Background: BACKGROUND
Founded in 1933, the International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. The IRC re-registered in Sudan after leaving in 2009. The program is in start-up phase, in time for a global call for agencies to rapidly scale up in Sudan against a deteriorating humanitarian and economic situation; there are 9.3m people in need, and the new government that came to power after the ouster of al-Bashir is struggling to enact reforms while still under sanctions and recovering from 30 years of the previous regime. On Nov. 6th, the Ethiopian government declared a state of emergency in Tigray and on November 9th refugees began to arrive into East Sudan. Since then, the movement of Ethiopians into Sudan has dramatically increased with a daily average of over 1,800 refugees crossing in to Kassala and Gedaref states. As of 10th of December, 49,370 people have crossed the border into Sudan, of which an estimated 45% are children. IRC’s Needs Assessment (Nov 2020) highlighted the needs and heightened risk of violence facing women and children, including large numbers of unaccompanied children in inappropriate care arrangements.
The IRC is launching an integrated humanitarian response in Tanetba refugee camp. IRC’s emergency programming will focus on integrated Health, WASH, women’s protection and empowerment, and child protection interventions to respond to the urgent protection needs of refugee children and their families. The IRC Child Protection program include the provision of case management services to vulnerable and at risk children and the establishment of a Safe Healing and Learning Space (SHLS). An SHLS is a safe, caring and predictable environment where children and adolescents in conflict and crisis settings can go during the day to ensure that they are protected from violence, and are learning and doing well socially and emotionally.
SCOPE OF WORK The M&E officer will report to the IRC Child Protection Manager and will be based in Gedaref. S/he will work together with members of the IRC Child Protection team and the Database Assistant to ensure timely, effective and high quality data collection and reporting for monitoring and evaluation purpose. The M&E will review and adapt the M&E tools together with the CP Manager and Coordinator and will facilitate the understanding and implementation of the tools by the CP team. |
