 Background:

Job Purpose:

The Hygiene Promotion Officer will be responsible for implementation of all hygiene promotion components of WASH program in UNICEF project coverage areas in West Darfur and it is related project sites. This position requires intensive community driven work to be able to transfer an improved holistic approach on community hygiene and sanitation transformation. In doing that, Concern will provide the required resources, administrative and logistics support. The position holder requires to be an active person who loves working in remote communities and enjoys community development through hygiene and sanitation transformation



 
 Duties and responsibilities:

Coordination and Technical Support

  • Mobilize community-based volunteers/natural leaders, Community Health Volunteers (CHVs), school community and other CBOs to address key hygiene issues related to personal hygiene and environment hygiene.
  • Together with WASH Officer, organize and conduct training sessions on hygiene and sanitation, for partner staff, community facilitators, community based volunteers/ natural leaders, CHVs, and school community.
  • Support the local partner staff in terms of training, community mobilization, record/collate data at community level, HFs and schools; and prepare regular reports on activities and WASH conditions.
  • Take a lead in implementation of community-based hygiene promotion activities including facilitating PHAST and CLTS and other, community driven approaches within the selected villages.
  • Within the beneficiary community, promote safe WASH practices, including appropriate use and maintenance of WASH facilities and services.
  • Help identify needs for family kits relevant to good hygiene practice, participate in the choice of items, drawing beneficiary selection criteria, promotion of effective use, actual distribution and post-distribution monitoring.
  • Carry out activities in the project areas and help identify positive practices through various community dialogues (focus group discussions, community meetings, campaigns, drama presentation and other relevant approaches).
  • Assist in the process of needs assessments, baseline and other periodic studies and help in planning of the hygiene promotion component of WASH project activities.
  • Take part in the coordination process of the integrated WASH approach with engineering staff to ensure that the various aspects of WASH responses are integrated.
  • Liaise with community leaders, health facilities, school community and other sectors and agencies working locally in order to coordinate within the WASH sector.
  • Keep proper records of field expenditures when appropriate and report on these to the Area Manager.
  • Liaise with the local authorities in particular the State Ministry of Health to implement the Hygiene Promotion activities and to gain the necessary permission and support to conduct hygiene promotion activities at different levels.
  • Participate and support monitoring and evaluation of project activities as agreed in a monitoring and evaluation framework, while ensuring collection of data in timely manner.
  • Ensure that projects are carried out with participation from all relevant stakeholders, including disaster affected people; mainly, children, women and other vulnerable groups such as: people with disabilities, elderly people, people affected by diseases, etc.
  • Liaise with FSL, Health and Nutrition teams in order to have an effective multi-sectoral response
  • Participate in developing  hygiene and sanitation  tools adapted to different audiences : songs, role games, meetings, training courses, IEC materials ( Information, Education and Communication)

 

Representation

  • Do active networking with WASH and health stakeholders such as SMoH, WHO and UNICEF in the absence of Area Manager.
  • Participate in the coordination meetings at state level and represent CONCERN in technical meetings as needed.
  • Represent CONCERN in technical missions conducted by stakeholders and UN agencies.

 

Other Duties:

  • Carry out additional responsibilities as assigned, including administrative and planning functions.

 

Emergency response:

  • Concern is committed to responding to emergencies efficiently and effectively in order to help affected people meet their basic needs, alleviate suffering and maintain their dignity. To this end, when emergencies strike and Liberia Programme is to respond, all staff are required to actively participate in the response, regardless of location and contribute to the efforts aimed at achieving the humanitarian objective of the organization.

 


 
 Minimum Qualification, Skills and Experience Required:

Education

  • Educational level required:university Degree or Higher Diploma in any of the following - Public Health, environmental Health and/or medical qualifications
  • Technical Training qualifications required:  Skills in Community Total Lead Sanitation (CLTS) and/ or   Participatory Hygiene and Sanitation Methodology (PHAST) tools

 

Job related Experience required

  • 3 years of experience in Project implementation preferably hygiene  and sanitation or/ Public health with an International NGO
  • Proficiency in using computer software e. g MS office and internet
  • Excellent written and spoken English and Arabic
  • Good team player, flexible and capable of working with a diverse team.
  • Ability and willingness to travel to rural locations and live in sometimes basic and insecure conditions.
  • Appreciation of and sensitivity to local culture.
  • Good computer skills, including familiarity with Microsoft Word and Excel

 

S/he must also have:

  • Ability to work well under pressure and in response to changing needs especially in case of emergencies
  • Willingness to undertake regular field visits and interact with different stakeholders, especially primary stakeholders
  • Excellent interpersonal and communication skills, facilitation skills and writing skills

 

Time required in Job to reach effective performance
