Protection Associate/ UNOPS Contract-Nyala

The United Nations High Commissioner for Refugees is seeking for qualified candidate to fill the following post:

 Background:

Sudan Operation hosts both refugees, asylum seekers, refugee returnees as well as internally displaced persons (IDPs). For south Darfur, there are refugees, asylum seekers  and returnees and IDPs. South Darfur State in Sudan has experiencing and continues to experience intercommunal violence which leads to displacement of many people. Hotspots include Gereida, East Jebel Marra, Kass, Mershing localities. Following the these recurrent displacements, the State has the the biggest number of  IDPs in the country (close to 700,000 individuals), living in 14 recognized IDP camps and subsequent IDP gatherings. With updated policy on UNHCR's IDP engagement (Sept 2019), in 2020, 2021 (and onward) the operation in Sudan and FO Nyala are putting more focus on the protection of IDPs and IDP retunees.

 

The individual contractor will operate in this IDP context, will participate in assessment missions in both affected and displacement. Most of these displacements areas areas are located in remote locations of the State, far from the capital city of South darfur where UNHCR office is located.

 

One of longstanding issues at the same time the main cause of the above mentioned violences leading to displacements is related to HLP (land housing and property) in the reagion. The other protection need in South Darfur where the incumbent will operate is civil registration and issuance of identity documents, including birth ceritificates to IDP children. The other specicificity of this position in Nyala IDP protection contect is the work  in cluster which requires close collaboration with agencies and NGOs working in the same sector as well as IDPs themselves.The incumpbent effective contribution is expected in these legal and human right areas on top of other individual and community protectipon fields s/he will be intervening in.  

 

 



 
 Duties and responsibilities:

  • More specifically, the incumbent will closely engage  with paralegals, UN agencies such as, UNDP, UNHFPA, UNICEF, legal authorities  including the civil registry, police officers, and other relevant stakeholders to follow up on cases of arbitrary detention and any criminal cases involving or against PoCs,  to offer necessary conselling and/or advise to PoCs, to work in the protection of  civilian especially after  exit of UNAMID whose main work was the protection of civilians and human rights. S/he will play a big part in overall advocacy on the rights of IDPs and will contribute in overall coordination efforts to achieve HRP and its strategy in the country.
  • Stay aware of political, social, economic and cultural developments that have an impact on the protection environment.
  • Other tasks of the incumbent are consistently apply International and National Law and applicable UN/UNHCR and IASC policy, standards and codes of conduct.;
  • Assist in providing comments on existing and draft legislation related to PoC. Provide advice on protection issues to PoC;
  • liaise with competent authorities to ensure the issuance of personal and other relevant documentation.
  • Assist in conducting eligibility and status determination for PoC.
  • Contribute to measures to identify, prevent and reduce statelessness.Contribute to a country-level child protection plan as part of the protection strategy.
  • Contribute to a country-level education plan as part of the protection strategy.
  • Monitor Standard Operating Procedures (SOPs) for all protection/solutions activities.
  • For more tasks of this post, kindly refer to the Job descripotion. To achieve these tasks, the incumbent will need to travel at least 2 times a week to IDP camps, including in some remote areas where s/he willl spend some days on mission.

Monitoring and Progress Control

The FO is implementing IDP protection activities under CERF and PBF fundings. In South Darfur,  From Mid 2020 to end of december 2021, these projects are are under impliemnation by 3 partners ( ALIGHT for CBP, IAS for CSP, and NCA for NFI and ES provision) with the possibility of COR to join if the programme of voluntary repatriation of refugees starts in the course of the project.

 

UNHCR also has  partnership with the civil registry to deliver civil documents including birth certificates to IDP children. UNHCR signed projects partnership agreements (PPAs) with these partners and the projects have a detailed logframe outiling indicators, targets at both impact, outputs and activities levels, and related action plans.

 

The incumbent, based on the  PPA and the existing logical framework on the projects, will contribute in the monitoring of the implementation. More specifically, the performance of the  the contractor will be monitored using indicators below:

 

-Number of of birth registration and certificates issued following the advocacy and follow up efforts made by the contractor with our partners and other service providers

-Number and quality of analytical reports produced by the contracor on legal issues affecting IDP individuals and community in assigned monitoring areas to inform advocacy effort or to improve services to IDPs

-Number of persons assisted through legal couselling on civil and criminal matters affecting IDP individual including CP and SGBV

-Number of persons with specific needs assisted following advocacy efforts made by the contractor

-Number of  persons reached in awareness sessions on legal matters together with other stakeholders

-Number of other interventions made in relation to the post as required by the Office

 


 
 Minimum Qualification, Skills and Experience Required:

Education:

 

High school diploma and Bachelor's in Law, political science and related studies.

 

Work Experience

 

3 year experience in relevant experience with high school diploma and 2 year relant experience for Bachelor's degree candidates in the areas of Law.
