 Background:

General Description  

GOAL has been working in Sudan since 1985 implementing a multi-sectoral integrated humanitarian program incorporating Health, Nutrition, Livelihoods, REFLECT and Emergency Response. GOAL works in close collaboration with the Ministry of Health. GOAL is currently implementing programs in North Darfur and North Darfur States, and is having field offices in these states as well as in Khartoum. The current GOAL program focuses on four main sectors:  Primary Health Care, Nutrition, Water Sanitation and Hygiene (WASH), Food Security and Livelihoods (FSL) and Women Empowerment.

 

Description of North Darfur Programme:

GOAL has been operational in Kutum since 2004. With the current funding GOAL is implementing directly and through partners health, nutrition, WASH, Women Empowerment, Food Security and Livelihoods program in Kutum and Alwaha localities in North Darfur. GOAL’s health and nutrition program is supporting the SMOH in provision of package of PHC services in 17 health facilities in Kutum and Alwaha localities. The nutrition program component focuses on the management of acute malnutrition through support for out-patient therapeutic program (OTP) sites integrated in the 17 health facilities as well as community-based management of moderate acute malnutrition through the Nutrition Impact and Positive Practice (NIPP) approach.

 



 
 Duties and responsibilities:

General description of the role:

The Medical Supplies Manager-Kutum is responsible for ensuring the proper management of all medicines, medical supplies and equipment intended for GOAL’s humanitarian programming in Kutum and Al Waha localities, North Darfur, monitoring their consumption, analysis of consumption database is done regularly, ensuring proper records are maintained and reports on consumption prepared and submitted regularly.

 

Key Duties:

  • Responsible for ensuring the proper management of all medicines, medical supplies and equipment for GOAL’s health and nutrition program in Kutum and Al Waha localities of North Darfur State.
  • Work with Logistics team to ensure proper storage of medical drugs, supplies and equipment as well as good stores management practice.
  • Ensure that medicines and supplies are distributed monthly to all health facilities according to their actual needs.
  • Participate with the Logistics team to do stock check of all medicines and supplies in medical store as well as conduct physical drugs inventory at clinic level. 
  • Working closely with senior medical staff, ensure that all medicines and supplies received in the store and dispatched to the clinics are correctly recorded in stock cards.
  • Ensure that GOAL-supported health facilities are using correct procedures and documentation to receive, store, and dispense medical supplies
  • Review and update the monthly drugs consumption database then submit to the Area Health and Nutrition Coordinator on a monthly basis.
  • Together with senior medical staff, analyze the consumption patterns of tracer medicines as well as other key medicines and supplies on quarterly basis and share analysis reports with Area Health and Nutrition Coordinator.  
  • Ensure that the medical supplies stock management system (SMS) is updated on monthly basis and reports of any shortages of medicines, supplies and nutrition products are made to Area Health and Nutrition Coordinator in a timely manner.   
  • Accountable for all the equipment, drugs and supplies in the medical store
  • Conduct support supervision visits to all GOAL supported health clinics to ensure proper management of drugs and medical supplies as well as do on job training for the dispensing staff so as to improve on the quality of services provision, including safe and rational use of medication and correct procedures of dispensers in the health facilities.    
  • To ensure proper management of vaccines and supplies for immunization activities and ensure proper records management and reporting on usage of vaccines to SMOH.
  • Cooperate with all members of the GOAL team and develop a good working relationship with all staff.
  • Conduct duties in a professional and responsible manner.
  • To carry out any other duties as may be assigned by the Area Health and Nutrition Coordinator and also to report any problems to him.  
  • Maintain at all times GOAL’s good reputation through your work and interactions with partners and other stakeholders.

Reporting

  • Prepare monthly drugs consumption reports and submit to Area Health and Nutrition Coordinator for onward transmission to the Head of Programs.

Security

  • Full adherence to GOAL Sudan, Security procedures.
  • Full adherence to GOAL North Darfur field communication protocols and standard operating procedures, informing the security focal point immediately of any security incident.

 
 Minimum Qualification, Skills and Experience Required:

Requirements:

  • Degree of Bachelor of Science in Pharmacy or Bachelor of Pharmacy.
  • A minimum of 4 years’ experience managing medical supply chains, including experience overseeing drug supplies for multiple, large and/or complex health facilities / systems.
  • Experience conducting drugs consumption analysis required
  • Experience with drug supply rules and compliance with major humanitarian donors / UN agencies strongly preferred
  • Computer skills including strong experience with Microsoft Excel and/or other database management software, as well as Microsoft Word, Outlook, and internet.
  • Good communication skills and interpersonal skills, strong teamwork.
  • Experience teaching or supervising other pharmacists preferred
  • Good oral and written English and Arabic language skills.
  • Ability to live and work in rural and sometimes insecure locations with basic conditions.

 

Desirable:

  • Previous work experience with Non-Governmental Organizations implementing a health and nutrition program.
  • Flexible and capable of working well with people of various professions.
  • Local knowledge of North Darfur State.
