 Background:

BACKGROUND

                                                                                                               

Founded in 1933, the International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. The IRC re-registered in Sudan after leaving in 2009. The program is in start-up phase, in time for a global call for agencies to rapidly scale up in Sudan against a deteriorating humanitarian and economic situation; there are 9.3m people in need, and the new government that came to power after the ouster of al-Bashir is struggling to enact reforms while still under sanctions and recovering from 30 years of the previous regime. On Nov. 6th, the Ethiopian government declared a state of emergency in Tigray and on November 9th refugees began to arrive into East Sudan.  Since  then,  the  movement  of  Ethiopians  into  Sudan  has  dramatically  increased  with  a  daily  average  of over 1,800 refugees crossing in to Kassala and Gedaref states. As of 10th of December, 49,370 people have crossed the border into Sudan, of which an estimated 45% are children. IRC’s Needs Assessment (Nov 2020) highlighted the needs and heightened risk of violence facing women and children, including large numbers of unaccompanied children  in  inappropriate  care  arrangements. 

 

The IRC is launching an integrated humanitarian response in Tanetba refugee camp. IRC’s emergency programming will focus on integrated Health, WASH, women’s protection and empowerment, and child protection interventions to respond to the urgent protection needs of refugee children and their families. The IRC Child Protection program include the provision of case management services to vulnerable and at risk children and the establishment of  a Safe Healing and Learning Space (SHLS). An SHLS is a safe, caring and predictable environment where children and adolescents in conflict and crisis settings can go during the day to ensure that they are protected from violence, and are learning and doing well socially and emotionally.

 

SCOPE OF WORK

The M&E officer will report to the IRC Child Protection Manager and will be based in Gedaref. S/he will work together with members of the IRC Child Protection team and the Database Assistant to ensure timely, effective and high quality data collection and reporting for monitoring and evaluation purpose. The M&E will review and adapt the M&E tools together with the CP Manager and Coordinator and will facilitate the understanding and implementation of the tools by the CP team.



 
 Duties and responsibilities:

  • Contribute to the development and adaption M&E tools including data collection tools and databases for the child protection program activities as well as needs assessment;
  • In coordination with the CP Manager, train the child protection team on the M&E methodologies and tools to ensure quality data collected and provide technical guidance and support;
  • Supervise and coach the database Assistant and ensure the data is entered correctly into the database;
  • Review and update database on a regular basis and as necessary through the project implementation;
  • Analyze data and produce report on a weekly basis;
  • Participate in monthly report and donor reports and provide data as per donor requirement
  • Provide feedback to the child protection team about the quality of the data collected, the analysis; and relevant trend, and the project implementation progress;
  • Support in the development of Data Sharing and Protection Protocol for case management ;
  • Participate in child protection training and other relevant training as required;
  • Coordinate with other actors and IRC M&E departments on information management;
  • Support the child protection team in other relevant activities (administration, distribution, registration…) as required.

 

All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.

 

Key Working Relationships

  • Supervised by Child Protection Manager
  • Supervise the Database Assistant

 
 Minimum Qualification, Skills and Experience Required:

 

  • Academic certificate and knowledge in computing, information management system required
  • At least 3 year experience in working with protection organizations and in emergency context preferred
  • Good understanding of child protection issues, familiar with the sensitivity and confidentiality of case management information
  • Good administrative skills, planning, reporting, monitoring and evaluation skills
  • Able to work under pressure
  • Works well in team, comfortable in a multi-cultural environment
  • Fluency in English required.
  • Excellent Computer skills

 

WORK ENVIRONMENT

The M&E Officer will be based in Gedaref with field trips to Tanetba.


Policy compliance – IRC way policies

  • Ensure any violations of the IRC Sexual Abuse and Exploitation Code of Conduct are reported to technical coordinator or other member of IRC team. The reporting of violations is an obligation on the part of all IRC employees, including temporary hires and consultants.
  • Assist where necessary in undertaking activities that aim to prevent the occurrence of sexual abuse and exploitation of beneficiaries by IRC and other humanitarian workers.

  • Ensuring confidentiality in the case of disclosures of abuse or violence, and showing respect and sensitivity to community members at all times.
