 Background:

ORGANIZATIONAL CONTEXT

The United Nations Industrial Development Organization (UNIDO) is a specialized agency of the United Nations. Its mandate is to promote and accelerate sustainable industrial development in developing countries and economies in transition, and is to work towards improving living conditions in the world's poorest countries by drawing on its combined global resources, international and national expertise. This consultancy is technically covered by the Agro-Industries Technology Unit (PTC/AGR/AIT), which is part of the Agribusiness Development Branch (PTC/AGR). The Unit is responsible for technology aspects of agro-based industries in textile, leather; wood and agricultural tools for value added and job creation.

Emphasis is placed on the design and implementation of programmes to serve sustainable development needs of the agri-businesses and related industries, including its environmental needs to be developed by governments, industries, private sector agencies and NGOs targeting poor communities to become more productive and resilient. The Unit provides technical assistance to enhance demand oriented vocational technical skills for employment creation and entrepreneurship for sustainable development.

 

PROJECTS CONTEXT

The United Nations Industrial Development Organization is implementing a project on “Employment and Entrepreneurship Development for Migrant Youth, Refugees, Asylum Seekers and Host Communities (EEDK-RDDP)”in Khartoum State of Sudan. The specific objective of the project is to enhance employment opportunities and stimulate entrepreneurship for unemployed youth including migrants, refugees, asylum seekers and host communities in the Khartoum State. This project is being executed by UNIDO and implemented in partnership with the four existing vocational training and entrepreneurship employment centres (VTECs) in Khartoum State, in collaboration with the GoS, the private sector and other stakeholders as part of the European Union funded Regional Development and Protection Programme (RDPP) in the Horn of Africa which has been set up to address some of the protection and development challenges related to forced and protracted displacement funded by the. The overall purpose of the UNIDO action under RDPP is to support the Government of the Sudan (GoS) to create an evidence-based, innovative and sustainable development and protection solution for refugees and host communities, hence providing development alternatives to irregular primary and secondary movement.

 

Under the overall direction of UNIDO Project Manager at HQ, and under the direct supervision of the Chief Technical Advisor, the Monitoring and Evaluation Officerwill be responsible to set up, in cooperationwith the project partners,a robust monitoring framework for project implementation.She/he will designan appropriatemonitoring framework, manual, guideline and toolsoutlining an easy to use monitoring system for ensuring that project activities, results and objectives (in line with the Logical framework)are being achieved efficiently and effectively.She/he will also help the Project Implementation Unit (PIU) and partner institutions to instill a monitoring culture in project work to be regularly undertaken by counterparts and stakeholders. She/he will guide and assist the project, in particularly Vocational Training and Employment Centers (VTECs), to keep and collect recordsand analyze monitoring data as per project Logical Framework and monitoring framework/manual. She/he will set up a system for regularly producingdata for progress reports and other documentation to be shared with the media and project stakeholders, including the Project Advisory Board (PAB) members.She/he will also design an easy-to-use monitoring guidelines for VTEC staff to be approved by the PIU team and the Project Manager (PM).

Keeping the focus on developing a monitoring culture, She/he will deliver relevant training to support management and VTEC staff and other project partners in Khartoum State to improve work engagement. TheExpert will be closely working with all other team members of the PIU, the GoS and private sector firms in connection with developing/monitoring the VIPP approach and job placement options.



 
 Duties and responsibilities:

  • Based on the Key Performances Indicators (KPIs) & as per the projects logical frameworks and Inception Reports, develop a monitoring framework, to be used to assess effectiveness of project deliverables and quality of implementation until project completion.
  • Coordinate with the PIU qualitative and quantitative data collection, statistics  and records compiled on a bi-monthly basis, taking the  KPIs and  SDGs’ projects focus into  account
  • Conduct with the CTA/PIU, monthly project reviews for informal assessments as to project implementation, record keeping and reporting. Open-source data  from direct beneficiaries to be included in this exercise
  • Organize (PIU initiated)  quarterly monitoring and evaluation workshops  with  the  VTEC managers, instructors/ trainers,  private firms and other stakeholders to guide them to regularly monitor the project work related progress in Khartoum State
  • Compile with the assistance of other PIU colleagues monitoring reports to analyze the “lessons learnt” and to develop a culture of continuous improvement during project implementation.
  • Assist the CTA/PIU team in  compiling  the draft progress Report  and related monitoring  documentation for UNIDO HQ,   the Project  Advisory  Board (PAB) and  the  EUD/Khartoum
  • Suggest strategies for improving the efficiency and effectiveness of the projects by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such constrains.
  • Review, edit and quality control of  documentation  and minutes of meetings and progress/activity reports
  • Build capacity of project personnel and stakeholders  of the project on participatory approaches in M&E and data collection, analysis and reporting

 


 
 Minimum Qualification, Skills and Experience Required:

MINIMUM ORGANIZATIONAL REQUIREMENTS

Education: University degree in Political Science, Economics, Business Management, Technical Education/Engineering or any other related and relevant subject with at least five year professional experience.

Technical and Functional Experience: A minimum of 5 yearsof related experience in the field of establishment of project related monitoring systems, monitoring and evaluation of international (UN) projects/programmes and/or management. Professional experience with UNIDO, within the UN system, donor community and/or consultancy companies is considered an asset.

Languages: Fluency inand spoken English and Arabic is required. IT related and data processing skills are essential.
