 Background:

The USAID-funded MOMENTUM Integrated Health Resilience (MIHR) project is led by IMA World Health in partnership with JSI Research & Training, Inc. (JSI), Pathfinder International, CARE, and GOAL. In February 2021, USAID provided a program description for a service delivery intervention focused on increased resilience and preparedness of health systems in Sudan. CARE will be the country lead for the project, which is anticipated to support activities in 1-2 states in the Darfur region.  

 

The project is pending approval from USAID to begin work in March/April 2021 and is now beginning a start-up phase including scoping, work planning and recruitment of staff. The consultant will fill the role of interim Chief of Party (COP) responsible for in-country day-to-day responsibilities during this initial phase to facilitate scoping, work planning, and other start-up activities.

 

Objectives

To provide operational guidance and in-country strategic direction to the MIHR Sudan program during the start-up period.

 



 
 Duties and responsibilities:

  • Lead MIHR scoping and participate in preparation of the year one work plan in concert with HQ technical, MERL, Finance and Operations, and Country program teams:
    • Work closely with CARE and MIHR colleagues and serve as a primary point of contact for the HQ technical scoping team
    • Meet with relevant stakeholders, including both humanitarian actors and development actors, to understand current situation of programming and priorities to inform MIHR workplan
    • Conduct a document review of the relevant MOH policies and guidelines and supplemental materials provided by USAID
    • Advise the project scoping/work plan team on cultural and operational challenges to MNCH, WASH, supply chain management and health information systems.
    • Draft assigned components of the Year 1 work plan, contribute to staffing models, and budgeting
    • Provide guidance on operating conditions in Sudan, including potential office locations
    • Participate in regular debriefs
    • Serve as a liaison with the Sudan MoH office
    • Serve as an in-country point of contact for USAID/Sudan
  • Support other MIHR program start-up activities, including:
  • Provide overall in-country management and strategic and technical advice
  • Participate in preparation of project activity updates and other project-related communication and reporting materials
  • Oversee in-country recruitment processes and oversee interim onboarding of MIHR team members
  • Ensure programming compliance with USAID rules and regulations

 

Deliverables & Schedule

  • Work planning, timeline to be provided:
    • Summary of interviews documented and sent to MIHR HQ
    • Requested documents, provided as needed
    • Policies and guidelines reviewed, and relevant notes documented
    • Scoping outline submitted
    • Routine calls with MIHR HQ and CARE HQ
    • Draft work plan produced
  • Other start-up activities:
  • A weekly update of progression of activities thus far, any potential changes to the SOW and challenges encountered

 


 
 Minimum Qualification, Skills and Experience Required:

  • Master’s degree in public health, health advocacy or policy, community health, public administration, or other related field, or equivalent combination of education and experience.
  • Extensive experience working with maternal, newborn, and child health;
  • Experience conducting scoping exercises or landscape analyses
  • Strong skills in conducting key informant interviews with high-level key stakeholders
  • Fluency in spoken and written English and Arabic
  • Experience working in Sudan with strong knowledge of the context and landscape
  • Knowledge of USAID and MOH guidelines and policies
  • Demonstrated ability to work independently and to tight deadlines
