World Vision Khartoum seeking to recruit qualified (IT Manager) based in Khartoum.

JOB PURPOSE 

To provide strategic leadership to Information & Communication technologies (ICT) department.
 
Effectively lead and motivate other ICT staff whilst acting as trusted advisor to the F&SS Director and the National Office leadership.
 
Champion the adoption of innovative solutions that would enable WVS thrive within the operating context of a grant funded fragile context NO including managing compliance, cyber risks and software, hardware and licensing costs.
 

 

Build and manage relationships with internal stakeholders to understand and anticipate issues, influence technology adoption, monitor staff satisfaction levels, and address issues and concerns.

Leadership & Engagement Management

  1. Pursue and build effective relationship with NO Leadership to ensure overall effective ICT service delivery within WVS.
  2. Support the leadership in developing the NO strategy and aligning IT plans to enable delivery of the NO strategy.
  3. Development of IT Annual Operating Plans (AOP) and annual IT budget.
  4. Work with various stake holders to understand new business requirements.
  5. Champion Digital Transformation in the NO
  • IT roadmap to support delivery of NO strategy

Implementation of Initiatives/Projects (NO, Regional and Global)

  1. Ensure the smooth implementation of partnership initiatives according to plan adhering to WVIT standards and policies.
  2. Support other Global initiatives that require ICT support
  3. Lead all IT projects ensuring that acceptable project management methodology is applied and that projects are rolled out within the agreed time frame and budget limits.

Service Management

  1. Ensure reliable and secure delivery of IT services in Khartoum and all WV Sudan operational areas.
  2. Develop and implement Incident Management processes and manage them according to SLA’s.
  3. Adopt and implement IT Operational policies and processes
  4. Develop and Monitor KPIs for the IT function
  5. Establish a help-desk system and ensure sufficient skill sets to provide and support IT services

Risk Management & Information Security Management

  1. Take active role preparing and managing the IT Risk Register
  2. Pro actively identify IT risks and develop mitigation measures to manage the risks
  3. Support IT audits and ensure all identified audit recommendations are implemented.
  4. Ensure existing information security (InfoSec) procedures are followed e.g. InfoSec training.
  5. Ensure reports of breach are resolved in a timely manner.
  6. Constantly review internal systems for security gaps
  • Updated quarterly ICT Risk Register
  • Minimized risk exposure within WV and external partners’ operations esp on internet
  • Minimum acceptable ICT audit risk ratings and timely implementation on internal and external audit recommendations
  • Improved InfoSec posture for WVS
  • Increased user awareness on InfoSec
  • Reduction of InfoSec incidents; and timely resolution when incidents occur

Performance Management & Capacity building

  1. Develop a high performing IT team through coaching and mentorship
  2. Conduct performance management and develop learning & development plans for the IT team
  3. Holding regular partnering for performance conversations with IT team

2. Evaluating IT business process and identifying Key performance indicators (KPI’s) to be used to monitor the processes.

5. Development of IT capacity building plans for all staff

  • Performance agreements and appraisals for IT team

 Minimum Qualification, Skills and Experience Required:

Required Professional Experience

  1. At least 5 or more years of working experience; 2 of which have been in the capacity of managing an ICT Department in a busy environment preferable with an NGO.
  2. Sound negotiation skills along with business acumen essential, coupled with attention to detail, maturity in decision making and time management skills
  3. Working knowledge of international ICT procedures and where possible various donor guidelines.
  4. Mature proactive person with initiative, drive and honesty with high level of integrity, who can perform and meet expectations with minimal supervision;
  5. Computer literate and hands-on knowledge of Ms Office packages with experience in administration of computerized Supply chain systems.
  6. Good communication and interpersonal skills and ability to work in a multi-cultural environment

Required Education, training, license, registration, and certification

  • Bachelor’s Degree in Computer Science, Information Technology, Electrical and Electronic Engineering or other related specialized training, or equivalent work experience.
  • Technical certification in one or more IT disciplines or technology (Microsoft Certified Systems Engineer. Cisco Certified Network Associate, ITIL, Project

Management e.t.c)

Preferred Knowledge and Qualifications

  • Work environment: Office-based with travel to the field when called upon

DECISION MAKING

The IT Manager has responsibility over several officers directly at NO level and technical matrix for field offices. He/she will be able to coordinate the various tasks of their mandates without having necessary to seek prior Approval per chart of Authority.

 

The Incumbent will work closely with Finance & Support services and Regional IT Director to agree on the work load plans with the teams and high-level strategy input/support requirements. The work is assigned to IT Manager is officially fulfilled using availed communication tools of World Vision. The FSS Director & Regional IT Director will evaluate the achievement per PA.
