Membership Survey Consultant (Short Term)

 Duties and responsibilities:

Duties and Objectives:

  • The overall objective of the assignment is to conduct data collection, collation, analysis, and reporting to establish baseline for key membership indicators and further understand the needs for products and services that could help strengthen and diversify membership of Sudanese Business and Employer’s Federation (SBEF)

 

Specific objectives include, but not limited to:

  • Understanding the size of SBEF membership, the size of women-owned businesses, the size of minority-owned businesses, specific products or services needed toenhance the relation betweenthe business association and its membership, and to build the Federation’s strategy to be more inclusive and representative.

 

Methodology

  • In overall, the Consultant is expected to use a sound combination of desk review (where the information is already available or collected by the Federation or its different chambers, as well as other methods for obtaining information from the Federation’s business members (interviews and discussion with staff, interviews with members and leadership, telephone interviews with regional MSMEs). The Consultant will consolidate information from all available sources to inform the findings.
  • It is expected that the sample will be representative in terms of geography and will include businesses from both urban and rural areas.Findings of the baseline survey presented to CIPE and SBEF.

 

Survey Deliverable:

  • Survey questionnaire designed and submitted to CIPE for approval.
  • Sample size and methodology are determined.
  • Arrangements for SBEF members pre-notification completed in coordination with SBEF’s staff.
  • Membership survey conducted. Data collection and entry completed. Raw (i.e. unchecked) dataset, as well as clean data for review, as well as cleaned and weighted results in electronic format provided to CIPE.
  • Draft Report presented to CIPE for feedback and validation (in English and Arabic, up to 50 pages, data shall be presented visually to the extent possible).
  • Final report, incorporating all the comments (if any), with separate annexes (survey forms, interview guides and questionnaires, timetables, databases and any other materials related to the study) submitted to CIPE.
  • Work-progress reporting/monitoring meetings will be held with the Consultant on a regular basis.
  • The consultant will interact with CIPE’s Country Director in Sudan to receive any clarifications and guidance that may be needed. He/she will also receive all necessary informational and logistical support from SBEF’s Project Manager. The Consultant will duly inform CIPE of any problems, issues or delays arising in the course of implementation of assignment and take necessary steps to address them.

 

Monitoring/Reporting Requirements:

  • The Consultant will work under the overall supervision of the Country Director and in close cooperation with the Project staff at SBEF.

 

Copy-Write, Confidentiality and Format:

  • CIPE will be the final authority to control the quality and evaluate the work. The satisfactory completion of each of the deliverables shall be subject to the endorsement of the Country Director. Each deliverable will be delivered in a draft for comments and feedback before finalization. No reports or documents should be published or distributed to third parties without the approval of CIPE.
  • All reports and results are to be submitted to the CIPE in electronic form (*.docx, *.xlsx, *.pptx, and *.pdf or other formats accepted by CIPE). The intermediate and Final reports should be submitted in English.
  • The Consultant should ensure that each sample includes proportional number of women’s and Minority-owned businesses.

 
 Minimum Qualification, Skills and Experience Required:

The Consultant should possess the following qualifications, experience, and skills:

 

Competencies:

  1. Demonstrates commitment to CIPE’s mission, vision, and values
    Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability
    Knowledge of gender equality and women’s empowerment issues and ability to apply it to strategic and/or practical situations, e.g. integrating into the project/program cycle, including design, planning, and implementation
  1. Demonstrates high level of professionalism and ethics
    Focuses on result for the client and responds positively to feedback
    Demonstrates excellent planning and organizational skills and able to produce high-quality products on tight deadlines
    Able to work on location without any other supervision except for liaison with CIPE
     
  2. Demonstrates excellent written and verbal communication skills, able to present information logically, clearly, and concisely
    Able to think creatively, to develop and implement innovative solutions in a challenging environment.

 

 

Successful Candidates will have the following:

Educational background:

  • At least a Master’s/Specialist’s degree in Social Sciences, Political Sciences, Statistics, Anthropology, Marketing, Management, Mathematics, Economics, Business Administration, Finance, International Relations and other relevant areas. A PhD or higher degree in the field of Social Studies, Statistics or Economics is an asset.

 

Professional Experience:

  • At least 7 (seven) years of professional experience in designing and implementing market and consumer surveys, social studies and/or research, including questionnaire design and sampling.
  • At least 5 (five) years of professional experience in qualitative and quantitative data collection, collation, and results analysis; managing and/or conducting telephone or face-to-face surveys, in-depth interviews or similar.
  • Previous experience of working with SBEF, knowledge and understanding of SBEF services and businesses needs would be a strong asset.

 

Writing skills

  • Excellent writing skills, with analytic capacity and ability to synthesize inputs and relevant findings (proven with samples of at least two (2) prepared or co-authored presentations, briefs or other analytical documents related to surveys, research or similar).

 

Language Skills:

  • Fluency in Arabic and working knowledge of English are essential.
