 Background:

The Federal Ministry of Health (FMOH) in the Republic of Sudan is implementing a strong Health System Strengthening programme through one of its Directorate Generals, particularly the Directorate General of International Health (DGIH) under which is placed the Program Management Unit (PMU) for GAVI grants. The DGIH is responsible for coordinating with donors, government, and non-government agencies in their contribution for developing the national HSS strategy as well as related operational plans. It is also responsible of resource mobilization, implementation, and monitoring and evaluation of all grants funded by Gavi.

Currently, the PMU is responsible of managing the New Funding Mechanism of the HSS programs in the frame of the new HSS3 grant. 

FMoH/DGIH through Qurtoba is looking for competent employees to work at its Program Management Unit to ensure smooth implementation of GAVI grants. 

The whole recruitment process will be managed by Qurtoba; HR services , established in Sudan.

  1. SPECIFIC ROLE

Under the supervision of the Director General of International Health and with close collaboration with the GAVI Country Team, the PMU Manager will be responsible for the coordination of all the activities of the PMU, to provide oversight of the implementation of all GAVI grants, ensuring compliance with the Terms and Conditions of the Agreement and specifically with respect to the Work plans and budgets, Reporting Schedules, Procurement and Supply Chain management Plan, Performance Management Framework and and Monitoring and Evaluation Plans.

The PMU Manager will also coordinate the management of the MoUs and workplans signed with Implementing Units (IUs) and other implementing partners, ensuring compliance with the financial management, project implementation and reporting systems and protocols established for management of projects including all M&E, fiscal and logistics and supply chain management information systems.

The PMU Manager is the lead person in providing high quality technical guidance to programme implementation team, coordinating the delivery of high quality, innovative, cost-effective immunization programmes in the Republic of Sudan, both in emergency as well as long-term development, resulting in immediate and lasting change for children and other population in need.



 
 Duties and responsibilities:

PMU manager is responsible for: 

  • Ensure Projects efficiency, effectiveness, and vaccination coverage in the frame of grant managed under PMU are enhanced through effective implementation and monitoring;
  • Ensure that the project interventions are implemented according to internal FMoH and donor regulations with an overall review by the Program and M&E Manager;
  • Develop program management tools, work plans, procurement plans, spending plans, staffing plans that should be updated regularly.
  • Participate in grant opening, midterm review and grant closing meetings for all grants and ensure that the same process is implemented in the field (where applicable)
  • Support partners staff in use of grant management tools such as the budget tracking tools, activity progress monitoring tools, procurement, and disbursement plans, etc.
  • Ensure that assigned budgets are spent according to plan and as per contractual agreements 
  • Coordinate the development of goal setting plans for project staff based on performance reviews in collaboration with the Admin & Operations Manager and contribute to the training of health staffs (mentoring, on-the-job sessions as well as formal trainings).
  • Ensure that the stated goals and objectives of the GAVI project are overseen and met by strong monitoring, and evaluation follow up, and written reports are submitted to concerned bodies promptly.
  • Conduct monthly review of all projects epidemiological and procurement data including appropriate analysis and develop monthly reports.
  • Conduct quarterly program performance reviews for the projects collaboratively with the health program and FMoH teams, stakeholders, and partners to ensure adaptive programing.
  • Conduct regular project review meetings, incorporating both qualitative and quantitative data, with field-based staff to assess the level of achievement of project targets for the assigned partners.
  • Monitor program implementation against work plans and overall project objectives, documenting progress and achievements, providing analysis and adapt program strategy and implementation accordingly
  • Ensure effective and high-quality reporting, monitoring and evaluation systems for internal and external use, capturing best practices to support program decision-making.
  • Conduct monthly visits to the program implementation sites in the field to strengthen activity implementation and offer guidance to the program teams.
  • Represent FMoH/GAVI CT to local communities, relevant Technical Working Groups (TWGs), government departments, international agencies, UN Agencies, local partners, and donors as required.
  • Attend relevant meetings and prepare meeting notes as required and share these with all concerned. 
  1. INTERNAL AND EXTERNAL CONTACT

 

  • He will work closely with GAVI Country Team, and will collaborate with the Director General of International Health and other Directorates at FMoH on operational activities as well as PMU Heads of units (Finance, Admin & Operations and Program and M&E) for proper grants implementation;
  • Represent FMoH/GAVI CT to local communities, relevant Technical Working Groups (TWGs), government departments, international agencies, UN Agencies, local partners, and donors as required.
  • Attend relevant meetings and prepare meeting notes as required and share these with all concerned.

 
 Minimum Qualification, Skills and Experience Required:

  1. EDUCATION

Advanced university degree in Medicine, Health, Public Health, Nursing, or a field relevant to international development assistance in Immunization, RMNCAH, Child Survival and Health Care; Background/familiarity with Emergency is a plus. Experience leading immunization strategies (Routine Immunization, SIAs), Vaccine Preventable Disease Surveillance is an added advantage.

  • EXPERIENCE
  • Minimum of 10 years professional experience in some combination of project management, and provision of technical assistance in health action,
  • Experience in project management, technical tools and materials development and monitoring and evaluation is highly desired.
  • Demonstrated Skills and Competencies: Demonstrated expertise in working with donors, project design, proposal development, and monitoring and evaluation, with the ability to turn concepts and strategy into measurable action. Able to work with remote, multi-cultural and multi-disciplinary teams.
  • Communicate effectively and clearly, has strong interpersonal verbal and written communication skills and ability to facilitate collaboration.
  • Comfortable in a high-visibility, individual contributor role with the ability to work cross-functionally and with all levels of the organization.
  • Proficiency in Microsoft Office Publisher, Word, PowerPoint, Excel and Outlook.

 

  • LANGUAGES
  • Fluency in both written and spoken English and Arabic is required.
