DHIS2/eLMIS Interoperability Developer

 Background:

Health Management Information unit is one of the Sudan Federal Ministry of Health directorates (FMOH) that aimsto:
  • build a sustainable, integrated and effective system for statistical information and data that contributes to providing information for planning purposes.
  • Develop policies, guidelines, specifications and standards for the statistical system, to ensure the quality of health information.
  • Providing medical records, statistical charts, records of births and deaths, with their books, according to the specified specifications.
  • Develop a scientific framework for following up and evaluating the implementation of health plans and programs, the performance of the health system, and the indicators required for that.
  • Develop the policies and systems required for the use of communication technology in the health field and the information system
  • Publishing periodic reports related to health statistics and health system performance and setting guidelines for this.
  • Building capacities in the field of statistics and health information and developing curricula and programs to achieve this.
  • Coordination with the relevant authorities in conducting or participating in health surveys.

The DHIS2 project is one of the biggest project related to health information that is undergone by the FMOH, it is a tool for collection, validation, analysis and presentation of aggregate statistical data, tailored to integrate health information management activities. DHIS2 is a modular based software package built with free and open source java frame work with interoperability between users and program. In Sudan the DHIS2 was 1st introduced in September 2014 but it was officially launched in April 2016 with varying degrees of reporting from different states and localities. Since then, a lot of efforts have been made to improve the coverage of the reporting rate through DHIS2.

Job Purpose/ Summary:

Under the direct supervision of DHIS2 unit manager and in close coordination with the IT units in HMIS and NMSF the incumbent will provide technical and operational support mainly in the below mentioned areas:

  • Translation of user requirements into detailed DHIS-2 and DHIS-2 inter-operable modules product specifications
  • Mapping of the health facilities to support the integration of the Supply chain system and DHIS2.
  •  Analysis, design and customization of the Supply Chain data collection tools
  •  Identify and develop API to support integration of the two systems (DHIS2 and LMIS)
  • Develop training materials and manuals.

 




 
 Duties and responsibilities:

  1. Lead in the interoperability and integration efforts currently undertaken by MOH especially between DHIS 2 and: The National Medical Supplies Fund (NMSF) and the National Health Insurance Fund (NHSF
  2. Support the planning, design, and implementation of the DHIS2 as the Electronic Logistic Management Information System (eLMIS) to collect Supply Chain (SC) data at lower level (locality., HFs).
  3. Support the planning, design, and implementation of the interoperability of DHIS2 and other eLMIS currently used at NMSF.
  4. Works with NMSF to ensure prompt and timely delivery of all planned activities against all set deadlines.
  5. Monitors and manages potential risks to the project delivery and work with NMSF teams to mitigate these risks.
  6. Ensures timely preparation, analysis, and submission of required reports.
  7. Supports the creation of partnerships and ensure harmonization of SCM interventions.
  8. Contributes to capacity building and knowledge sharing in the area of SC planning, eLMIS and DHIS2.
  9. Monitors and manages documentation on the e-LMIS/DHIS2 implementation process and use lessons learned to inform effective scale up;
  10. Provides periodic status reports, annual reports, case studies, etc. in a timely manner.

 


 
 Minimum Qualification, Skills and Experience Required:

  • Bachelor’s degree in Computer Science, Information Systems or similar relevant, and advanced degree will be preferable.

Skills and Experience :

 

  • Experience with Java development (Java 8+) and Maven.
  • Experience with PostgreSQL, MySQL or other relational databases.
  • Experience with design and development of Web APIs (preferably using Spring MCV).
  • Experience with Java enterprise frameworks such as Spring/Spring Boot and Hibernate
  • Experience with deployment tools to package and deploy components
  • Proven skills and Hands-on programming experience in React or Angular or any other such JS framework
  • Ability to prioritize work and complete tasks with quick turnaround times
  • Excellent organizational, time, and project management skills
  • Proven Experience in building RESTful APIs and a deep understanding of REST principles
  • proven experience in ERP system
  • Fluent in verbal and written English
  • Strong skills in clear technical writing and communication
  • Experienced in Linux operating environment
  • Passionate about working on a meaningful, impactful, and challenging national project
