 Background:

The Government of National Unity of Sudan and the Government of Southern Sudan recognize the importance of the MDGs-based development strategies. The National Strategic Plan 2007-2011 include strong references and commitments to the MDGs. UNDP, as the lead agency in recovery and development, has been entrusted by the UN System globally with the essential task of supporting national monitoring and reporting on MDGs progress. In January 2008, the Ministry of International Cooperation of the Government of National Unity requested UNDP to take the lead in supporting MDG monitoring and capacity development of the Ministry for that exercise. The ultimate objective of UNDP is to ensure the incorporation of the MDGs in the country's strategic planning framework, thereby integrating human development concepts in planning, monitoring and allocation of resources. UNDP’s strategy to support the MDGs process in Sudan focuses on MDGs reporting on national and state levels, promoting MDGs-based policies, capacity development of MDGs-based strategic planning, and advocacy. UNDP will make sure that the efforts of both agencies, UNDP and UNICEF, are complementary by nature and well coordinated through this project. During the project implementation, UNDP Sudan will support the Ministry of International Cooperation to prepare the second MDGs report in Sudan. UNDP will also support the Ministry of International Cooperation in setting up a mechanism and standards for preparation and production of MDGs Report. The global MDGs will be translated in nationally agreed targets and UNDP will facilitate the national debates on MDGs to define how best Sudan can achieve the targets through national development strategies, policies and programmes, with the inclusive participation of all the government levels, civil society, UN System and international community.


 
 Duties and responsibilities:

Under the overall supervision of the Deputy Country Director (Programme) and the direct supervision of the Head of Poverty Reduction and MDGs Unit, the Project Manager will be responsible for providing strategic direction for enhancing national; capacities to progress towards MDGs. The Project Manager will: MDG-based National Development Strategies: a) Lead strategic advisory services for national counterparts on Planning , Implementing and Monitoring MDGs. This includes: •Providing guidance and technical advice on the formulation of innovative MDG strategies and project proposals. •Contribute to sufficient resources mobilization to enable the achievement of MDGs outcomes •Develop best practices within the framework of project activities and feed these into UNDP’s overall strategy for MDGs reporting. MDG Tools and Research: b)Develop/adopt tools and methodologies to adapt the MDGs to a country-specific context, to support MDG needs assessments, to build capacity, and to strengthen policies in support of the Goals; c)Provide strategic recommendations that can be used by the UN Development Group in Sudan for joint programming and advocacy purposes of the millennium targets of the United Nations. d)Consolidating and sharing key resources on the MDGs and spotlighting successful MDG initiatives. Project management: e)Ensure effective management of the UNDP MDG project (Enhanced National Capacities to Plan, Implement and Monitor the Achieved MDGs) to deliver its intended results (outputs) following Result Based Management system of UNDP. This includes : •Develop and execute the project work plan and its implementation strategy; •Ensure the management and coordination of project implementation according to the UNDP Rules and Regulations; •Organize, supervise and implement project inputs and activities in a timely fashion; •Ensure and coordinate meaningful participation of all national and international stakeholders in all phases of the planning and implementation processes; •Ensure close and standard monitoring and evaluation of the project; •Review and adjust work plan on a bi-annual basis in light of relevant changes in the socio-political context and operating environment; Coordination: f)Mobilizing technical expertise across the UN System to provide broad support for the design of countries’ MDG-based national development strategies g)Develop and maintain strong partnerships between the project and counterparts including Ministry of International Cooperation and other government departments, civil society, UNICEF and other international agencies concerned with MDGs; h)Expand the potential scope of collaboration with UN Development Group in achieving MDGs to respond to the national demand i)Build synergies with UNDP and other interventions the area of developing Dev-info and MDGs report and liaise closely with other project managers and programme officers in this regard; j)Provide strong leadership and technical support for project team (data specialist, technical team and admin associate) to ensure quality project management. c) Undertake any other relevant activities as required by the unit.

 
 Minimum Qualification, Skills and Experience Required:

-Master's degree in Development, Economics, or related field of social programming with focus or relation to MDGs; -At least five years of progressively responsible experience in development programming with focus or relation to MDGs; -Strong management, analytical, negotiation, communication, networking an partnership-building skills; -Excellent knowledge of the socio-political context of Sudan, particularly in the area of strategic planning and development; -Strong team player with the ability to work under pressure; -Ability to manage multiple tasks; -Strong organizational and writing skills; -Ability to work in a multi-cultural environment and travel within/outside Sudan when needed; -Excellent knowledge of English and Arabic; -Excellent computer skills are required with ability to use information technology effectively. Additional Assets: -Knowledge of UN/UNDP policies and programming frameworks and previous experience working for the UN.
