 Background:

General Description of the Programme 

GOAL has been working in Sudan since 1985. GOAL is currently working directly in North Darfur and South Kordofan States, managed by GOAL offices in these states and in Khartoum. The current GOAL program focuses on following sectors:  Primary Health Care, Nutrition, Water Sanitation and Hygiene (WASH) and Food Security and Livelihoods (FSL), women empowerment and education (REFLECT).

 

Description of Kutum Programme:

GOAL has been operational in Kutum since 2004. With the current funding GOAL is implementing directly and through partners health, nutrition, WASH, Women Empowerment, Food Security and Livelihoods program in Kutum and Alwaha localities in North Darfur. GOAL’s health and nutrition program is supporting the SMOH in provision of package of PHC services in 17 health facilities in Kutum and Alwaha localities. The nutrition program component focuses on the management of acute malnutrition through support for out-patient therapeutic program (OTP) sites integrated in the 17 health facilities as well as community-based management of moderate acute malnutrition through the Nutrition Impact and Positive Practice (NIPP) approach.

 

General description of the role:

The Clinical Services Coordinator will be based in Kutum and will support GOAL clinical services quality across North Darfur State, primarily in Kutum & Al Waha and also in other localities as called upon. He or she will support the Area Health & Nutrition Coordinator to ensure the quality of care and effective management of health services in these facilities. The position will regularly visit all GOAL field locations in North Darfur to monitor and supervise health services, as well as conducting analysis of quality of clinical services provided, preparing reports, liaising with ministry of health, supporting effective pipeline and documentation of medical supplies, and conducting on-job and formal trainings.



 
 Duties and responsibilities:

Key Duties:

  • Monitoring health facility services quality, ensuring compliance with MoH and donor guidelines, and identifying training and improvement needs in a timely manner.
  • Regularly visiting all clinic locations in South Kordofan to support and monitor implementation of health and nutrition program activities and quality of clinical services.
  • Technical supervision of Heads of Clinics in the GOAL-supported clinics, and according to GOAL HR policy, including performance reviews for any health facility staff.
  • Provide technical support, advice, and on-job training to health facility staff as needed, prepare recommendations and training reports, and follow implementation of correct guidelines and procedures.
  • Continuously conducting reviews and audits of diagnosis and treatments conducted for accuracy and appropriateness, preparation of reports, and working with clinic staff to correct any issues.
  • In case of any disease outbreak or other health emergency, work closely with Area Health & Nutrition Coordinator and all GOAL staff to design and implement GOAL’s response, in close coordination with Ministry of Health and other health sector actors.
  • Supporting Medical Supplies Coordinator to monitor the management, documentation, and use of medical drugs and supplies in the health facilities.
  • Identify and report clinic needs, challenges, and any issues in a timely manner, and propose innovative and cost-effective solutions to resolve issues
  • Conduct supervision of PHC program staff and ensure that all staff conducts their duties well and within GOAL and Ministry of Health (MoH) guidelines.
  • Maintain awareness of all clinic activities and report any problems, needs, difficulties or important information to the Area Health and Nutrition Coordinator
  • Prepare regular internal and donor reports as required by the Area Health & Nutrition Coordinator and ACDP, for onward submission to donors or GOAL HQ
  • Interact with GOAL Global Health Advisor as needed to ensure highest quality tools and provision of quality services.  
  • Make regular inspections of each clinic section and ensure they are functioning and providing services effectively.
  • Ensure daily health education activities are being carried out for all patients, care givers and co-patients within each clinic section, with all relevant and accurate information, in a participatory manner that promote adoption of good health and good hygiene practices as well as good health seeking behavior.
  • Ensure staff complete patient cards, clinic registers, tally sheets, statistics forms and reports accurately and that they maintain them properly.
  • Provide support supervision to clinic staff at their work, ensuring that they are familiar with all aspects of their position, are following guidelines and providing services as expected.
  • Make use of support supervision checklists during support supervision visit to the health clinics.
  • With support of the Area health and Nutrition Coordinator and Assistant Area Health & Nutrition Coordinator, carry out a training needs assessment for the health staff.
  • Maintain the safety of staff and beneficiaries at all times.
  • Establish a good working relationship with the community health committees and community leaders in the supported clinics catchment areas.
  • Maintain confidentiality at all times.
  • Organize and facilitate heads of clinics meetings according to work-plan and health staff meetings on a monthly basis or when required.
  • Attend and participate in coordination meetings organized by the State and locality authorities.  
  • Ensure no staff member removes any property, namely furniture, equipment, supplies, drugs, goods, documents, cards, fixtures or fittings from the health clinics without proper authorization in writing from the Area Health & Nutrition Coordinator or his/her supervisor.
  • Continually strive to improve working methods, practices and team spirit amongst all staff.
  • Attend workshops and training courses and assist in implementing training courses, as required.
  • Ensure all health staff work towards achieving the aims and objectives of the program and advise them of any changes in the program.
  • Help with selection and employment of new staff whenever requested to participate.
  • Cooperate with all members of the GOAL team and develop a good working relationship with all staff.
  • Carry out his/her duties responsibly and act in a professional manner at all times.
  • Deputise for Area Health and Nutrition Coordinator and Assistant Area Health & Nutrition Coordinators whenever necessary during periods of leave, following a clear and agreed work plan.
  • Carry out any other duties as assigned by the Area Health and Nutrition Coordinator, Area Coordinator, and ACDP.
  • Maintain at all times GOAL’s good reputation through your work and interactions with partners and other stakeholders.

 
 Minimum Qualification, Skills and Experience Required:

Requirements:

  • Qualified Medical Doctor (Degree of Bachelor of Medicine and Bachelor of Surgery)
  • A minimum of four years’ experience in clinical practice, preferably with experience across multiple disciplines
  • Good computer skills especially in working with Microsoft Word, Excel and e-mails.
  • Good communication skills and interpersonal skills.
  • Excellent oral and written English and Arabic language skills.
  • Ability to live and work in rural and sometimes insecure locations with basic conditions.

 

Desirable:

  • Previous work experience with Non-Governmental Organizations implementing a health and nutrition program.
  • Flexible and capable of working well with people of various professions.
  • Good local knowledge of North Darfur state.
