 Background:

The African Development Bank is an international organization, founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund, with 81 countries. ADB mission is to fight poverty and improve living conditions on the continent by promoting the investment of public and private capital in projects and programs that are likely to contribute to the region's economic and social development.

This project addresses critical shortcomings in health governance and the provision of essential health services, epidemiological surveillance, epidemic preparedness and response in the current COVID-19 pandemic in Sudan. Therefore this project is of high benefit, in which it contributes to strengthening the health systems and health security, under the humanitarian-development Nexus approach.

Duration of the project:

18 months project.

Duty station:

Khartoum with frequent travelling to all 18 states.

 

Project objective:

To strengthen the health system and resilience for epidemic preparedness and response for the current COVID-19 addressing the needs of the current COVID 19 pandemic in Sudan.



 
 Duties and responsibilities:

The Monitoring & Evaluation function within the PIU will be accountable to the Programme Coordinator for strategic resources planning monitoring & evaluation. The project M&E officer will be responsible for the overall M&E of the AfDB grant to the Ministry of Health, and will ensure timely completion of reports obligations as required in the grant agreements and project plan. He/she will ensure that the Project’s resources and activities are well managed and properly utilized and accounted for during the implementation of the planned activities according to the set procedures and guidelines and codes of conduct of the FMOH and AfDB. The Monitoring & Evaluation manager is responsible for:

 

 DUTIES AND RESPONSIBILITIES:

  • Collaborate with professional staff and field officers in the collection, collation, and analysis of data from project system including (but not limited to) data for reporting
  • Manage data from sub recipients and partners
  • Provide monthly status updates on progress towards meeting indicator targets
  • Oversee implementation of various data collection tools by stakeholders and ensure that data is of the highest quality
  • Assist with revision of data collection tools and make recommendations based on observations at the field level.
  • Enter data into various databases and perform data queries where necessary
  • Develop and/or maintain tracking system for reports received and processed.
  • Participate in training workshops to build capacity in Monitoring and Evaluation among stakeholders
  • Provide technical support on M&E and evidence-based recommendations to the Project Manager and Director, Monitoring & Evaluation
  • Ensure that implementation of field activities adhere to FMOH\AfDB monitoring and evaluation system
  • Participate actively in the project planning process, budget keeping and quality of the results
  • Compilation of reports
  • Support colleagues in executing other tasks which may be required
  • Any other duties as assigned by the project manager.

 Minimum Qualification, Skills and Experience Required:

Bachelor degree in Social Sciences or Natural Sciences PLUS at least 4 years grant M&E \ surveillance experience: or Master degree in Social Science, Public Health, PLUS at least 2 years grant M&E surveillance experience.

 

REQUIRED SKILLS AND SPECIALIZED TECHNIQUES:

  • Highly developed data analytical skills.
  • Ability to use ERP, SPSS, SAS, STATA, EpiInfo or equivalent programme.
  • Strong communication skills, including report writing and confidence in delivering complex presentations to a wide range of audiences.
  • Good project management, time management and problem solving skills.
  • Ability to respond to deadlines and prioritize accordingly.
  • Ability to interact well and develop positive relationships with Stakeholders of different backgrounds.
  • Sound knowledge of the FMOH, AfDB procedures is a clear advantage.
  • Extensive experience and proficiency in the use of automated M&E systems;
  • Advanced proficiency in Microsoft Office, Outlook, Excel, word Project and Power Point;
  • Candidate should be fluent in English and Arabic, in both reading and writing.
  • Ability to work under pressure in order to meet strict deadlines;
  • Ability to travel within Sudan;

DURATION OF THE WORK:

The contract will be for 18 months with no extension.
