Field Associate/ UNOPS Contract-Nyala

The United Nations High Commissioner for Refugees is seeking for qualified candidate to fill the following post:

 Background:

The Field Associate is normally supervised by the Field Officer or Head of Office and performs a variety of functions related to Field activities within the office. In Nyala, the incumbent will be under the supervision of an Assistant Protection Assitant (NOA). The supervisor will defines general work objectives and provides necessary advice and guidance.

 

The incumbent keeps frequent internal contacts with staff members in the same duty station to exchange information, to establish the understanding of respective needs; to ensure provision of services and resolution of problems and with the external contacts generally with officials of national and international institutions, leaders of the refugee community, local population and/or Implementing Partners (IPs) on subject matters of importance to the Organization

 

South Darfur where the incumbent will be based hosts refugees, asylum seekers, IDPs  and returnee IDPs. The State has experiencing (and continues to experience) intercommunal violence which leads to displacement of many people. Hotspots include Gereida, East Jebel Marra, Kass, Mershing localities. Following the these recurrent displacements, the State has the the biggest number of  IDPs in the country (close to 700,000 individuals), living in 14 recognized IDP camps and IDP gatherings. With updated policy on UNHCR's IDP engagement (Sept 2019), in 2020, 2021 (and onward) the operation in Sudan and FO Nyala is putting more focus on the protection of IDPs and IDP retunees.

 

The individual contractor will operate in this IDP context, participating in assessment missions and in both affected and displacement and monitoring projects under implementation in IDP returnee areas. Most of these areas are located in remote locations of the State.

 



 
 Duties and responsibilities:

Monitor the situation in the AoR, collect data and other information relevant to UNHCR and report to the supervisor accordingly.

•Monitor the implementation of UNHCR programme including the delivery of all assistance items and monitoring of infrastructure.

•Undertake regular visits to various sites in order to assess needs of persons of concern, with particular attention to vulnerable groups.

•Keep regular contacts with local authorities and implementing partners as requested by supervisor.

•Act as interpreter when required.

Contribute to the preparation of status and progress reports by providing info, preparing tables, etc.

•Assist in administrative tasks as required such as preparation of reports and meeting authorized personnel and assisting them during field missions.

•Inform and act on the reports received on persons of concern within the refugee community or from the local authorities.

•In coordination with implementing partners, assist in the reception, registration and provision of assistance to persons of concern to UNHCR.

•Undertake other relevant duties as required. 

 

Monitoring and Progress Control

 

umber of project monitoring visits conducted on montly basis with related monitoring reports  

 

•Number of needs assessment missions to assess needs the incumbent participated in and related reports submitted

•Number of analytical report produced on matters of interest to PoCs for advocacy and/or improvement of service and assistance delivery by service providers

•Number of direct assistance work done with  implementing partners, in the reception, registration and provision of assistance to persons of concern.

•Number of other duties perfomed within the period covered by the incumbent  contract (March-December 2021)


 
 Minimum Qualification, Skills and Experience Required:

a.Education

 

Completion of the Secondary Education with post-secondary training/certificate in Business Administration, Law, Political Science or related fields.

 

b. Work Experience:

• Minimum 6 years of previous job experience relevant to the function.

• Computer skills.

•Excellent knowledge of English and working knowledge of another relevant UN language or local language

 

Professionalism:

•Completion of UNHCR learning programmes or specific training relevant to functions of the position.

•UNHCR field experience.

 

Planning and Organizing:

Proven ability to plan and organize, establish priorities, manage and coordinate competing demands, and work to tight deadlines.

 

Technological Awareness:

Excellent computer skills, and relevant software packages,

 

Communication:

 

Proven ability to write in a clear and concise manner and to communicate effectively, including ability to prepare reports and conduct presentations, articulating options concisely, conveying maximum information, making and defending recommendations. Ability to facilitate meetings/workshops in a participatory manner

 

Teamwork:

 

Strong interpersonal skills, including ability to operate effectively across organizational boundaries; ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity Project Authority
