 Background:

Founded in 1933, the International Rescue Committee is a prominent international organization working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression. 

 

The International Rescue Committee is planning to initiate an emergency response intervention at Tuneidba refugee cam following the conflict in Tigray that has resulted into influx of refugees from the Tigray into Sudan. The IRC is initiating programming in the camp that will initially focus on Water Supply, Sanitation, Hygiene and Risk Communication and Community Engagement within the camp, and further grow the response to include broader water supply interventions to have a comprehensive response package in the medium and longer term depending on the crisis. Given the current COVID pandemic, staff and beneficiary safety is an absolute priority and strict adherence to risk mitigation measures will be undertaken to protect staff and the target beneficiaries.

 

SCOPE OF WORK/RESPONSABILITIES

The WASH or Environmental Health Officer (EH Officer) will work under the supervision of the Environmental Health Manager. He / she will be responsible for the supervision of water supply, sanitation and hygiene, activities at the community level, and further in health facilities, which will include waste management activities in IRC, supported facilities. This position will support all aspects of technical design, implementation, monitoring and evaluation of WASH construction related aspects of the response ensuring acceptable quality. This role will largely entail working with other WASH/EH Officers and Assistants alongside other sectors in ensuring that hygiene promotion in mainstreamed in the current WASH emergency response activities.



 
 Duties and responsibilities:

Program:

  • With the support of the EH Manager, conduct assessments and technical surveys at the targeted facilities covering aspects of new and/existing water, sanitation, and healthcare waste management in community setting and targeted Health facilities.
  • Support qualitative assessments that include FGD and KIIs conducted with various community entities that would inform on safe hygiene promotion, access to WASH infrastructure and other needs for hygiene items.
  • Support all post distribution monitoring assessments conducted after distribution of WASH/EH related NFI items would inform on lessons learnt.
  • Design appropriate and cost effective water supply systems, excreta disposal facilities and medical waste disposal systems including development of Bills of Quantities, Technical specifications and detailed working drawings.
  • Provide all necessary technical expertise to the Field EH Assistants in all EH/WASH related activities to include training and supervision.
  • Supervision of contractors ensuring standard and acceptable engineering contract management practices are adhered to at all times from project inception to final contract discharge and hand over to IRC and manage the supervision of all water supply and sanitation construction works
  • Directly ensure water treatment and water quality monitoring activities are consistently carried out all targeted facilities and update data is maintained at all times.
  • Coordinate closely with the EH Officer - Hygiene Promotionon hygiene promotion and behavior change initiatives. 
  • If required, oversee and manage water trucking deliveries and systems
  • Seek guidance and approval from EH Manager on any changes to approved designs for water supply and sanitation facilities.
  • In coordination with the EH Manager ensure that stocks of required construction materials, tools, gadgets, items including water quality supplies are maintained and fit for purpose.
  • Maintain comprehensive control systems on materials and tools used including notes on quality of materials procured.
  • Ensure that all water supply and Sanitation works are in line with national and local requirements
  • Participate in review and evaluation of work to assist in enhancing program delivery and quality.

 

Staff Supervision & Development

  • Supervision and mentoring of EH Assistantsat locations assigned including performance management.
  • Identify, train and support EH Assistants with management of daily skilled and unskilled labor for water supply and sanitation construction works
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable work teams to successfully complete their tasks on time and within budget
  • Responsible for EH Assistantstimesheets, work plans, vacation schedules, and staff training/development activities.
  • Ensure that the EH Assistants accurately record and collect daily labor timesheets and progress with work plans

 

Grant Monitoring & Reporting

  • Support development/maintenance of effective and efficient oversight, monitoring, evaluation and reporting and tools for WASH construction activities.
  • Ensure regular field monitoring of activity according to set implementation plans.
  • Provide regular  reports on WASH construction and program progress against work plan which includes all WASH/EH related distribution activities while maintaining update records of beneficiaries and items received
  • Collect and record all requisite data related to activity implementation including provision of period updates when required.
  • Provide weekly reports of progress on the construction of water supply and sanitation systems.

 

Other

  • Under the guidance of the EH Manager, support Liaison with communities, local Government institutions and UN partners on EH/WASH related issues as well as other agencies (INGOs/NGOs) operational in IRC target areas regularly to ensure coordination and effective implementation of activities.
  • Other duties as assigned by the supervisor to enable and develop IRC programs

  • All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.

 
 Minimum Qualification, Skills and Experience Required:

The ideal candidate will have an Environmental health (WASH) background and experience in implementing Water, Sanitation and sanitation in refugee camp setting.

  • Minimum Diploma/Degree in Water Engineering, Civil engineering, Public Health Engineering or related field.
  • Significant professional experience in design and implementation of WASH projects and infrastructure in community and Health Facility settings.
  • Understanding of EH issues in emergency situations/contexts and knowledge of emergency standards (Sphere) in refugee settings
  • Able to work under pressure and able to multi-task.
  • Competent communication skills, effective in representation and liaison
  • AnEngineer with experience in designing health and WASH infrastructure in emergencies
  • Strong management, planning, analytical, interpersonal, and communication skills;
  • Competent user of MS Applications: Word, Excel; ACAD, ArchiCADor similar is key requirement.
  • Able to fluently communicate and write in English

 

Travel and other requirements: This position will be based in Gedaref with frequent travel to Um-Rakouba Camp.


Policy compliance – IRC way policies

  • Ensure any violations of the IRC Sexual Abuse and Exploitation Code of Conduct are reported to technical coordinator or other member of IRC team. The reporting of violations is an obligation on the part of all IRC employees, including temporary hires and consultants.
  • Assist where necessary in undertaking activities that aim to prevent the occurrence of sexual abuse and exploitation of beneficiaries by IRC and other humanitarian workers.
