 Background:

Job Summary

The primary role of the MEAL Officer is to oversee and provide technical support in designing and implementing sound MEAL systems that facilitate accurate analysis of program performance and impact. S/he will be directly engaged in all CRS program sectors and work directly with program staff and partners to ensure Implementation of high quality Monitoring, Evaluation, Accountability and Learning for the UNICEF projects in East Darfur State. S/he will be required to support the development of effective MEAL systems and data collection tools; collect data using qualitative and quantitative methods, conduct data entry and analysis. The MEAL officer is expected toensure the development of technical capacities as well as the integration of MEAL activities and responsibilities into all aspects of programming.



 
 Duties and responsibilities:

Support the MEAL System Design

  • Support the development of Proframe for the project, including identification of appropriate indicators, measurement methods and critical assumptions.
  • Lead development of effective data collection tools for routine monitoring, project databases and reporting formats for the project.
  • Support the use of information and communication technologies (ICT) for project MEAL system as required.

 

Support The MEAL System Implementation:

  • Plan for and monitor project compliance with CRS MEAL policies and procedures
  • Conduct regular project monitoring visits
  • Use qualitative and quantitative methods (as necessary) to collect data in the field and accompany CRS and implementing partner staff doing this.
  • Ensure timely trend analysis of monitoring data to support project reporting and decision making.
  • Conduct data quality assessments to ensure data integrity, precision, reliability, timeliness and validity
  • Assist with review and/or development of project reports
  • Assist with project baseline studies, mid-term, final evaluationsand any other assessments, as required
  • Support implementation of project accountability and learning initiatives under the guidance of the MEAL Manager and in cooperation with project and program quality teams.
  • Ensure regular formal and informal feedback from beneficiaries and project stakeholders is collected, analyzed, used and recorded.
  • Support documentation of project processes and learning.
  • Participate in field- level project review meetings to support and validate the data collected and suggest for improvement.

 

Learning

  • Work with Project Manager (s) to organize quarterly learning events.
  • Work with Project Manager (s) to support relationships, networks and synergies within and outside the organization to promote the use of information and evidence for decision-making.
  • Work with Project Manager (s) to generate communication products for different audiences that disseminate learning and evidence to influence key internal and external interest groups.

 

Accountability

  • Develop systems and guidelines for staff to consult with male and female beneficiaries to define indicators for project success.
  • Design mechanisms for collecting and responding to feedback from communities and project participants.
  • Document and respond to all community feedback received.
  • Ensure active participation of partners, beneficiaries and other stakeholders in the design and implementation of MEAL.
  • Identify and respond to key stakeholders’ specific information needs, especially those of beneficiaries using a range of appropriate communication methods.

 

Capacity Building

  • Support project staff in strengthening the MEAL systems and capacity to improve program quality through the provision of on–the-job supportand reflection sessions.
  • Promote the use of current Agency and Regional MEAL guidance and Program Quality (PQ) references in own assignments and in the capacity building of field staff.
  • Ensure appropriate, high quality orientation and training of field staff and partners on project MEAL system and tools, as required.

 
 Minimum Qualification, Skills and Experience Required:

Required

  • Graduate degree in a directly related field, such as operations research, quantitative analysis etc.; significant work experience in a directly related field will be considered in lieu of graduate degree.
  • Postgraduate degree in related field is preferable
  • At least three years of MEAL experience with an NGO (experience with INGO preferred)
  • Familiarity with principles and current approaches to MEAL of development programs
  • Excellent communication skills in English, Arabic and local language (s)
  • Proficiency in database development/management, and skills in analyzing, interpreting and communicating information to various stakeholders
  • Experience in conducting quantitative and qualitative assessments and surveys (including understanding of sampling aspects)
  • Previous experience with leading or managing studies and consultants
  • Strong English writing skills.
  • Computer proficiency in Microsoft Word, Excel and PowerPoint, and Output
  • Ability to work in team and support concurrent project/Assignments.

 

Desired

  1. Experience or related work in monitoring and evaluation, especially in Health & Nutrition, Education and Gender& Protection sectors
  2. Proficiency with statistical packages such as SPSS or Aa plus.
