 Background:

Job Summary:

Oversee the quality, timely procurement of materials, supplies, services and equipment, and other office administration support. Manage the logistics of relief and recovery commodities, including warehousing. Prepare operational documents and reports for senior management (e.g., pipeline analyses, daily and weekly warehouse status reports, dispatch plans, Commodity Status Reports, Recipient Status Reports, Loss Claims, etc.). Ensuring that the management of commodities at CRS warehouses and distribution sites falls within the guidelines set by the agency and donor organizations. Oversee fleet management and rental vehicles to ensure efficient, quality service. Collaborate with all departments within CRS to ensure that programming and operations units receive the procurement and logistical support they need to achieve their objectives. Meet with the programming team to fully understand the short- and long-term supply and material needs for projects. Train and mentor staff.

Therefore, the LogisticsManagerfunctions/operations is combined under the leadership of one Manager and is a key position. The positionshall oversight and coordinate Logistics and Administration function and Administration at West  Darfur to ensure growth with quality.

As a member of a program operations department, s/he shall encourage and positively reinforce open and continuous coordination and collaboration with the other departments within CRS.



 
 Duties and responsibilities:

  1. Procurement &Service Contracts

By supervising the Procurement Officers, the Logistics Managershall ensure that:--

  • Manage procurement team to ensure that suppliers of goods and services are selected in terms of least cost, quality and on time delivery.
  • Coordinate between the procurement departments in Zaling, Geneina and Khartoum as it pertains to Field office procurement. 
  • Ensure vendor database, including due diligence procedures for all vendors, is complete and up-to-date. 
  • Ensure that items and services are being delivered in a timely way, and facilitates communications with other units (programming and operations) in the case of delays or other obstacles.
  • Oversee adherence to CRS’ and donor procurement regulations.

 

  1. Warehouse Management:
  • Ensure the efficiency, accountability and transparency of the warehousing and commodity delivery operation of CRS projects in West and Central Darfur, in accordance with CRS and donor regulations, policies and procedures.
  • Provide competent management oversight of warehousing staff, including effective planning and monitoring, delegation and follow-up of assigned tasks, and excellence in reporting.
  • Make recommendations to supervisor, as needed, regarding warehouse needs in terms of space, security, staffing adjustments, etc.
  • Assist, as necessary and/or requested, with the importation of non-food commodities and other relief materials, including inland shipping and storage.
  • Assist partners, as required, with the setup and operation of warehouses.
  • Ensure proper storage and handling of commodities in the warehouse according to generally accepted commodity accounting principles, as well as CRS and donor policies and procedures. Ensure warehouse cleanliness.
  • Develop and/or ensure the use of effective and efficient commodity management and tracking systems as required or requested. Review systems regularly and revise as necessary. 
  • Setup a viable and rational document filing system. Provide for the security of commodity management documents and files.
  • Facilitate &coordination with Logistics Officer and theto ensure the proper delivery of commodities to project field locations.
  • Encourage and positively reinforce open communication between the supply chain team and other units, including coordinate with programming staff on dispatch plans. Deliver in an efficient and timely manner the correct quantities of relief supplies to the correct locations.
  • Assist with preparation of year-end reports for submission to the CP Management and donor.
  • Provide information on gifts-in-kind received to the Finance team.
  • Ensure proper management of contracts related to warehouse management.
  • Regularly monitor warehouse operations and Logistic officer to identify and implement improvements.

 

  1. Travel & Vehicle operations

By supervising the fleet Officer, LogisticsManager shall ensure that:--

  • Program travels by air (on UNHAS/WFP or commercial flights) are organized in coordination with all interested parties
  • Program travels by road are organized and performed, in coordination with staffs, and the owner/drivers of the rent vehicles, and any other interested parties
  • Vehicle uses are reported, according to CRS and donors procedures and regulations
  • Required travel authorizations are timely processed, and security escorts organized, as needed/required, according to CRS Staff Safety and Security policies

 

  1. Administration

By supervising the administration officer, the Logistics Manager shall ensure that:--

  • All offices, sub-offices and guesthouses rent agreements are monitored and renewed, as needed for program activities
  • All offices, sub-offices and guesthouses as well as all properties assigned to office/guesthouse locations are maintained in permanent functioning conditions
  • All utilities (water, electricity, telephone, internet connections) are provided without interruption and/or as needed
  • All program equipment (generators, furniture, computer items, and any other equipment) are maintained/repaired, and kept at an effective working condition.

 

Supervisory Responsibilities:

The LogisticsManager will supervise the following officers:

  • Administrative Officer
  • Procurement Officers
  • Fleet Officer
  • Logistics Officer

 Minimum Qualification, Skills and Experience Required:

  • University degree in international development, general management, finance, business, or other relevant field, or significant training in supply chain management,
  • Minimum (5) five-year experience with an international NGO or UN agency in a similar capacity,
  • Proven ability to work under pressure and to meet deadlines,
  • Excellent understanding of and experience in logistics and supply chain management,
  • Creative problem solver; flexible nature; excellent sense of judgment,
  • Ability to work simultaneously on multiple tasks,
  • Willingness and ability to work effectively with a wide variety of people in challenging conditions,
  • Ability to work as part of a team and coordinate closely with project personnel,
  • Experience training and supervising staff,
  • Fluent English,
  • Computer literate (good knowledge of MS Word, MS Excel, MS Outlook and MS PowerPoint; working knowledge of MS Access a plus).

 

Physical Requirements/Environment:

  • The position is based in El Geneina, West Darfur. It requires approximately 25 percent travel to the sub-offices in Habila, FBR ,Mornei,areas with limited amenities.
