number of other CBI used ins assistance provision, including financial assitance to persons with specific needs

-Number of overall CBI program beneficiaries reached during the period covered by the contract   

 


 
 Minimum Qualification, Skills and Experience Required:

 

Education:

 

Required  areas of education as outlined by Job description are: Information Technology,      Database Management, Computer Science.

Education and knowledge may require Finance and Accounting skills as the incumbent will be dealing with bank and handling money and related documentation.

 

 

 

Work Experience

 

3 years relevant experience with high school diploma or 2 years relevant work experience with bachelor or equivalent or higher.

 

Essential Job experience as outlined in the job dewscription is:

Previous data management experience, preferable in CBI context.

Excellent knowledge of computer software and database applications.

Experience in Microsoft SQL Server (2005 or later).

 

Desirable job experience:

Knowledge of UNHCR programmes and activities.

Experience in cash-based interventions, particularly in a refugee response context.

Working experience in C# and ASP.net.

Working experience with statistical software such as R, Python, Stata etc.
