 Background:

Organizational Context:

 

Sexual violence is a global public health and human rights challenge, and a particular threat to refugee and conflict-affected populations. The health effects of sexual violence have been well documented and include unwanted pregnancy, unsafe abortion, sexually transmitted infections (STIs) including HIV, physical injury, psychological trauma, and social stigma. Timely access to quality clinical care, delivered by competent and compassionate health care providers in a confidential care delivery setting, is essential to begin a survivor’s physical and emotional healing and reduce the risk of adverse consequences in the long-term. As part of the Inter Agency Minimum standards for the prevention and response to GBV, UNFPA with the collaboration of the Ministries of Health, Ministry of Social Affairs and other health partners provide health services to survivors. Since the early 2000s, a significant amount of resources and time has been invested in establishing and strengthening Clinical Management of Rape (CMR) services in the region. Training of health service providers and social workers, provision of medical and other supplies and monitoring of the services has been carried out. Sudan has existing protocols for the provision of CMR as well as a training manual developed by the Ministry of Health and Ministry of Social Affairs and updated in 2015.

Mapping of existing services and supplies has been carried out and is regularly updated to help strengthen the referral mechanisms for survivors to care. However, the quality of the services provided has not been adequately assessed, save for routine monitoring visits. A mapping of facilities with CMR services which was finalized in December 2016 showed a gap in the availability of CMR services in some areas as well as a gap in knowledge in terms of the quality of services provided.

UNFPA Sudan CO with support from ECHO wishes to engage a consultant to assess the quality of CMR provided to survivors in the North, and West Darfur at ECHO specific project side and other health facilities.

 

Purpose and Objectives:

 

The purpose of this assessment is to contribute towards improvement of CMR services across various facilities in the Darfur region; the findings will also inform efforts to strengthen services in other areas of Sudan. This will be achieved through conduct of a comprehensive assessment of the quality of CMR services at various services delivery point including primary health care centers and hospitals. Specific assessment objectives are to ensure:

  • Availability, capacity and willingness of qualified and CMR trained medical staff;
  • Availability & use of medication (PEP, STI treatment, Emergency contraception) by the GBV survivors
  • GBV/CMR related awareness raising material (IEC) available 
  • Referral mechanism are active to providing services for survivors and awareness promotion to the community.
  • Monitoring of CMR services at the health facilities level.


 
 Duties and responsibilities:

Scope of work:

 

Conduct an assessment of the quality of CMR services in 9 identified health facilities in North Darfur, and West Darfur states.

Methodology:

  • Carry out literature review and internet search on the topic
  • Review and discuss with UNFPA the TOR and expected results
  • Prepare the set of instruments and tools for data collection
  • Develop a timeline of visits to be carried out under this assignment
  • Contact CMR trained facilities based on discussions with UNFPA, MOH and MOSA.
  • Conduct a minimum of 30 interviews with CMR service providers.
  • Review facility specific CMR adapted CMR protocols/ checklists and record keeping

Deliverables:

  • Prepare and ensure timely delivery of the first draft of the report (English) to be reviewed by UNFPA.
  • Consolidate the input/feedback into a final report which includes a set of recommendations
  • Lead a dissemination workshop for stakeholders at Khartoum level.

 
 Minimum Qualification, Skills and Experience Required:

Education: Advanced University degree (MPH/MS) in public health area

 

Experience:  At least 3 years of work experience and considerable skills in survey design, analysis and report writing;

  • Strong background in SRHR / SGBV including CMR and related treatments
  • Proven Knowledge and experience (min 05 years) of GBV programming, including support services for GBV survivors including experience in direct support of survivors of sexual violence
  • Excellent interpersonal skills and ability to establish effective and working relations with other stakeholders;

 

Languages:  Excellent written and spoken communication skills in Arabic and English

 

Computer skills: Proficiency in current office software applications
