 Background:

The Federal Ministry of Health (FMOH) in the Republic of Sudan is implementing a strong Health System Strengthening programme through one of its Directorate Generals, particularly the Directorate General of International Health (DGIH) under which is placed the Program Management Unit (PMU) for GAVI grants. The DGIH is responsible for coordinating with donors, government, and non-government agencies in their contribution for developing the national HSS strategy as well as related operational plans. It is also responsible of resource mobilization, implementation, and monitoring and evaluation of all grants funded by Gavi.

Currently, the PMU is responsible of managing the New Funding Mechanism of the HSS programs in the frame of the new HSS3 grant. 

FMoH/DGIH through Qurtoba is looking for competent employees to work at its Program Management Unit to ensure smooth implementation of GAVI grants. 

The whole recruitment process will be managed by Qurtoba HR services , established in Sudan.

  • SPECIFIC ROLE

The overall area of responsibility is to ensure that PMU-GAVI achieves best practice in terms of complying with current Sudan accounting, tax, and legal reporting obligations. In this role the Senior Accountant will hold day-to-day operating responsibilities for compliant reporting at PMU/FMoH level, sound and robust financial procedures and handle of external and internal audits. In addition, the Senior Accountant would act as overall coordinator and first-line advisor on the PUM finance and accounting related matters.



 
 Duties and responsibilities:

Under the supervision of the Finance Manager, the Senior Accountant is responsible for: 

  • Coordinate all matters of accounting and reporting, and accounting software, in accordance with the GAVI Projects Grant Agreements and other fundamental financial management and disbursement documents.
  • Participate in the planning of the annual and quarterly budgets of GAVI projects, as well as prepare detailed cost estimates for the entire range of the budget and participate in the preparation of work plans for each component of the Project, including IUs.
  • Participate in the preparation and undertake relevant Financial Management activities related to GAVI grants by: (i) verifying financial reporting of all GAVI grants; and (ii) monitoring their execution in accordance with the agreed requirements.
  • Preparation and implementation of the chart of accounts in accounting software, in accordance with the reporting requirements of GAVI and the FMoH, as well as proposing changes to the chart of accounts if needed.
  • Regularly checking/preparing accounting books (cash book, bank book, general ledger, etc.) from the software and maintaining relevant accounting records.
  • Preparation of information necessary for generation of quarterly financial reports from software, in accordance with the planned schedule and the requirements of GAVI (according to the approved formats).
  • Preparation of internal monthly accounting reports.
  • Confirmation of accounting entries that are entered on a daily basis in accounting software.
  • Organization of project assets inventory at reasonable intervals (at least annually) and preparation of reports on surpluses and shortages of physical assets in comparison with the records made in General Ledger and in accounting software.
  • Make payments for eligible project expenditures and prepare payment orders and timely make payments from the Designated Account to the Suppliers in accordance with the contract terms.
  • Prepare all necessary documentation (Withdrawal Applications, Statement Of Expenditures, summary sheets, etc.) for submission to GAVI, timely request replenishment/recovery of the Designated Account.
  • Conduct regular reconciliations of bank account balances against project financing accounts, as well as Client Connection System of the World Bank. Conduct regular revaluation of foreign currency on undisbursed balances of project funds.
  • Prepare draft Annual Financial Reporting to be checked and audited and collaborate with auditors with respect to annual financial audit of GAVI projects.
  • Follow up on audit recommendations and observations.
  • Preparation and submission of quarterly reports to GAVI within the terms and in the manner specified in framework agreements.
  • Maintaining a register of fixed assets for equipment purchased from project funds.
  • Submit timely reports to government bodies on all issues related to the implementation of GAVI Projects.
  • Synthesis of lessons learned and best practices in Finance/Accounting.
  • Sound contributions to knowledge networks and communities of practice.
  • Undertakes any other programme related tasks as assigned by the supervisor.
  • Organization of trainings for the Gavi staff on Finance.
  • Conducting on job training to accountants/finance staff at IU and state level when needed.

 

  • INTERNAL AND EXTERNAL CONTACT
  • Works with his/her supervisor and other Head of units (Admin & Operations and Program and M&E) for proper grants implementation;
  • Contact with IUs to oversee implementation and administration of grants and provide high quality managerial oversight, technical and strategic leadership for the achievement of results.

 
 Minimum Qualification, Skills and Experience Required:

  • EDUCATION
  • Master’s Degree (preferably in Business Administration, Finance/Accounting) from a well-recognized institution;
  • Preferably, recognition by a relevant professional accounting body (e.g., CPA, ACCA, etc…)
  • EXPERIENCE
  • At least 5 years of supervisory experience, including accounting staff management experience and abilities that are conducive to a learning environment.
  • Exceptional financial/Accounting management experience, preferably managing complex public health sector activities involving coordination with multiple stakeholders
  • Demonstrated experience in developing and managing relationships with donors and governments
  • Excellent interpersonal, oral and written communication skills
  • Familiarity with GAVI response processes and procedures preferred
  • Technical knowledge of health delivery systems in the public sector is strongly preferred
  • Proven track record of successful program management, including management of multi-activity projects, complicated logistics and large budgets, as well as health products & medical commodities.
  • Ability to write well with attention to detail in order to compose reports, presentations, and emails in an organized, logical, and concise manner, conveying complex compliance requirements and explaining nuances;
  • Excellent knowledge and experience in budget management and project management.
  • Proficiency in Microsoft Office Publisher, Word, PowerPoint, Excel and Outlook.
  • LANGUAGES
  • Fluency in both written and spoken English and Arabic is required.
