 Background:

The Better Migration Management (BMM) programme is a cooperation between the European Commission and the German Federal Ministry for Economic Cooperation and Development (BMZ). It is financed by the European Union Emergency Trust Fund (EUTF) for Africa (Horn of Africa Window). The programme is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in partnership with four other European and International agencies and based on a comprehensive and holistic approach towards migration management.

The overall objective is to improve migration management in the region, and in particular to address the trafficking in Humans (ToH) and the Smuggling of Migrants (SoM) within and from the Horn of Africa.



 
 Duties and responsibilities:

A.    Responsibilities:

Under the direct supervision of the BMM National coordinator, the technical Advisor is responsible for:

  • Lead and coordinate assigned activities under component 1 (migration governance) and component 3 (protection).
  • Initiation and Management of contracts with consultants and local partners under the above-mentioned components (including monitoring and evaluation).
  • Providing organizational to the implementation of activities related to components 1 and 3(Migration Governance and Protection).



B.    Tasks

Under the direct supervision of the National Coordinator the technical Advisor is responsible for:
1.  Lead and coordinate assigned activities under component 1 (migration governance) and component 3 (protection).

  • Lead the implementation of activities under both components according to the project annual working plan and ensure compliance with timelines and result indicators.
  • Manage partnership with the National Committee of Combatting Human Trafficking.
  • Build the capacity of the national coordination mechanisms on migration in the different targeted states (Kassala, Algadarif, River Nile, and northern state).
  • Manage partnership with civil society organizations.
  • Provide systematic updated on issues related to migration at both national and regional level.
  • Adviser on potential synergies and complementarity areas within the project, GIZ, and with other partners in the sector.
  • Represent the project in external meetings whenever required.
  • Conduct regular field visits to Kassala, Al-Gadarif, River Nile, and Northern state.



2. Initiation and Management of contracts with consultants and local partners under the above-mentioned components (including monitoring and evaluation).

  • Ensure contracts results are aligned with the overall project’s results indicators.
  • Closely monitors the performance of implementing partners under contracts.
  • Keeps track of contracts terms and timelines.
  • Report regularly on the progress of implementation to the national coordinator.
  • Updates regularly BMM filing system on DMS (GIZ Intranet) with the relevant documents/reports related to C1/C3
  • Initiate and manage relevant contracts starting from the developing terms of reference, submission of contract, and all relevant processes.
  • Coordinate closely with the project’s M&E responsible for coherent reporting.



3. Provision of organizational support to C1/C3

In close coordination with the national coordinator and in the framework of signed agreement/contracts, MoU with national and international

  • Support the technical and administrative organization of events related to C1/C3.
  • Prepare necessary admin/procurement requests.
  • Prepare cash forecast for activities based on monthly plan and signed contracts.
  • Assists short term experts and consultants working for C1/C3 to in carrying out their missions.

4. Other tasks

  • Provides translation services to BMM coordinator/consultants whenever required.
  • Assists in updating and elaborating communication materials (PowerPoint Presentation, factsheet, banderols).
  • Prepares appropriate inputs for BMM reports including annual reports, and contributes to the other reports required by BMM Coordinator and GIZ Head Office.
  • Perform other duties within the scope of work as assigned.

 
 Minimum Qualification, Skills and Experience Required:

Qualifications

  • BA degree in Development or Social Sciences or, alternatively, an equivalent combination of training and experience in the field of Migration, Protection, Community Services, Contract Management, and or M&E.

 

Professional experience

  • Minimum of 3 years of experience in the humanitarian and/or development cooperation sector
  • Proven practical experience in the protection of vulnerable groups and mixed migration.
  • Previous experience in working with civil society organizations.
  • Experience with monitoring & evaluation.
  • Proven experience in institutional capacity building is an asset.

 

Other knowledge, additional competences

  • Good knowledge on the migration context in Sudan.
  • Very good working knowledge of ITC (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office).
  • Very good report writing skills
  • Resilience and motivation to work under complex and challenging conditions of pastoral lowlands in Ethiopia, preferably comparable experiences
  • Fluent written and oral knowledge of Arabic & English.
  • Readiness to undertake field missions outside Khartoum
