 Background:

The African Development Bank is an international organization, founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund, with 81 countries. ADB mission is to fight poverty and improve living conditions on the continent by promoting the investment of public and private capital in projects and programs that are likely to contribute to the region's economic and social development.

This project addresses critical shortcomings in health governance and the provision of essential health services, epidemiological surveillance, epidemic preparedness and response in the current COVID-19 pandemic in Sudan. Therefore this project is of high benefit, in which it contributes to strengthening the health systems and health security, under the humanitarian-development Nexus approach.

Duration of the project:

18 months project.

Duty station:

Khartoum with frequent travelling to all 18 states.

 

Project objective:

To strengthen the health system and resilience for epidemic preparedness and response for the current COVID-19 addressing the needs of the current COVID 19 pandemic in Sudan.



 
 Duties and responsibilities:

Under the overall guidance of Deputy Programme coordinator, the Procurement officer will be responsible for leading & supervising of procurement process. He/she will ensure and contributes to the Project Implementing Unit (PIU) to deliver in a timely and quality assured manner on the Grant Performance Framework targets, comply with FMOH and AfDB rules and regulations. He/she will promote a collaborative, client-focused, quality and results-oriented approach in the team. He/she will work in close collaboration with the programme, finance, and monitoring and evaluation staff within the Implementing Unit (PIU). The Project Procurement Officer will be responsible for: (i) the management of project procurement activities in accordance with the Bank’s rules and procedures and agreed project implementation arrangements as stipulated in the project documents.

DUTIES:

The specific tasks of the Procurement Specialist include but are not limited to the following:

  • Manage and monitor all procurement activities to ensure timely execution and delivery of requires goods, works and services;
  • Prepare the project procurement plan based on the African Development Bank (AfDB) template in consultation with beneficiary units and ensure the Bank’s clearance for execution, and thereafter ensure adherence of procurement implementations in accordance with the approved Procurement Plan;
  • In accordance with the Bank’s Procurement Rules and Procedures follow up and assist stakeholders to prepare specifications for goods, Terms of Reference (ToRs) for consultancy services and Bills of Quantities (BoQs) for works;
  • In consultation with the Project Coordinator and stakeholders prepare tender documents, requests for proposals following the Bank’s Standard Bidding (SBD)/ Request for Proposal (RFP) documents, or as and when required, any other non-standardized bidding documents, for the Bank’s review and clearance;
  • Prepare Specific Procurement Notices (SPN), Requests for Expression of Interest (REoI), follow up timely publications, arrange for receipt of bids/and or proposals and prepare relevant paper work for evaluation of the bid/proposal by Evaluation Committee/ Team of Experts;
  • Provide support in the selection of the shortlists of consultants and pre-qualification of suppliers, where necessary;
  • Provide guidance in evaluation of bids and assist in the preparation of evaluation reports following the Bank’s standard evaluation guidelines; coordinate the Evaluation Committee meetings and prepare minutes of Evaluation Committee meeting; and ensure internal approval of procurement evaluation reports and decisions prior to submission of documents to Bank for review;
  • Attend to and speedily follow up procurement related correspondences and document submissions, facilitate timely analysis and responses to requests for clarifications, complaints and issues raised in the procurement process by bidders and where necessary seek advises from the Bank.
  • Review, analyse and formulate project procurement requirements of different stakeholders and monitor timely and successful implementations in consultation with concerned stakeholders and the Project Coordinator;
  • Facilitate receiving; proper handling, and safe keeping of bids, bid securities, performance securities, advance payment securities to ensure their validity, timely extensions and releases;
  • Carefully review any procurement related documents for compliance with the financing agreement, appraisal report or the procurement plan, whichever is appropriate, prior to submittal to the Bank’s review;
  • Support the Project Coordinator and government officials in preparing communications to the Bank on procurement related matters requiring the Bank’s clearance and “no objection”;
  • Provide support in preparation of the final contracts, and ensure timely distribution of all relevant procurement documents and contract agreements to pertinent stakeholders including the Bank;
  • Ensure maintenance of up to date books/ registers, files, records and inventories on goods procured under the project and develop reporting system for procurement contract executions;
  • Prepare periodic status reports (monthly, quarter and annual) on the procurement implementation under the project and keep stakeholders and the Bank informed of procurement status;
  • Support stakeholders in procurement capacity building and other related activities; and
  • Monitor and ensure appropriate responses to procurement questions and clarifications requests raised by the Bank.


 


 
 Minimum Qualification, Skills and Experience Required:

The Procurement Specialist should will have the following main profile:

  • At least a Master Degree or equivalent degree with a major in a relevant discipline (e.g. Procurement, Finance, Economics, Business Administration, Commerce or Engineering);
  • At least 7 years of direct and progressive professional experience in procurement formulating and implementing procurement programs and projects, including broad expertise in the management of procurement in the public and/or private sector;
  • Proven knowledge of the concepts, principles and practices which govern international procurement, the contracting of consultant services;
  • Proven knowledge and practical experience in the procurement of goods, works, and consultancy services, preferably within the framework of donor financing conditions and familiarity with procurement in multi-lateral financing institution such as African Development Bank etc.;
  • Experience in managing projects and managing suppliers, vendors and procurement agents
  • Strong organization skills with an eye for details, ability to plan, prioritize and implement day-to-day operations in a timely manner in a fast moving, dynamic, and time-bound environment.
  • Self-confidence; capacity to work in a team; good analytical capacity; excellent communication and information management skills; honesty; ability to grasp details; client focus;
  • Advanced computing skills in standard software systems, such as Microsoft Word, Excel, and PowerPoint; and
  • Capacity to communicate effectively in Arabic and English (written and oral)

 


REPORTING/ SUPERVISION:

 

  • The Procurement Specialist will report to the Project Coordinator.

 

CONTRACT DURATION:

The contract will be 18 months with no extension
