“Support to the Stabilization Process in Sudan (SSPS)”
a qualified project person based in Khartoum to fill the following position:
“Customs Clearance and Logistics Support Coordinator (CCLSC)”

Scope of Project:
 
The project "Support to the Stabilization Process in Sudan" is a new project within the framework of the Federal Republic of Germany's commitment. The objective is to support the transitional Government in stabilizing Sudan.
A significant challenge of the transitional government is to stabilize the country economically and to provide basic state services to the population reliably. Sudan ranks 170th out of 189 on the United Nations Human Development Index, and the socio-economic fundamentals are accordingly poor. The lack of basic services or the inadequacy of the capacity of the state administration weakens the confidence of the population. The expectation of the population that the conditions of living in the short term will improve appreciably in the short term through targeted measures by the transitional government is very high.
 
There is, therefore, a need for rapid actions to ensure a peaceful transition process. In this context, three main areas of activity, with the Sudanese partners, were identified together, where there is a high need and where rapid support is explicitly desired are namely: 1. the energy sector, 2. public finances, 3. secure IT infrastructures. A large part of the capacity-building support is intended to benefit the providers of change processes (change agents) in state institutions and other stakeholders in order to support their commitment to the positive change processes. By providing knowledge and capacity the project will contribute to stabilization and peace in Sudan. The interventions will result in enhanced capacity and performance of the transitional Government and primary stakeholders in the areas of energy, public finances, and IT infrastructure.
 
As the project will be importing goods and associated services from Germany and other countries to Sudan through freight shipments to Port Sudan and Cargo to Khartoum airport or other ports in neighboring countries and then by road to Sudan a qualified person in the area of Customs Clearance and Logistics Support Coordinator (CCLSC) is needed


 
 Duties and responsibilities:

A. Responsibilities
 
The Customs Clearance and Logistics Support Coordinator is responsible for
▪ Customs declarations and Clearances
▪ informing projects and programmes on time about the status of procurement and customs matters, particularly in the event of delays
▪ coordinating effectively with colleagues in the administrative division and with procurement officers at Head Office
▪ safely and responsibly performing official travel using official vehicles
▪ regularly servicing and looking after official vehicles
▪ taking account of all available information on road conditions, accessible routes and locations
▪ running official errands for GIZ
▪ purchasing materials and equipment for the GIZ office and GIZ-assisted projects/programmes in accordance with GIZ rules and conditions
 
1. Customs declarations
 
The Customs Clearance and Logistics Support Coordinator
▪ assists the officer in processing customs declaration procedures (duty-free import of goods, entering information in customs declaration database, producing statistics)
▪ assists with checking ship or air consignments and assists with monitoring clearing of goods
▪ assists with organising and coordinating collection of goods
▪ prepares and submits all necessary papers for duty-free import of goods
▪ monitors and controls deliveries by ship and air and monitors release of goods and further processing
▪ organises and coordinates the collection of goods
▪ enters information in the customs declaration database, prepares statistics if needed
▪ uses external service providers to complete customs declarations procedures and vehicle registrations and supervises them
▪ prepared hand over documents of goods to partners as per GIZ regulation
 
2. Service for short-term experts and other visitors
 
The Customs Clearance and Logistics Support Coordinator
▪ provides information for experts and visitors, informs them about the status of their agreements e.g. changes in schedules and other plans, transport services etc.
▪ supports arranges accommodation for arriving visitors, short-term and long-term experts
▪ supports evaluates hotel prices and negotiates better room rates
▪ assists short-term experts with logistical problems (e.g. transport services) during their assignment
▪ keeps a list of all appraisers for short-term assignments
 
 
3. Logistics Support and Driving
 
The Customs Clearance and Logistics Support Coordinator
▪ provides passenger transport in an official car for office, project or programme staff, official visitors and guests and helps with transporting goods
▪ runs errands for the project, programme or office, e.g. sending letters and messages, paying bills and buying smaller quantities of office supplies
▪ completes the vehicle log correctly and conscientiously in accordance with GIZ standards
▪ cleans the interior and exterior of the vehicle(s) regularly and checks oil, water, brakes and brake liquid, tyre pressure, battery levels and the entire vehicle, monthly or every 5,000 km (whichever is first), headlights, brakes, bodywork for dents etc.
▪ is responsible for the project vehicle documents and their good condition, keeping a vehicle log and recording monthly maintenance
▪ calculates monthly petrol, oil and lubricant consumption for the daily cash fund and for forwarding monthly vouchers to cost accounting
▪ reports need for service and carries out minor repairs
▪ immediately reports all involvement of the project or office vehicle in accidents, including minor accidents, damage, loss or theft of vehicle fittings
 
4. Other duties/additional tasks
The Customs Clearance and Logistics Support Coordinator
 
▪ Obtains quotes for materials and services
▪ Prepares requests for goods, services and materials as per GIZ guideless
▪ performs other duties and tasks at the request of management
 
B. Required qualifications, competences and experience

 
 Minimum Qualification, Skills and Experience Required:

Qualifications
 
▪ commercial or technical diploma or equivalent of higher degrees
 
Professional experience
 
▪ At least 5 years professional experience in customs clearance and working with customs authorities in Khartoum airport and or Port Sudan or in comparable position
▪ At least 5 years experience in purchasing and procurement
▪ At least 3 years experience in driving
▪ Demonstrate knowledge how goods are transport through neighboring country as transit then to Sudan by road.
 
Other knowledge, additional competences
 
▪ outstanding knowledge of cargo handling of goods clearances
▪ very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
▪ very good knowledge of the English language widely used in the country, ideally a knowledge of German
▪ willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
