The United Nations High Commissioner for Refugees is seeking for qualified candidate to fill the following post:

 Background:

UNHCR is seeking a Communication with Community Officer to provide functional oversight of the delivery of the   Communications with Community Strategy at the national and field levels. The incumbent will be based in Khartoum, and will report to the Senior Protection Officer. She/he will also receive instruction/guidance from the Senior External Relations Officer. The incumbent will also advise senior management on the development of appropriate mass communication materials, tools and mechanisms for persons of concern.



 
 Duties and responsibilities:

  • In close coordination with Protection, Programme, external relations unit in Khartoum and the field offices formulate of a clear and coherent Communications with Communities (CwC) Strategy, aligned to the overall Community Based Protection Objectives and incorporates a thorough age, gender and diversity (AGD) analysis and reflects the Operation's and Organization’s global and country level priorities.
  • Ensures and oversees the implementation of the Communications with Communities (CwC) initiatives and develops communication material for Refugees, IDPs, Host communities and other persons of concern, with focus on services provision and feedback mechanism to UNHCR.
  • Organize research, development, pre-testing, and production of communication materials that are culturally relevant for each of the different Population of Concern groups. Coordinate with suppliers for the production of communication materials and on dissemination of communication products as required.
  • Identify the most appropriate channels and tools for conveying messages, including the most complex and sensitive protection messages, with focus on ensuring an effective implementation of communication with communities on the protection. 
  • Coordination with field based agencies, and internal Unit collaboration is strengthened to ensure harmonised approaches to communicating with communities.
  • Ensure that the perspectives, capacities, needs and resources of the persons of concerns are reflected in the Communication with Communities (CwC), Community Based and overall Protection strategies, planning processes and operations plan; ensuring the reflection of specific protection needs of women and men, children, youth and older persons, persons with disabilities, and marginalized groups.
  • Advice and support coherent, multi-channel complaints and feedback mechanisms to ensure timely response to community issues and safe referrals of sensitive matters.
  • Contribute to the design of the project submissions and the budget for endorsement by the Senior Protection Officer.
  • Coordinate UNHCR’s CwC activities through participation in field level coordination meetings with Government, partners and refugee community. Monitor and assess the impact of communication with communities’ activities and prepare monitoring reports.
  • Provide trainings for the UNHCR staff and its partner organizations on UNHCR mass communication approaches and initiatives.
  • Perform other duties as required.

 
 Minimum Qualification, Skills and Experience Required:

Essential minimum qualifications and professional experience required: 

  • University education with post-secondary training in communications, humanitarian law, international relations, social science or related fields
  • Minimum 6 years of previous relevant work experience, with field experience in humanitarian response settings;
  • Experience in mass communications, and a demonstrated capacity to develop innovative and creative solutions to operational challenges
  • Excellent written and interpersonal communication skills
  • Excellent drafting skills
  • Proven abilities to communicate complex concepts and procedures in simple language and messages
  • Excellent computer skills, with knowledge of MS office applications
  • Fluency in spoken and written English

Desirable qualifications:

  • Working knowledge of spoken and written Arabic is an advantage
  • Experience working with refugee communities and humanitarian agencies
  • Understanding of UNHCR’s mandate and international refugee protection principles

Remuneration:

Monthly fees range between US$7,000 – US$8,500, depending on the level of expertise of the candidate. Daily subsistence allowance for travel within Sudan will be payable as applicable.
