 Background:

The African Development Bank is an international organization, founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund, with 81 countries. ADB mission is to fight poverty and improve living conditions on the continent by promoting the investment of public and private capital in projects and programs that are likely to contribute to the region's economic and social development.

This project addresses critical shortcomings in health governance and the provision of essential health services, epidemiological surveillance, epidemic preparedness and response in the current COVID-19 pandemic in Sudan. Therefore this project is of high benefit, in which it contributes to strengthening the health systems and health security, under the humanitarian-development Nexus approach.

Duration of the project:

18 months project.

Duty station:

Khartoum with frequent travelling to all 18 states.

 

Project objective:

To strengthen the health system and resilience for epidemic preparedness and response for the current COVID-19 addressing the needs of the current COVID 19 pandemic in Sudan.



 
 Duties and responsibilities:

The Primary Health Care (PHC) Technical Specialist staff will perform the following duties:

  • Prepare a plan of action for their respective part from the master project plan within 15 days after initiating the work.
  • Share and discuss the plan with the four States and develop with them the micro plans for the implementation for all activities to be performed by the project.
  • Coordinate with the Procurement, Finance and M&E Officers and other Implementing Partners in all the relevant activities to their respective part to ensure timely implementation
  • Review procurement respective part of the plan and ensure updates of the plan are completed periodically and the needed supply goods and equipment’s are available on time of implementation.
  • Coordinate with project manager and the States to ensure timely implementation.
  • Agree with the M&E officer and project manager on the monitoring and evaluation tools and performance indicators at national, State and locality levels.
  • Review and prepare comments for all the respective part reports/documentation prepared at the State and locality level.
  • Ensure timely preparation of the monthly progress reports of the respective part from the four States.
  • Support colleagues in executing other tasks which may be required
  • Any other duties as assigned by the project manager.

 

  1. REPORTS / OUTPUTS:

The PHC Technical Specialist staff will prepare the following reports and submit them to the M& E officer:

i. Plan of action and micro-plans of project activities at state and locality levels, as required.

iii. Monthly performance reports at the national level and for the States


 
 Minimum Qualification, Skills and Experience Required:

  • The PHC Technical Specialist staff will have at least a Master's degree in Health Sciences with suitable experience in Public health and proven experience in project management or related discipline (relevant professional certification is acceptable).
  • The PHC Technical Specialist have Extensive experience and proficiency in at least 5 years’ experience in Primary Health Care including (Vaccine system and Health promotion in Sudan Context)
  • The PHC Technical Specialist have at least 2 years’ experience in project management or similar activities, be dynamic and goal driven.
  • Advanced proficiency in Microsoft Office, Outlook, Excel, word Project and Power Point;
  • Advanced proficiency in PHC training (health promotion
  • Have good inter-personal skills, strong verbal and written communication skills and have a proven track record of successful completion of assigned tasks.
  • Candidate should be fluent in English and Arabic, in both reading and writing.
  • Ability to travel within Sudan;

The contract will be for 18 months with no extension.
