ACCOUNTANT

 Background:

The Federal Ministry of Health (FMOH) in the Republic of Sudan is implementing a strong Health System Strengthening programme through one of its Directorate Generals, particularly the Directorate General of International Health (DGIH) under which is placed the Program Management Unit (PMU) for GAVI grants. The DGIH is responsible for coordinating with donors, government, and non-government agencies in their contribution for developing the national HSS strategy as well as related operational plans. It is also responsible of resource mobilization, implementation, and monitoring and evaluation of all grants funded by Gavi.

Currently, the PMU is responsible of managing the New Funding Mechanism of the HSS programs in the frame of the new HSS3 grant. 

FMoH/DGIH through Qurtoba is looking for competent employees to work at its Program Management Unit to ensure smooth implementation of GAVI grants. 

The whole recruitment process will be managed by Qurtoba HR services , established in Sudan.

  • SPECIFIC ROLE

Reviews financial transactions, identify appropriate accounting treatment, prepares cheques and payment orders for eligible expenditures, and perform bank monthly reconciliations. Responsible of advance liquidation at PMU and IU level and contribute to the preparation of financial reports and documents archiving. This might also include the preparation of books, and relevant journal entries, using TALLY software. 



 
 Duties and responsibilities:

Under the supervision of the Senior Accountant is responsible for: 

 

  • Proper control of the supporting documents for payments and financial reports for GAVI
  • Preparation of all types of payment requests, disbursement sheets for FMOH PMU and implementing unit along with supporting documents; 
  • Reviews the accounting transactions to ensure accuracy and appropriate accounting treatment and ensures the data is entered into the system.
  • Prepares the cheques and get them approved from the concerned authority and hands on the approved cheques to the project beneficiaries.
  • Prepare and maintain weekly, monthly quarterly advances and financial reports and keep a track of all funds released by the PMU to various implementing units. 
  • Prepare necessary documentation for quarterly advances and their liquidation and settlement in line with the PMU standard financial procedures.
  • Maintain an accessible filing system in the project relating to finance.
  • Maintenance of the internal expenditures control system which ensures that payment requests processed are matched and completed, transactions are correctly recorded and posted in Tally system; travel claims and other entitlements are duly processed.
  • Participates in the supervisory visits to implementing units at federal and states to ensure smooth and timely implementation of project activities as per financial regulations.
  • Preparation and Filing Tax Returns.
  • Helping auditors in the Annual Audit and assist other external assurance providers in their reviews.
  • Assist the Senior Accountant in preparation of financial statements ;
  • Undertakes any other programme related tasks as assigned by the supervisor.

 

  • INTERNAL AND EXTERNAL CONTACT
  • Works with his/her supervisor and other senior staff for proper grants implementation;
  • Contact with IUs to provide accounting oversight to ensure that there are no inconsistencies in their record keeping as well as proper monitoring of advance liquidation.

 


 
 Minimum Qualification, Skills and Experience Required:

  • EXPERIENCE
  • At least 4 years of experience in Accounting, Management based on the standards of International Financial Institutions or with FMoH/Sudan;
  • Excellent knowledge of any accounting software and good accounting practices. The knowledge of Tally software would be an advantage;
  • In-depth knowledge of Accounting and Financial procedures, including the practical knowledge of National Accounting Standards, Tax Legislation of the Republic of Sudan;
  • Excellent knowledge and experience in budget management and project management.
  • Proficiency in Microsoft Office Publisher, Word, PowerPoint, Excel and Outlook.
  • LANGUAGES
  • Fluency in both written and spoken English and Arabic is required.
