Saferworld has developed an innovative approach to MEL, bringing together Conflict Analysis, Theory of Change, and Outcome Mapping and Harvesting. The Sudan MEL Coordinator will work closely with the MEL Adviser and the Sudan team and its partners to gather, test, provide and communicate evidence of programme outcomes.

 

Saferworld in Sudan

Saferworld has been working on conflict prevention issues in Sudan since 2011. With an office in Khartoum, we work in partnership across a number of states in Sudan, including in Khartoum, Darfur, Eastern Sudan, South Kordofan and Blue Nile. With partners, we support women, youth and community groups in their efforts to build peace, and help to provide space and opportunities for civil society to come together to discuss how to further peace and democracy. We also help civil society organisations to raise public awareness of conflict and governance issues and promote debate.

Our work with the regional and international community (such as the European Union and the African Union) increases understanding of the complex challenges faced in Sudan. This ensures that projects and approaches to Sudan support Sudanese-led efforts toward peace rather than exacerbate conflict. Our work in Sudan is currently funded by the Netherlands and Sweden governments.

 

Job purpose:

The MEL Coordinator will work closely with the MEL Adviser to support the Sudan programme to articulate the changes that it aims to bring about through its work, support staff and partners on MEL, implement organisational systems and processes to collective evidence of results, and share learning with Saferworld, partners and other programme participants.



 
 Duties and responsibilities:

Roles and Responsibilities

1. With the MEL Adviser, support in developing and implementing the MEL system/processes for the Sudan programme, including effective data gathering and record keeping.

  • Refine and update log-frames as required and use them to track progress.
  • Record, report and analyse MEL information, using Saferworld’s central system (KWANTU) and activity sheets/other tools.
  • Support the development and implementation of a programme-level MEL framework and procedures, and oversee a system for recording MEL-related data.
  • Ensure that programme participants’ and partners’ views and needs are met by making our MEL system as participatory as possible.

2. Support in all MEL activities, including the bi-annual outcome harvesting workshops, and assist the team to produce reports, change stories, learning outcomes, and donor reports and briefings.

  • Undertake regular visits to programme locations to support data collection by staff and partners, and identify improvements to current MEL and project practices.
  • Coordinate and co-facilitate bi-annual outcome harvesting workshops, and collate and upload outcomes into KWANTU.
  • Support the development and implementation of baseline studies and evaluations (internal and external), in close collaboration with the Sudan MEL Adviser and the Programme Support and Learning team in London.
  • Work closely with the MEL Advisor, Programme team and Grant manager to produce quarterly narrative reports for project donors and brief donors on progress.
  • Work closely with the Policy and Advocacy Coordinator to link programme results to our advocacy work
  • Work closely with the MEL Adviser, Sudan team and Communications Coordinator on the identification of case studies and lessons learned and contribute to the dissemination of those lessons and best practices within the Sudan programme and its partners, and across the organisation.

3. Strengthen the MEL capacity of Saferworld and partner staff.

  • With the MEL Adviser, identify training priorities of Saferworld and partner staff.
  • Support in organising and delivering training for staff and partners in MEL skills, including participatory approaches to MEL.
  • Support the development of MEL processes, tools and plans for staff and partners, working closely with the MEL Adviser.
  • Train programme staff and partners in using KWANTU.

4. Build and maintain effective relationships, ensuring regular liaison and information sharing with other parts of Saferworld;

  • Develop and maintain positive working relations and regular meetings with project partners
  • Represent Saferworld at external meetings and promote lessons learnt from Saferworld’s work.

 

Key working relationships

  • Saferworld Sudan MEL Adviser and programme team – coordinating and working with staff in Sudan to maintain the MEL system of the programme and ensure it is implemented effectively, in line with Saferworld’s Programming, Monitoring, Evaluation and Learning Guide (PMEL Guide).
  • Partner organisations and communities – working with partners to articulate the changes that it aims to bring about, and provide training and accompaniment as required, supporting partners with their MEL capacity
  • Policy, Advocacy and Communications Team (in Sudan and in London) – regularly engaging with the Advocacy and Communications colleagues, particularly following bi-annual outcome harvesting workshops, to identify change stories and lessons learned, and contribute to the dissemination of those lessons and best practices within the Sudan programme, with partners and other stakeholders, and across the organisation.
  • MEL Adviser to international programmes and Programme Support and Learning team – regularly engaging with for advice and support.
  • MEL Focal Points in the Africa region and across Saferworld – regularly communicating with other MEL leads in the Africa region and globally, to keep them informed of lessons learned from the Sudan programme, including lessons and best practice of MEL approaches.

 

Scope and accountability:

Decision making and limits of authority

  • The post holder is expected to coordinate the development and implementation of the Sudan’s programme’s MEL framework.

Financial resources

  • Shared responsibility for technical quality and accuracy of data collection and programme activity reporting
  • Shared responsibility for accuracy and regular updates to project results frameworks
  • Responsible for effective, regular, and accurate data entry into the KWANTU system
  • Shared responsibility for cross-regional and organisational information-sharing and lesson learning resources, training materials and programming guidelines.

 Minimum Qualification, Skills and Experience Required:

Knowledge, qualifications and experience

  • A degree in a relevant subject (e.g., peace/conflict studies, development, international relations), or equivalent professional experience.
  • Demonstrable experience in MEL methods and approaches, including of theories of change and using the logical framework approach, either in a MEL role or other (e.g. programme management), within the INGO/NGO sector
  • Proven experience in participatory approaches to MEL and programming, and planning/implementation of MEL systems - experience in outcome mapping and/or harvesting approaches would be a strong asset.
  • Proven experience of supporting staff and partners to implement MEL systems and processes in a way that reflects the principles of power-sharing and accompaniment.
  • Demonstrated experience of conducting trainings and workshops, ideally focused on MEL
  • Proven experience in information analysis and report writing.
  • Knowledge and understanding of peace, development and gender issues in Sudan.
  • MEL experience in areas such as peacebuilding and conflict prevention is an asset.
  • Experience in organisational learning or organisational development is an asset.

 

Skills and abilities

  • Excellent written and oral communication skills in Arabic, with good written and spoken English. Ability to write reports in English is essential.
  • Strong interpersonal skills and ability to develop and maintain positive relationships with a wide range of stakeholders, including partners, civil society actors, government bodies and international donors.
  • Skilled trainer and facilitator
  • Ability to work without close daily supervision, using own initiative and showing flexibility.
  • Ability to work in a non-partisan manner, sensitive to differences of ethnicity, religion and gender.
