Community -Based Protection Associate/UNOPS, Nyala

The United Nations High Commissioner for Refugees is seeking for qualified candidate to fill the following post:

 Background:

Operation in Sudan has refugees, asylum seekers, refugee returnees as well as internally displaced persons ( IDPs). For south Darfur, there are refugees, asylum seekers  and returnees and IDPs. South Darfur State in Sudan has experiencing and continues to experience intercommunal violence which leads to displacement of many people. Hotspots include Gereida, East Jebel Marra, Kass, Mershing localities. Following the these recurrent displacements, the State has the the biggest number of  IDPs in the country (close to 700,000 individuals), living in 14 recognized IDP camps and subsequent IDP gatherings. With updated policy on UNHCR's IDP engagement (Sept 2019), in 2020, 2021 (and onward) the operation in Sudan and FO Nyala are putting more focus on the protection of IDPs and IDP retunees.

 

The individual contractor will there operate in this IDP context, will participate in assessment missions in both affected and displacement ares some of which are located in remote areas, very far from the capital city of South darfur where UNHCR office is located. The individual contractor will operate in the complex South Darfur IDP context.

 

The Community-based protection associate will work in the IDP protection Unit of FO Nyala. Under the overall direction of the Protection Unit, and in coordination with other UNHCR staff, government, NGO partners and other stakeholders, S/he  will work directly with communities of concern to identify the risks they face and to leverage their capacities to protect themselves, their families and communities.

 

To fulfil his/her role, the Community-Based Protection Associate will be required to spend a substantial percentage of the workday outside the office, building and maintaining networks within communities of PoC. .

 



 
 Duties and responsibilities:

The Job descriptionno of Commiunity based protection Associate comprises of a certain number of tasks and responsibilities. Belowwe only name a few:

1.Through relationships with PoC and network of partners, stay aware of political, social, economic and cultural developments that have an impact on the protection environment and provide advice to the protection team.

 

2. Understand the perspectives, capacities, needs and resources of the PoC and advise the protection team accordingly, highlighting the specific protection needs of women and men, children, youth and older persons, persons with disabilities, marginalized groups.

 

3. Work with implementing and operational partners as well as with displaced and local communities to develop community-owned activities to address, where applicable, the social, educational, psycho-social, cultural, health, organisational and livelihood concerns as well as child protection and prevention and response to SGBV.

4. Assist in the analysis that identifies the capacities of communities of concern and risks they face.

5. Support participatory assessments by multifunctional teams and ongoing consultation with PoC.

6. Assist in planning and monitoring of programmes and budgets, with an AGD perspective

7. Build office capacity for community-based protection through training and establishing systems for community mobilization and participation of PoC, among other duties.

 

Monitoring and Progress Control   

-A certain number of protection monitoring reports will be expected  from the contractor's assigned area for assistnace provision or advocacy purposes.

-Number of coordination meetings with community based structures (CBS) community based protection

-Number of persons  will receive orientation and/or assistance at reception desks and IDP and IDP returnees will have confidential place to be listened to on their protectrion concerns and will receive their psychosocial support

-The contractor will organize or participate in a certain number of joint  assessments and/or in participatory assessments with other stakeholders and IDPs

-A number of capacity building sessions in the assignment period of  the contractor will be facilitated by individual contractor

- A given number of monitoring visits of activities being implemented by the community based protection and community support project and baisc assistance provision (NFI/ES) being provided by impelenting partners to IDPs

-In collaboration with other stakeholders, the contractor will organise and report on  a certain number of awareness sessions on issues affecting lives of IDPs.

-The contracort will perform a certain number of other duties as deemed required by his supervisor and/or the Office

-(Quantitative) targets on the above and other indicators  will be discussed with the supervisor accordingly.

     


 
 Minimum Qualification, Skills and Experience Required:

Education:

 

Development Studies,                Human Rights               Community Development /Social Work

Social Science,                         Political Science                        International Law

 

Work Experience

 

Required experience of 3 year relevant experience with high school diploma or 2 year relevant experience with Bachelors degree or higher. More years of relevant experience would be an asset.

 

 

Competencies

 

Required skills are:

*IT-MS Office Applications

*IT-Computer Literacy

* Excellent Arabic which is a working language

*Drafting skills as the job entails a lot of reporting

 

The following skills would be an asset:

 IT-Enterprise Resource Planning (ERP)

UN-UN/UNHCR Administrative Rules, Regulations and Procedures
