MEAL Specialist

 Background:

The MEAL Specialist primary responsibility is to lead the establishment of a Monitoring, Evaluation and Learning system in IAS Sudan.  The MEAL Specialist is coordinate M&E activities, build capacity of IAS in M&E and its implementing partners.

 

 



 
 Duties and responsibilities:

Strategic Planning

  • Lead the process of conducting assessments to inform design of the country strategic plan.
  • Participate in formulating the strategic plan and ensure that there is a mechanism to track implementation of the strategic plan

 

Reporting

  • Generate information on project/program performance that forms a clear basis for decision making and project/program management.
  • Ensure greater accountability to all stakeholders on the use of resources that entrusted to the organization.
  • Participate in writing project progress reports.
  • Document lessons learnt and ensure that these are disseminated to various stakeholders.

 

Project development and proposal writing

  • Participate in the elaboration of project proposals and ensure that projects, indicators, are clear, coherent, and measurable.

 

Monitoring, Evaluation, and learning

  • Lead the process to establish an effective monitoring, evaluation and learning system is in place.
  • Promotion of institutional learning and knowledge sharing so that the knowledge and experiences contribute to continuous improvement of program quality and program development for children as a whole.
  • Conduct quarterly project M&E visits and submit monitoring reports clearly showing projects progress.
  • Review ToRs for project evaluations and participate reviewing in quotations from consultants.
  • Review and sign off project evaluation reports 

 

Capacity Building of local partners

  • Build capacity of IAS staff in MEAL.
  • Build capacity of IAS partner organisations in MEAL.

 

Networking

  • On request from the PM, attend collaboration/sector coordination meetings.
  • Identify and recommend networks, consortia, or organisations for possible collaborations.
  • On request from the CD or the PM, represent IAS in formal and contractual matters relating to government departments and services.

 

Identification of Local Partners

  • On request from PM, make assessments of existing and potential local partner organisations.

 

Others

  • Perform any other duties as assigned by managment.

 

 


 
 Minimum Qualification, Skills and Experience Required:

  1. Education: Minimum education required to fulfil this job is Post Graduate Training in Monitoring and Evaluation 
  2. Experience: Minimum years of experience required to fulfill this job and in what field 5 years working in a senior position in Monitoring and Evaluation Position in an International Organisation
  3. Additional certifications needed as a minimum required: M&E, Research& Data analysis
  4. Knowledge: Minimum knowledge required to fulfil this job: Must have a good understanding of MEAL systems, theory of change and must have had experience setting up an M&E system in an NGO.

Job Commitment
