 Background:

The Procurement Assistant is responsible for implementing Care procurement policy and donors requirements. S/he is responsible for procurement activities to ensure cost-efficiency, promptness, acceptable quality and integrity of policies and procedures.  Also, ensure prompt and efficient dispatch of procured items to various locations in country office and especially South Darfur office with traveling in fields offices when required.
The Procurement Assistant supervises day-to-day Procurement activities of Port Sudan Office. S/he provides Procurement support to program and program-support staffs which includes, procurement transactions, vendor related awareness and data information for registration and ensure applicable requirement are in place and documentation as requested. 



 
 Duties and responsibilities:

Responsibilities  Tasks
1. Ensure procurement Policies and donor requirements, regulations and procedures are in place and followed

 - Ensure that the procurement policy is in place, and accessible for others in other feild Offices and updated whenever needed.
- Ensure that donor policies and requirements for procurement, if available, are in place for each donor.
- Ensure all procurement activities are compliant with donor and CIS policies and regulations.
- Ensure all procurement documents and processes are properly approved as per the AVL and ASF.
- Work closely with the Head of Program & Operation, Program Manager and technically CO operation Director to ensure the availability of all procurement policies and procedures.
- Work closely with the PM &HoP&O to ensure donor specific guidelines are followed and implemented in procurement
2. Procurement Services -

 Ensure the All Vender list  is documented and all the procedures are followed.
- Assist in the preparation and dissemination of documents and information on procurement as per needs of Field-office.
- Ensure that all purchase requests are timely processed and materials are procured as per procurement policy and distributed in an appropriate and timely manner.
- Ensure that the necessary filing and inventory systems are well organized.
- Ensure day-to-day procurement support as necessary.
- Compile and prepare quarterly purchase request.
- Prepare PO as per the office needs.
- Ensure procurement policies were followed and all the documents were prepared accordingly.
- Monitor the vendor’s performance and maintain reporting tools on vendor’s performance on quarterly basis.
3. International staffs’ residence. 

- Maintain lease agreements and lease agreements file and provide regular reporting on them. 
- Monitor contract’s expiry dates and renewal / termination
- Ensure all appropriate action for office opening and closing as per administrative policy.
1. Maintain and Monitor Consultant contract and payment - Ensure policies are followed for hiring of local consultant, in South Darfur field offices.
- Maintain and follow consultants’ payments.
2. Documentation, reporting and filing. - Ensure proper filing of all PRs, POs and purchase related documents.
- Ensure proper filing of all lease agreements for Khartoum and field offices.
- Ensure proper filing for consultancy contracts and documentation.
- Compile all procurement plans received from departments/projects/field offices.
- Maintain procurement forecast report. 
3. Training and support

 - In coordination with the Program Managers & operation Director, Provide training and orientation, for CIS employees on the procurement policies and procedures.
- In coordination with the Program Managers provide procurement support to Khartoum and field offices.
4. FIXED FOR ALL STAFF

 - Contribute to the Success of CIS Partnership Approach (5% time)
- Participate in the selection of qualified Partners.
- Support partner on procurement/logistics related issues. 
- Communicate regularly on partnering challenges and lesson learned.
5. FIXED FOR ALL STAFF

- Uphold CARE Values and contribute to CIS shared priorities(5% time)
- Be aware of the CIS Safety and Security Management Plan (SSMP) and comply with it at all times.
- Be aware of CARE’s commitments to Gender and Diversity, and strive to uphold them.

- Other priority tasks as required by management, for overall benefit of CIS.

. Contacts and Key Relationships:
Internal: Administration dept. of Head/Sub/ Field Offices and other departments of program 
And program support
External: Government officials, Customs officers, Land lords, Service providers, Vendors, etc.


 
 Minimum Qualification, Skills and Experience Required:

Required Qualification and Competencies: 
Education:  BSc in, Administration, Economics or Accounting or similar position in an international organization. 
Experience: 3 years’ experience along with the qualification certificate. 
Language: Excellent communication in Arabic and Fluent in English
Computer: Word processing, Spreadsheet, familiar with internet are essential. 
Others: Ability to work in a team environment; Good interpersonal skills; Proactive in
Problem solving
