Introduction to the Country Office:

Norwegian church Aid is in Sudan since 1972 and works in the fields of relief, rehabilitation, and development, and works through national partners.
NCA’s Country Office is currently in Port Sudan. It has a Field Office in Al-Gadarif, Al-Gadarif State, where its projects activities encompass GBV, Climate Resilient WASH, Climate Smart Economic Empowerment, and Health. As well, its projects activities in Kosti, White Nile State are implemented by the national partners

Information about the Position:

The M & E Officer is to contribute to the designing, implemenation, monitoring, evaluation, accountability and learning processses of NCA's different projects in South, West and North Kordofan States.  He/She develops approaches and tools based on clear impact pathways, theories of change, outcomes and indicators of progress.

Information about the contract:

This is a one-year contract with a three-month probation period and possible renewal for another year.



 
 Duties and responsibilities:

  • Operationalize the NCA’s M&E framework including and not limited to designing program M&E tools for data collection, verification, and management and reporting as well as data audits.
  • Contribute to the development, design and planning of projects so that projects have a clear and visible strategy towards impact that is in line with NCA’s mission and strategy, and projects include clearly defined measurable indicators of outputs, outcomes and impact.
  • Contribute to outcome and evidence-based strategic decision-making at NCA and promote a culture of evidence-based learning and adaptation.
  • Assist Project Managers to develop systematic and realistic monitoring plans that capture quantitative and qualitative data to report on project performance indicators.
  • Follow up on monitoring and evaluation exercises for various initiatives for the organization.
  • Monitor and evaluate overall progress on achievement of results as well as the sustainability of the projects results and report periodically to the relevant Project Manager.
  • Organize and coordinate lessons learnt workshops/review of program work plans with partners.
  • Suggest strategies to the Project Management for improving the efficiency and effectiveness of projects by identifying bottlenecks in completing projects activities and developing plans to minimize or eliminate them.
  • Develop and maintain a system for archiving M&E guidelines, tools, data files, analysis files, reports and presentations for major activity undertaken.
  • Develop program and operational reporting templates that facilitate the acquisition and aggregation of information in programs, including input for impact related success stories.
  • Assist in gathering , summarizing and disseminating relevant technical updates on program planning monitoring, evaluation and operations research within the project.
  • Coordinate mid-term reviews and evaluation of program activities and ensure proper documentation of innovative approaches and best practices for dissemination and sharing experiences to promote repeat applications or scaling-up in different community settings.

 
 Minimum Qualification, Skills and Experience Required:

  • BA/BSc Degree in statistics, social sciences or related discipline.
  • Computer skills in MS Office (Word, Access, Excel, Power Point, Internet and Disk management).
  • Ability to use statistical packages such as SPSS, EPIINFO and advanced Excel.
  • Strong analytical skills.
  • Good knowledge and experience in program/project M&E work within WASH, food security and livelihoods, GBV and health sectors.
  • Excellent in both, written and spoken English and Arabic.
  • At least 5 years experience in participatory assessments, monitoring, data processing or analysis.
  • Facilitation and good communicaion skills.
  • Experience of field data collection, analysis and documentation.
  • Experience of report writing to various donor agencies.
