Electrical engineer (ESAP Site Manager)

 Background:

The International Committee of the Red Cross (ICRC), an impartial, neutral and independent organisation striving to protect and assist victims of armed conflict and internal violence, has been working in Sudan since 1978. The ICRC is looking for an enthusiastic and motivated person for the position of Electrical engineer for its delegation in Khartoum.

 

Purpose:

The ICRC Electricity SAfety Program (ESAP) envisions the rehabilitation of electrical installations in all ICRC premises in Sudan up to ICRC safety requirements. The Electrical engineer (ESAP Site Manager) is in charge of the supervision of the rehabilitation works as well as the operation & maintenance of electrical installations. S/he is under the technical supervision of the ESAP Project Manager. S/he remains a member of the Maintenance team of the Administration department who acts as his/her functional hierarchy.

 



 
 Duties and responsibilities:

§  Ensures the compliance of the projects with ICRC ESAP requirements as defined in the ESAP technical framework

§  Ensures due application of the ESAP Operation & Maintenance guidelines

§  Acts as focal point for any electricity related matter for stakeholders and end-users

§  Conducts electrical assessments on the installations and formulates recommendations of interventions in accordance with ESAP technical framework

§  Assists the ESAP Project manager in preparing BoQs and electrical drawings

§  Prepares purchase orders (“SRs”)

§  Organizes with the electrician team leaders the tasks for the interventions of the day in accordance with the general planning of interventions defined with the ESAP Project Manager

§  Supervises all electrical works in ICRC premises, intervenes electrical installation work if situation requires

§  Anticipates in due time, plans and coordinates routine & ad-hoc interventions in accordance with ESAP operation & maintenance guidelines

§  Manages the database of requests for maintenance for electricity related issues

§  Supervises the movement of material in & out of the ESAP electrical stock of items, coordinates any need for specific equipment & tools for the works

§  Requests allocation of vehicles to the fleet department and coordinates its movements between the different sites of works

§  Conducts daily visits to the projects sites, closely supervises the electrician team leaders on the on-going works, provides technical recommendations

§  Organises small local ad-hoc purchases in accordance with the Administration & Logistic procedures.

§  May receives and implements delegated tasks from the ESAP Project Manager; in particular any project management duties such as (but not limited to) budget & planning follow up, updates, reporting, etc…

 


 
 Minimum Qualification, Skills and Experience Required:

§  Minimum of Technical University Diploma or equivalent (in electrical engineering, related discipline) or equivalent professional experience.

§  4–5 years' professional experience (post-training) in electrical installation or related discipline.

§  Excellent in written and spoken Arabic and English languages.

§  Computer literacy, Proficient in use of any drawing software for work in electrical engineering.                                                                                                                                                                 

§  Knowledge in AutoCAD or VISIO and MS project-management suite or equivalent would be an added advantage.

§  Good knowledge of electrical systems, or related field with practical applications.                                                 

§  Good understanding of Sudan official Electrical standards and any other related guidelines.                                                                                                                                                                                                                                                           

§  Capacity to read, understand and interpret electrical drawing and schematic diagrams.

§  Experience in managing 1–3 technical support staff in an electrical work site. 

§  Readiness to travel to the field and willing to travel in all parts of the country 

§  Driving license, succeeded in ICRC driving test                                                                                                           

§  Skilled in the following competencies: Leadership, Accountability, People management, Team work & Collaboration, Representing the ICRC, Beneficiary & Client focused.
