 Background:

The Federal Ministry of Health (FMOH) in the Republic of Sudan is implementing a strong Health System Strengthening programme through one of its Directorate Generals, particularly the Directorate General of International Health (DGIH) under which is placed the Program Management Unit (PMU) for GAVI grants. The DGIH is responsible for coordinating with donors, government, and non-government agencies in their contribution for developing the national HSS strategy as well as related operational plans. It is also responsible of resource mobilization, implementation, and monitoring and evaluation of all grants funded by Gavi.

Currently, the PMU is responsible of managing the New Funding Mechanism of the HSS programs in the frame of the new HSS3 grant. 

FMoH/DGIH through Qurtoba is looking for competent employees to work at its Program Management Unit to ensure smooth implementation of GAVI grants. 

The whole recruitment process will be managed by Qurtoba HR services , established in Sudan.

  • SPECIFIC ROLE

The Logistics and Asset Management Officer is responsible for planning, tracking, and managing the GAVI PMU assets in a sustainable and cost-effective management.



 
 Duties and responsibilities:

Under the supervision of the Admin and Operations Manager, he/she is responsible for: 

 

Logistic, Asset Management and Custom clearance:

  • Support the development of procurement and logistic plans
  • Provides technical and operational support to the relevant entities and team members involved in logistics. 
  • Support the annual physical inventory, physical verification and reconciliation of Capital assets.
  • Exercises an internal control and checks to ensure completeness and accuracy of assets records in TALLY.
  • Ensures that all residual obligations, such as warranties, guarantees and after sales services and support are clearly defined in terms of responsibility, liability, procedures and timeframes.
  • Coordinate with related entities the storage and distribution of goods.
  • Ensures the right products are delivered to the right location on time at a good cost.
  • Manage contracts for transport and other logistics purposes where necessary.
  • Ensures timely transmission of logistics monitoring information, stock levels and distribution status to the PMU management and teams.
  • Participates in field –level planning formulation in the area of logistics.
  • Participates in program planning and advising on logistics considerations.
  • Take initiative in management improvement for the logistic function.
  • Undertakes all arrangements for clearance of shipments and transportation to destinations.
  • Undertakes any other tasks as assigned to him by the supervisor and that are within the scope work.
  • Filed trip to the port of entries to accomplish clearance and transportation of procured goods
  • Ensure administrative requirements are met toward customs and any other local authority when transporting goods/staff.
  • Coordinate with UNICEF as procurement agent offering procurement of goods and services through cost sharing agreements.
  • Identify & settle warehouses/storage space based on needs.
  • Ensure goods transportation means are secured as per needs.
  • Coordinate & follow-up deliveries & liaise efficiently with suppliers for problem solving.
  • Maintain a regular information across teams about stock levels & expected lead-times.
  • Manage periodic inventories, stock clearance and investigations over discrepancies.

 

Drivers and Fuel management:

  • Deploy efficient transportation means across PMU departments
  • Anticipate vehicles needs and liaise with Admin & Operations Manager and Finance Manager to anticipate budgets accordingly.
  • Organize regular drivers training and refreshers.
  • Manage fuel supply; anticipate & mitigate fuel supply risks, including quality requirements.
  • Anticipate vehicles needs and liaise with (Deputy) Country Director & Country Finance Manager to anticipate budgets accordingly.
  • Maintain efficient monthly, weekly & daily planning & movements follow-up tools.
  • Identify reliable external transportation companies to contract with if needed.
  • Control & optimize fleet costs.
  • Coordinate an efficient maintenance framework across the country (in terms of operations as well as in terms of costs).
  • Ensure administrative requirements are met toward customs and any other local authority when transporting goods/staff.
  • Organize regular drivers training and refreshers.
  • To ensure that all vehicles are ensured and comply with all local tax regulations.

 

  • INTERNAL AND EXTERNAL CONTACT
  • Works with his/her supervisor and other department in day-to-day transport matters;
  • Contact with Insurance companies and Tax authorities to ensure compliance with tax obligations and compliance.

 
 Minimum Qualification, Skills and Experience Required:

  • EDUCATION
  • Minimum Bachelor’s degree in Business Administration or related field;
  • Professional certification in procurement, Asset Management or Custom clearance would be an added value.
  • EXPERIENCE
  • 5+ years of relevant experience and progressive responsibility in Logistic and Asset management at mid-level of donors funded projects or public institutions;
  • Experience in similar position on GAVI projects, preferred
  • Knowledge of FMoH procurement regulations, preferred.
  • Ability to respond effectively to time sensitive demands & inquiries
  • Demonstrated exceptional customer relations (both internally & externally)
  • Excellent organizational skills with a willingness to take initiative and be proactive
  • Strong English writing and speaking skills required
  • Proficiency in Microsoft Office Publisher, Word, PowerPoint, Excel and Outlook.
  • LANGUAGES
  • Fluency in both written and spoken English and Arabic is required.
