At WFP, we are looking for an experienced Programme Policy Officer (Home Fortification), to join our Nutrition programme and policy team to be hired on a Fixed Term Contract at NOB level and to be based in Khartoum.  



 
 Duties and responsibilities:

JOB PURPOSE

The overall aim of this role is to support and provide technical assistance to the nutrition and programme team on home fortification programme design, implementation and monitoring, specifically the further development of market-based modalities for MNPs in selected states, complementary to free distribution for the most vulnerable populations.

The incumbent work in close collaboration with the federal and state health authorities (FMOH/SMOH), community-based organizations, the private sector and other stakeholders to enhance the coverage and quality of uptake of home fortification.

KEY ACCOUNTABILITIES (not all-inclusive)

The Programme Policy Officer for Home Fortification will work under the Head of Nutrition and the direct supervision of the Food Fortification Manager, and will be responsible for the following:

 

  • Contribute to the development of nutrition projects and activities, plans and processes, ensuring alignment with wider nutrition policies and guidance, with a focus on addressing micronutrient deficiencies, particularly through home fortification.
  • Provide project management support to specific and defined nutrition projects and activities, ensuring a co-ordinated approach with wider programmes/projects that complies with WFP standards and procedures.
  • Develop and co-ordinate data gathering and monitoring/assessment systems ensuring that rigorous quality standards are maintained.
  • Research and analyse a range of policy and operational issues to inform the development of policies, programmes and activities, with a focus on development of home fortification modalities to reach a maximum coverage.
  • Track and analyse data to provide input into reporting activities and contribute to the preparation of accurate and timely reporting on nutrition activities that enables informed decision making and consistency of information presented to stakeholders.
  • Liaise with implementing partners (internal and external) to monitor ongoing home fortification and integrated projects and programmes, ensuring effective collaboration, timeliness and efficiency, and highlight potential risks to project delivery

 Minimum Qualification, Skills and Experience Required:

Education: Advanced University degree in Nutrition, Public Health Nutrition, Food Technology, Medicine, Agriculture or other relevant fields.


Experience: At least three (3) years of relevant experience with progressively increasing responsibilities in the field of nutrition and health, food fortification and/or food technology in crisis and recovery environments for holders of an advanced university degree OR five (5) years for holders of a first university degree. Experience working with governments on developing nutrition policies, strategies and action plans and/or implementing nutrition programme (within food security or health) is added advantage.


Language: Fluency in English and Arabic

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Experience conducting (nutritional) assessments, analysing data and drafting recommendations for programme design and management
  • Experience working on the prevention and control of micronutrient deficiencies including food fortification would be highly valued.
  • Previous experience working with value chain assessments and strengthening would be highly recommendable.
  • Sound knowledge of the status of salt iodization in the country including the vision of the government of Sudan on the same.
  • Experience in design and implementation of social behaviour change communication or social marketing strategies
  • Previous experience in working with market-based approaches for health products in Sudan or comparable cultural settings would be an asset
  • Experience in value chain analysis and management, and business model development is preferable
  • Experience conducting nutritional assessments, analysis of data and drafting recommendations for programme design and management
  • Strong analytical, networking, and coordination skills with excellent written and oral communication. Ability to negotiate with a variety of actors from the public sector, private sector and civil society.
