Refinery Manager

Job Purpose:
To manage: Refinery (Refinery A & Refinery B & T refinery C), Tank farms (Crude & Refined and blending tanks), As well as or Expansion and improvement projects related to the Area.         

Key Accountabilities

Supervision of Subordinates:

  • Organize and supervise the activities and work of a small team of subordinates to ensure that all work within a specific area of Refinery activities is carried out in an efficient and procedurally compliant manner.

Policies, Systems, Processes, & Procedures:

  • Implement approved departmental policies, processes, procedures and instructions to subordinates and monitor their adherence so that work is carried out in a controlled manner.

Day- to-day Operations:

  • Supervises the day-to-day operations of Refinery to ensure that work processes are implemented as designed and comply with established policies, processes and procedures.  

Specific Accountabilities:

  • Establish and Develop all the operations detailed SOPs and ensure cascading knowledge down to all the organization.
  • Implement continuous process & Equipment reliability improvement programs.
  • Monitor the consumption of Chemicals & Consumables.
  • Monitor and reduce the losses to the world class standard and benchmark.
  • Ensure product quality standards.
  • Plans & mange the financial control of both operating and capital; budgets for the refinery.
  • Optimize Refinery operation plan according to Demand required by Sales & Marketing.
  • Propose corrective and preventive actions to improve refinery results and standards.
  • Discarding scraps related to department in safe & efficient way.
  • Optimize the byproducts to maximize the company profits in the best quality and specifications.
  • Communications with Internal stakeholders: Filling, Warehouses, Maintenance, QC, Purchasing, Administration, Sales and Marketing.
  • Communications with External stakeholders: Suppliers & Authorities, Other manufactures.
  • Coordination with oil purchasing team for the availability of crude oil( import & local)
  • Coordination with  purchasing team for the availability of the  chemical for Refinery
  • Doing the monthly inventory with finance dep (monthly closing).  
  • Make available of all Refinery reports (stoppages, oil receiving, chemical consumption, monthly report, and oil movement data, process control log).
  • Executing cost saving techniques / measures and modifications  and work within the budget
  • Implementing company quality procedures at site and submitting fully documented approved quality records; documenting departmental activities for ISO audit.
  • Enhance safety & TPM awareness and knowledge across all the refinery Department.
  • Monitor the adherence to all relevant safety and environmental management procedures and controls to guarantee employee safety, legislative compliance, delivery of high quality products/service and a responsible environmental attitude.
  • Leading & monitoring the performance of team members to ensure efficiency in process operations and meeting of Refinery targets.
  • Creating and sustaining a dynamic environment that fosters development opportunities and motivates high performance amongst team members.
  • Lead the weekly and monthly department meetings and draw action plans & execute.
  • Train and improve staff capabilities.

Continuous Improvement:

  • Contribute to the identification of opportunities for continuous improvement of systems, processes and practices taking into account ‘international best practice’, improvement of business processes, cost reduction and productivity improvement.

Reporting:

  • Prepare reports timely and accurately to meet Savola and department requirements, policies and standards.

Health, Safety, & Environment:

  • Monitor the adherence to all relevant safety and environmental management procedures and controls to guarantee employee safety, legislative compliance, delivery of high quality products/service and a responsible environmental attitude.

Related Assignments:

  • Perform other related duties or assignments as directed.

Qualifications, Experience, & Skills:

  • Education: Minimum Bachelor in chemical engineering
  • Experience: 10 - 12 years' experience in operations and Maintenance of Edible Oil Refinery.
  • Language: Fluent English and Arabic.
  • Skills: managerial skills, operations and maintenance, installation, commissioning project planning & management of edible oil refinery, leadership, financial knowledge, ability to analyze the impact of operations to business, dynamic teambuilding for success, planning & execution for results, problem solving for powerful solutions, professional capability (highly motivated & relishes challenges. continually updates functional & managerial skills & knowledge in the light of new developments), communicating with impact.
