CASHIER / FINANCE ASSISTANT

 Background:

The Federal Ministry of Health (FMOH) in the Republic of Sudan is implementing a strong Health System Strengthening programme through one of its Directorate Generals, particularly the Directorate General of International Health (DGIH) under which is placed the Program Management Unit (PMU) for GAVI grants. The DGIH is responsible for coordinating with donors, government, and non-government agencies in their contribution for developing the national HSS strategy as well as related operational plans. It is also responsible of resource mobilization, implementation, and monitoring and evaluation of all grants funded by Gavi.

Currently, the PMU is responsible of managing the New Funding Mechanism of the HSS programs in the frame of the new HSS3 grant. 

FMoH/DGIH through Qurtoba is looking for competent employees to work at its Program Management Unit to ensure smooth implementation of GAVI grants. 

The whole recruitment process will be managed by Qurtoba HR services , established in Sudan.

  • SPECIFIC ROLE

Assist accountants in preparation of various payment and make follow up with the Fiscal agent (FA) and other authorized positions during review and approval process. S/he is also responsible of Petty cash management which allows the PMU to quickly access funds to make quick purchases or respond to minor emergencies. 



 
 Duties and responsibilities:

Under the supervision of the Finance Manager, he/she is responsible for: 

 

Finance / Accounting

 

  • Assists the accountants in the preparation of Cheques/Payment orders and get them approved by the concerned authories (including Fiscal Agent) and hands on the signed cheques to beneficiaries ;
  • Makes follow up with the Fiscal agent and other concerned authorities of payment requests during review and approval process;
  • Scanning all the supporting documents related to payment requests after final approval; 
  • Assists the accountant in maintaining an accessible filling system of all supporting documents;
  • Helping the accountants during annual audit works as well as other external assurance providers in their reviews.

 

Petty cash management

 

  • In charge of the management of Petty cash in compliance with the ceiling of cash, the maximum expenditure to be made and the replenishment threshold;
  • Ensure the correct and regular maintenance of the cash register fog whose balances are verified at the end of every day;
  • Ensure: (a) the control of the eligibility of expenditure to be paid with petty cash, its correct justification and completeness of supporting documents; (b) the accuracy of the cash at all times; (c) the preparation of cash replenishments and withdrawals from the bank; (d) the establishment of monthly orders under the control of the Finance Manager;
  • Keep the cash register fog whose balances are verified at the end of each day.

 

  • INTERNAL AND EXTERNAL CONTACT
  • Works with his/her supervisor and Fiscal Agent and other FMoH authorities during payment request approval process;
  • Working with accountants in their day-to-day work.

 


 
 Minimum Qualification, Skills and Experience Required:

  • EDUCATION
  • Minimum bachelor’s degree in business administration, Finance/Accounting from a well-recognized institution;
    • EXPERIENCE
  • At least 2 years of experience in a similar position or accountant, cashier / finance assistant;
  • Basic knowledge of any accounting software and good accounting practices. The basic knowledge of Tally software would be an advantage;
  • Excellent knowledge and experience in budget management and project management.
  • Proficiency in Microsoft Office Publisher, Word, PowerPoint, Excel and Outlook.
  • LANGUAGES
  • Fluency in both written and spoken English and Arabic is required.
