 Background:

DT Global (DTG) is an implementing partner for USAID Project – Toward Enduring Peace in Sudan (TEPS).



 
 Duties and responsibilities:

The Regional program Director for Kassala and Blue Nile is responsible the Kassala and Blue Nile program activities as well as for the overall management of the Kassala and Blue Nile field offices. Responsibilities include but are not limited to the following:-

  • Manage the Program and Operations Staff for multiple field office(s);
  • Communicate and coordinate with the Khartoum based Area Experts, Grants Manager, Operations Manager, and Finance Manager as needed in order to deliver grant activities and programmatic outputs that support the overall program objectives;
  • Provide mentorship and guidance to all Regional Team Leads and fill in when there is a need any of the regional offices;
  • Manage all programmatic outputs from programs including Grants Under Contract (GUC);
  • Transition Activity Pool Short Term Technical Assistance (TAP STTA), Direct Distribution of Goods and Services (DDGS), sub-contracts and others as needed;
  • Develop regional strategies, coordinate and scale up activities, and develop a set of best practices
  • Develop work plans; prepare programmatic and operational financial projections for the field office in close collaboration with the BNS and Khartoum staff as needed;
  • Foster relationships with viable local grantees, local contractors, local technical consultants, and other potential local program implementers
  • Ensure that procurement, finance, logistics, and programmatic aspects of each activity is being implemented on time, in accordance with the specifications of the approved activity, and in compliance with USAID rules & regulations;
  • Oversee all aspects of each grant throughout the "activity cycle" to maintain quality; supervise preparation of all sub-grant documents; ensure completion of project budgeting and contracts which adhere to TEPS rules and regulations;
  • Ensure that all activities are entered in the grants database and regularly updated;
  • Collaborate with Program and Grants Manager, COP, Grants Specialist and others to develop, monitor, evaluate and recommend performance measures for regional and individual activities, including contractors and grantees;
  • Develop and maintain collaborative relationships with OTCM, local grantees, local government authorities, local contractors, international NGOs, donors, and other key stakeholders;
  • Support border program in close coordination with international initiatives such as Sudan South Sudan Dialogue Group (SSSDG) and AU when needed;

 
 Minimum Qualification, Skills and Experience Required:

The Regional Program Director must be an individual with sound judgment, good communication and team working skills, strong financial management skills, and good experience with international organizations, including compliance issues. In addition, the individual must meet the following minimum qualifications:-

  • A Bachelor’s degree or higher in a relevant field is required; Master degree preferred.
  • Have a minimum of ten (10) years professional experience (including at least one to two years of supervisory experience) working in complex, insecure, and challenging field operational contexts;
  • Have prior experience demonstrating the skills required to fulfill the full range of responsibilities outlined above for the RPD ; it is highly desirable that the RPD has prior work experience with DT Global, on OTI/OTCM programs and can demonstrate fluency with OTI/OTCM culture and approach to a collaborative program development and implementation approach;
  • Have demonstrable prior working experience on donor-funded programs; it is highly desirable that this include experience post-conflict/post political crisis transition programming;
