 Background:

The African Development Bank is an international organization, founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund, with 81 countries. ADB mission is to fight poverty and improve living conditions on the continent by promoting the investment of public and private capital in projects and programs that are likely to contribute to the region's economic and social development.

This project addresses critical shortcomings in health governance and the provision of essential health services, epidemiological surveillance, epidemic preparedness and response in the current COVID-19 pandemic in Sudan. Therefore this project is of high benefit, in which it contributes to strengthening the health systems and health security, under the humanitarian-development Nexus approach.

Duration of the project:

18 months project.

Duty station:

Khartoum with frequent travelling to all 18 states.

 

Project objective:

To strengthen the health system and resilience for epidemic preparedness and response for the current COVID-19 addressing the needs of the current COVID 19 pandemic in Sudan.



 
 Duties and responsibilities:

The Finance function within the PIU will be accountable to the Programme Coordinator for strategic resources planning and day-to-day financial management including financial transactions. The project Finance officer will be responsible for the overall financial management oversight of the AfDB grant to the Ministry of Health, and will ensure timely completion of financial reporting obligations as required in the grant agreements. He/she will ensure that the Project’s financial resources are well managed and properly utilized and accounted for during the implementation of the planned activities according to the set procedures and guidelines and codes of conduct of the FMOH and AfDB. He/she will ensure the grant recipients follow established accounting procedures, and institute proper safeguards and risk mitigation measures to protect the use of grant funds under direct supervision of PIU manager, the finance manager is responsible for:

 

DUTIES:

            The Finance Officer will undertake, but not limited to, the following key activities:

  • Oversee all aspects of financial management and oversight for the FMOH as the Principal Recipient in compliance with the public finance laws of Sudan and the policies and procedures of the AfDB, including data collection, accurate recording, accounting and reporting of all financial transactions, review and analysis of reports.
  • Carry out all day to day budgetary and financial management activities of the project;
  • Prepare monthly, quarterly financial statements;
  • Coordinate with internal auditors during regular systems audits;
  • Liaise with external auditors during annual financial audits;
  • Ensure the correct application and timely update of financial management guidelines;
  • Maintain inventory of project assets and provide logistic support to project’s activities;
  • Participate in preparation of  quarterly work plans;
  • Participate in quarterly work planning and progress reporting meetings with the Project Coordinator;
  • Establish a robust project accounting system in accordance with the project documents and AfDB procedures;
  • Maintain petty cash transactions, including writing receipts, preparing payment request forms, disbursement of cash and clearance of advances;
  • Manage banking transactions related to the project, including preparing bank transfer requests, submitting them to the bank, monitoring transfers and preparing monthly bank reconciliation statements and reporting;
  • Reconcile all balance sheet accounts and maintain records on file;
  • Manage, coordinate and supervise the day-to-day work of the PIU team to ensure effective contribution to the sound financial management of AfDB grants to the Ministry of Health, including providing training, support, guidance and leadership of the team members so that they perform their duties in accordance with their individual terms of reference;
  • Contribute with programme management to ensure that key risks are identified, communicated with partners, regularly monitored and tracked, and risk mitigation measures are implemented when required;
  • Provide, whenever required, technical support to sectors and local governments involved in the project implementation.

 Minimum Qualification, Skills and Experience Required:

  • The Finance Officer is expected to possess a minimum of a Bachelor in Accounting, Finance or other related subjects from a recognized university; Preferably also recognition by a relevant professional accounting body (eg CPA, ACA, ACCA etc)
  • An Master’s Degree or registration with local accounting body will be an added advantage;
  • The Finance Officer should have demonstrated accounting experience and a solid experience in budgeting, planning and reporting on both Government and multi or bilateral financial institutions. Working experience with donor funded project is an asset;
  • Knowledge of the financial management requirements and policies of the AfDB will be an added advantage;
  • Specifically, the Finance Officer should have at least 5 years of progressive experience in accounting for development projects and programs;
  • Extensive experience and proficiency in the use of automated accounting systems;
  • Advanced proficiency in Microsoft Office, Outlook, Excel, word Project and Power Point;
  • Candidate should be fluent in English and Arabic, in both reading and writing.

 

REPORTING REQUIREMENTS:

  • As part of this assignment, the Finance Officer will prepare monthly, quarterly financial reports.

REPORTING/SUPERVISION:

  • The Finance Officer will be supervised by the Project Coordinator.

CONTRACT DURATION:

The contract will be for 18 months with no extension.
