 Background:

The Federal Ministry of Health (FMOH) in the Republic of Sudan is implementing a strong Health System Strengthening programme through one of its Directorate Generals, particularly the Directorate General of International Health (DGIH) under which is placed the Program Management Unit (PMU) for GAVI grants. The DGIH is responsible for coordinating with donors, government, and non-government agencies in their contribution for developing the national HSS strategy as well as related operational plans. It is also responsible of resource mobilization, implementation, and monitoring and evaluation of all grants funded by Gavi.

Currently, the PMU is responsible of managing the New Funding Mechanism of the HSS programs in the frame of the new HSS3 grant. 

FMoH/DGIH through Qurtoba is looking for competent employees to work at its Program Management Unit to ensure smooth implementation of GAVI grants. 

The whole recruitment process will be managed by Qurtoba HR services , established in Sudan.

  • SPECIFIC ROLE

Ensure Implementation of all activities for Gavi grants / envelops under the supervision of Program and M&E Manager, ensuring that the expected targets are achieved, within the prescribed timeframe.

Mentor and evaluate the laid down plan for the PMU Implementing Units (IUs) and prepare reports coupled with indicators on the progress rate of the plan execution together with reporting the constraints and challenges that face the execution. He/she assists in the rectification of deviations and facilitation of difficulties overcoming. 



 
 Duties and responsibilities:

The Monitoring and Evaluation (M&E) Officer will be responsible for the design, coordination and implementation of the monitoring and evaluation, research, and learning framework of GAVI projects. He/she will develop a systematic monitoring framework to improve the performance and absorption capacity. 

He/she will also provide technical assistance to the implementing units, particularly in relation to monitoring, reporting and evaluation issues:

  • Assist IUs in managing programme area contracts, budgets, and deliverables.
  • Ensure program effectiveness and achievement of results;
  • Maintaining regular contact with Programme counterparts and key stakeholders;
  • Teamwork: Promoting cross-unit teamwork, building consensus within the PMU and with IUs on key challenges and solutions to address them;
  • Oversight and coordination of audits and follow up on audit recommendations in a prompt manner;
  • Ensure that key risks are identified, communicated with partners, regularly monitored, and tracked, and risk mitigation measures are implemented when needed.
  • Update the Gavi country portal regularly and time manner with agreed indicators;
  • Provides technical support on M&E and programmatic aspects to IUs.
  • Monitors, evaluates, and follows up the donors laid down plan for the HSS3 and others grants;
  • Prepares and submits regular reports coupled with indicators about the progress rate of GAVI grants plan execution.
  • Trains the concerned parties on M&E.
  • Participates in the review, refinement, and implementation of GAVI grants performance management plan.
  • Works with the implementing units to review and adjust their work plans according to implementation reviews.
  • Establishes and tracks performance indicators baselines and targets.
  • Develops scopes of work and supervises short term assistance as requested.
  • Conducts systematic monitoring, collection, analysis, compilation and dissemination of strategic information and data in the form of prescribed reports.

 

  • INTERNAL AND EXTERNAL CONTACT
  • Works with his/her supervisor and the Program Officer to coordinate interfacing activities and exchange information and/or discuss and analyse reports;
  • Have a regular meeting with IUs for motoring the progress of Gavi grants. 
  • Collaborates and works with all project departments to inquire, or/and exchange data or/and discuss common issues of concern.
  • Contact with contracts implementing partners to explain the scope of their role and give answers to any queries.

 
 Minimum Qualification, Skills and Experience Required:

  • EDUCATION

Advanced university degree in in statistics, demographics, public health, international development, economics, or related field. Advanced certificate in M&E, statistics or economics preferred. Training in data analysis and management, infectious disease epidemiology, and research and health system .

  • EXPERIENCE
  • Minimum of three (3) years of professional experience in an M&E position responsible for implementing M&E activities of international development projects in health sector.
  • Experience in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans.
  • Knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies.
  • Experience in developing and refining data collection tools.
  • Experience with data quality assessments and oversight.
  • Experience in managing and providing training to partners and target beneficiaries.
  • Ability to facilitate and serve as project liaison for externally-managed evaluations.
  • LANGUAGES
  • Fluency in both written and spoken English and Arabic is required.
